CALL TO ORDER
A special meeting of the City Council of Maplewood, Minnesota, was held in the Council
Chambers, Municipal Building and was called to order at 7:32 P.M. by Mayor Bruton.

1. Zone Change (R -1 to R -2) - Northwest Corner of Edgerton Street and County Road. B

a. Mayor Bruton convened the meeting for a public hearing on the request of Rich-
ard I. Koeckeritz for a zone change from R -1 to R -2 the property legally described
as the East 180 feet of the South 150 feet of Block 1, Sunrise Heights. The Clerk
read the notice of hearing along with the dates of publication.
b. Manager Miller presented the staff report and stated it has been the staff's
position that double dwelling units should only be allowed in single family areas
proposed in subdivisions or planned unit developments in order that the City might
control the total development and the relationship of double dwelling units to the
total development. It is therefore recommended that the proposed rezoning be con-
sidered "spot zoning" and not in conformance with the Plan for Maplewood. It is
therefore recommended that the proposed zone change be denied.
c. Commissioner Duane Prew presented the following Planning Commission recommendation.
Commissioner Batie moved that the Planning Commission recommend to the City Council
approval of a zone change from R -1 to R -2 at the northwest corner of Edgerton and
County Road B as the change would be in conformance with the Plan for Maplewood
and would provide for a mixture of housing in the neighborhood and is a corner lot
with a high number of square feet. This recommendation is made with the intent that
no more than one 2 family dwelling be constructed on the property.
Commissioner Fischer seconded. Motion carried. Ayes all.
d. Mayor Bruton called for proponents. The following were heard.

e. Mayor Bruton called for opponents. None were heard.
f. Mayor Bruton closed the public hearing.
g. Council discussed the possibility that if the property were zoned R -2 there
would be sufficient land to construct two R -2 dwellings.

h. Councilman Murdock moved that the requested zone change be tabled pending
submission of a lot division.
Seconded by Councilman Wiegert. Ayes - all.
2. Special Use Permit - City Water Booster Station (Beebe Road) 7:45 P.M.
a. Mayor Bruton convened the meeting for a public hearing regarding the estab-
lishing of a public utility facility (water system booster pumping station). The
Clerk read the notice of hearing along with the dates of publication.
b. Manager Miller presented the staff report and stated it is recommended that
the Special Use Permit for the proposed booster station be approved as a much
needed facility to provide water service and safety for the easterly portion of
the City. In recent months the Planning Commission and the City Council have
brought to the attention of the Community Design Review Board the importance of
high standards in architectural quality for development adjacent to certain free-
ways, as the exposure to these freeways has an important impact upon residents
and visitors to Maplewood. The impact of City buildings in any location is like-
wise important both on residents and non - residents. It is further recommended
that the Community Design Review Board be advised of the importance of the archi-
tecture and appearance of the proposed booster pumping station upon submission
to that body of the development plans.
c. Director of Public Works Collier presented the specifics of the proposal.
d. Commissioner Duane Prew presented the following Planning Commission recommendation:
"Commissioner Kent moved that the Planning Commission recommend to the City
Council that the Special Use Permit be approved as the proposal is in keeping
with the Plan for Maplewood.
Commissioner Kishel seconded. Motion carried. - Ayes all. ""
e. Mayor Bruton called for proponents. None were heard.
f. Mayor Bruton called for opponents. The following were heard.

h. Councilman Murdock moved to approve the special use permit to allow the construc-
tion of a water system booster Dumpine station on Beebe Road north of Larpenteur
South 110 feet; the West 145 feet of E 178 feet of West 3/4 of SW 1/4 of SE 1/4

Motion carried.

Mayor Bruton recessed the meeting at 8:30 P.M. to convene as the Board of Adjustments
and Appeals.

D. COUNCIL PRESENTATIONS
1. Mayor Bruton stated he received a resolution from the Community Design Review
Board requesting a meeting with the Council.
Councilman Anderson moved to set September 3, 1974 as the date for Council to

2. Mayor Bruton stated Council received a letter from Mr. Warren Peterson informing
the City of his resignation from the Community Design Review Board.

recommendation is received from Community Design Review Board.
3. Mayor Bruton stated a letter has been received from the Water Resources Board
regarding the Water Shed District. He read the letter.
4. Mayor Bruton stated Ramsey County has authorized the formation of a committee,
Council sent a resolution stating we wanted to participate in St. Paul's committee
regarding the pollution at Lake Phalen.
Councilman Wiegert moved that a letter be sent asking for a reply to our
resolution.
Seconded by Mayor Bruton.
Ayes - all.
5. Mayor Bruton stated he received a letter in todays mail from Ramsey County, dated
July 23, 1974, regarding the Manpower and Training Act. He will have copies made for
the Council.
6. Mayor Bruton stated he received a letter dated July 22, 1974 from the State of
Minnesota, Department of Public Safety, indicating that the State Area Commander
has recommended that the Maplewood Civil Defense be certified for participation in
the federal assistance programs for the fiscal year of 1975, which authorizes funding
for personnel and administrative expenses used for Civil Defense equipment, etc.
Staff to investigate.
7. Councilman Wiegert recommended corrections to the corrections of the Compre-
hensive Plan: Page 33, Paragraph 51 - check to see if the words "to be allowed"
should be there. Last page - "Interchange at 36 and English" shouldn't be there.
8. Councilman Anderson stated that Maplewood Plumbing has created a hazard behind
Richards Superette.
Staff to investigate.
9. Councilman Anderson wished to know about the progress regarding the markings on
Highway 61 and Parkway Drive for left turn.
Director of Public Works Collier stated there are plans for a new intersection.
Staff will investigate.

10. Councilman Greavu wished to request Ramsey County to place traffic signals on
McKnight Road at Hudson Place and Burns Avenue.
Councilman Greavu introduced the following resolution and moved its adoption:

WHEREAS, the intersection of McKnight Road with Hudson Place
in Maplewood and Burns Avenue in St. Paul is an exceedingly dangerous
intersection and,
WHEREAS, large volumes of traffic utilize the intersection and,
WHEREAS, a large number of turning movements including Metro Transit
buses utilize the intersection,
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MAPLE -
WOOD, MINNESOTA, that the County of Ramsey and the .State of Minnesota are
hereby requested to install semaphores at the aforesaid location and,
BE IT FURTHER RESOLVED that copies of this resolution be forwarded
to the Minnesota State Highway Department and the Ramsey County Board
of Commissioners.
Seconded by Councilman Wiegert. Ayes - all.
11. Councilman Greavu stated he wished to know if the Manager had the figures for
the consultant for the Leagues.

12. Councilman Murdock wished to know the policy relative to permits for ventilating
hoods.
Referred to staff.
E. ADMINISTRATIVE PRESENTATIONS
I. Manager Miller requested two hearing dates be set for an on -sale liquor license,
at 2999 North Maplewood Drive and an off -sale liquor license for the Maplewood Mall.
Councilman Wiegert moved to set August 15, 1974 as the public hearing for the
on -sale liquor license at 2999 North Maplewood Drive.
Seconded by Mayor Bruton. Ayes - all.
Councilman Wiegert moved to set August 15, 1974 as the public hearing for the
off -sale liquor license at the Maplewood Mall. (John Campbell)
Seconded by Councilman Anderson. Ayes - all.
2. Manager Miller stated he attended the meeting on the Ad -hoc committee attempting
to set up a Task Force, St. Paul East study. They are setting up a description of
what they planned to do. The manager will submit copies to the Council. Their next
meeting is scheduled for August 14. Director of Public Works Collier will attend.
