A. CALL TO ORDER
A special meeting of the City Council of Maplewood, Minnesota, was held in the Council
Chambers, Municipal Building and was called to order at 7:31 P;M, by Mayor Bruton.

C. PUBLIC HEARINGS
1. 1975 Budget
a. Mayor Bruton convened the meeting for a public hearing for the purpose of adopting
the 1975 Budget,
b. Mayor Bruton asked if there were any persons who wished to be heard relative to
the 1975 Budget. The following were heard:
Mr. James Hafner, 2071 Duluth;
Mr. James Malley, 1722 McKnight Lane;
Mr. Thomas Christensen, 1834 Summer.
c. Manager Miller reviewed the budget with the Council.
d. Councilman Murdock moved to authorize the hiring of an assistant engineer and
two engineering technicians, such to be conditional upon the public works Droiect
to be ordered by the Council and the ability to be reimbursed for such engineerin
services through transfers from such Droiects.
Seconded by Councilman Wiegert. Ayes - Mayor Bruton, Councilmen Anderson, Murdock,
and Wiegert.
Nays - Councilman Greavu.
Motion carried,
e. Councilman Murdock moved to approve the hiring of the Police Department Community
Services Officer.
Seconded by Councilman Anderson. Ayes - all.
f. Councilman Murdock moved to approve the hiring of the Personnel Officer.
Seconded by Councilman Wiegert. Ayes - Mayor Bruton, Councilmen Anderson, Murdock,
and Wiegert.
Nays - Councilman Greavu.
Motion carried.

g. Councilman Anderson moved to approve the hiring of a Special Services Director
with the stipulation that the staff look into the possibility of hiring a part time

Motion carried.
Ayes - Mayor Bruton, Councilmen Anderson, Murdock
and Wiegert.

h. Councilman Wiegert introduced the following resolution and moved its adoption:

BE IT RESOLVED by the City Council of the City of Maplewood, County of Ramsey,
Minnesota, that the following sums of money be levied for the current year, collectible
in 1975, upon the taxable property in said City of Maplewood, for the following pur-
poses:
General Fund $1,242,700.00
Debt Redemption $ 275,933.00
Seconded by Councilman Anderson. Ayes - Mayor Bruton, Councilmen Anderson, Murdock
and Wiegert.
Nays - Councilman Greavu
(Voted against the budget only because of the
hiring of six additional persons).
Motion carried.
i. Mayor Bruton introduced the following resolution and moved its adoption:

BE IT RESOLVED by the Council of the City of Maplewood, Ramsey County, Minnesota,
as follows:
1. There is on hand in the following sinking funds excess amounts as indicated
after each fund and such shall be used to pay on the appropriate obligations
of the City, to wit:

1973 General Obligation Improvement Bonds 52,050.00
TOTAL $170,350.00
In accordance with Minnesota Statutes 475.61 and 273.13, Subd. 19 (3), (a),
(b), (c) and Chapter 297a and Chapter 162 of Minnesota Statutes, the County
Auditor of Ramsey County is hereby authorized and directed to reduce by the

amounts above mentioned the tax that would be otherwise included in the rolls
for the year 1974 and collectible in 1975.
2. It has been determined that the following bond issues have insufficient projected
assets to meet projected liabilities, as required by State Statute, and the orig-
inal resolution levying advalorem taxes for such must be increased in the follow-
ing amounts, to wit:

In accordance with Minnesota Statute 475.61, Subd. 2, the County Auditor of
Ramsey County is hereby authorized and directed to increase by the amounts above
mentioned the tax that would be otherwise included in the rolls for the year 1974
and collectible in 1975.
3, Changes setforth in sections one (1) and two (2), above, result in a net reduction
of $115,750.00 and are summarized and hereby adopted as exhibit "A ". Such amounts
shown are the total amounts to be spread on the rolls in 1974 and collectible in
1975 for each of the bond issues shown, including the reductions and increases in
levy amounts setforth in sections one (1) and two (2), above.
4. The City Clerk is hereby authorized and directed to furnish a copy of this res-
olution to the County Auditor of Ramsey County forthwith.
Seconded by Councilman Anderson. Ayes - Mayor Bruton, Councilmen Anderson, Murdock
and Wiegert.
Nays - Councilman Greavu.
Motion carried.
D. PRESENTATIONS
1. Certification of Delinquent Sewer Rental Accounts
Councilman Wiegert introduced the following resolution and moved its adoption:

RESOLVED, that the City Clerk is hereby authorized and directed to certify to
the Auditor of Ramsey County the attached list of deliquent sewer rental charges
said list made a part therein, for certification against the tax levy of said property
owners for the year 1974 collectable -in 1975, and which listing includes interest at
the rate of seven percent (7%) on the total amount for one year.
Total amount to be certified: $40,967.98.
Seconded by Mayor Bruton. Ayes - all.

2. Veterans Day
_ a. Manager Miller stated that Veterans Day, according to State Law, has reverted
back to its original date of November 11 (instead of the fourth Monday in October).
He recommended first reading on an ordinance changing this.

Councilman Greavu moved 1st reading of an ordinance to observe November 11
as Veterans Day.
Seconded by Councilman Wiegert. Ayes - all.
3. Manager Miller stated he will be attending the International City Managers Association
Conference next week. Don Ashworth will be preparing for the Council meeting.
4. Councilman Anderson stated he wished to make a motion regarding Russ Pirrung's sick
leave.
Councilman Anderson moved that all personnel who were hired when the 300 days accum-
ulated sick leave was in existanee should be paid the full amount when they retire.
Seconded by Councilman Greavu. Ayes - Councilmen Greavu and Anderson.
Nays - Mayor Burton, Councilmen Murdock and
Wiegert.
Motion defeated.
5. Councilman Anderson wished to know what was progressing for the arbitration.
A lengthy discussion followed.
