A. CALL TO ORDER
A special meeting of the City Council of Maplewood, Minnesota was held in the Council
Chambers, Municipal Building and was called to order at 7:32 P.M. by Mayor Bruton.

C. PUBLIC HEARINGS
1. Sidewalk Improvement - White Bear Avenue, between County Road D and Connor Avenue
and between Frost Avenue and Larpenteur Avenue (7:30 P.M.)
a. Mayor Bruton convened the meeting for a public hearing regarding the construct-
ion of sidewalks on White Bear Avenue between County Road D and Connor Avenue and
between Frost Avenue and Larpenteur Avenue. The Manager read the notice of hear-
ing along with the dates of publication.
b. Director of Public Works Collier presented the staff report including the
specifics of the proposed improvement.
c. Commissioner Bill Howard presented the following Planning Commission recom-
mendations:
"Commissioner Howard moved that the Planning Commission recommend that the Council
approve the recommended installation of sidewalks on the west side of White Bear
Avenue with the understanding that the operation of bicycles on that sidewalk
would be permitted.
Commissioner Kent seconded.
Voting on the motion. Ayes 7 - Nays 2.
Commissioner Prew moved that the Planning Commission recommend to the City Council
approval with the stipulation that bicycle traffic be included on the sidewalks
on the east side of White Bear Avenue between Frost and Larpenteur.
Commissioner Waldron seconded. Motion carried. Ayes 8 - Nays 1."
d. Mayor Bruton called for persons who wished to be heard favoring the proposal.
The following were heard:

Mr. Kent Hawkins, Administrator of the Ramsey County Nursing Home, supports
the proposal.
Manager Miller read a letter from Ramsey County Engineer Dean Anklan,
stating there is a need for sidewalks adjacent to the Ramsey County Home.
Mr. Paul Holt, 1895 White Bear Avenue.
e. Mayor Bruton called for persons who wished to be heard opposing the proposal.
The following were heard:
Mr. Francis Trepanier, 2810 WhiteBear Avenue;
Mr. Albert Linder, 2755 White Bear Avenue;
Mrs. Fred Schoenberger, 2811 White Bear Avenue;
Mr. Robert Heinbuch, 2847 White Bear Avenue;
Mrs. Tschida, 2839 White Bear Avenue;
A representative from Homart Development stated they have no objection to
the construction of sidewalks even though Homart did not request them.
f. Mayor Bruton closed the public hearing.
g. Councilman Anderson introduced the following resolution and moved its adoption:

WHEREAS, after due notice of public hearing on the construction of sidewalks
on White Bear Avenue a hearing on said improvement in accordance with the notice
duly given was duly held on June 18, 1974, and the Council has heard all persons
desiring to be heard on the matter and has fully considered the same:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF MAPLEWOOD, MINNESOTA,
AS FOLLOWS:
1. That it is advisable, expedient, and necessary that the City of
Maplewood construct sidewalks on the East side of White Bear Avenue
from Frost Avenue to Larpenteur Avenue as described in the notice
of hearing thereon, and orders the same to be made.
2. The City Engineer is designated engineer for this improvement and is
hereby directed to prepare final plans and specifications for the
making of said improvement.
3. This improvement is hereby designated to be a part of Improvement No.
74 -1.
Seconded by Councilman Wiegert. Ayes - all.
h. Councilman Murdock introduced the following resolution and moved its adoption:

WHEREAS, after due notice of public hearing on the construction of side-
walks on White Bear Avenue a hearing on said improvement in accordance with
the notice duly given was duly held on June 18, 1974, and the Council has heard

all persons desiring to be heard on the matter and has fully considered the
same:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF MAPLEWOOD, MINNESOTA,
AS FOLLOWS:
1. That it is advisable, expedient, and necessary that the City of Maple-
wood construct sidewalks on the West side of White Bear Avenue from
County Road D to Connor Avenue as described in the notice of hearing
thereon, and orders the same to be made.
2. The City Engineer is designated engineer for this improvement and is
hereby directed to prepare final plans and specifications for the
making of said improvement.
3. This improvement is hereby designated to be a part of Improvement No.
74 -1.
Seconded by Councilman Wiegert. Ayes - Mayor Bruton, Councilmen Greavu,
Murdock and Wiegert.
Nays - Councilman Anderson.
Motion carried.
Staff will investigate the feasibility of the City plowing sidewalks.
Mayor Bruton recessed the meeting at 9:01 P.M. to reconvene as the Board of Appeals
and Adjustments.
Mayor Bruton reconvened the meeting at 9:09 P.M.
3. Zone Change (R -1 to R -2) - Approximately 2.5 Acres on Bradley Street between
County Road B and Skillman Avenue (8:00 P.M.)
a. Mayor Bruton convened the meeting for a public hearing on a zone change
request from R -1 to R -2 on property located on Bradley Street between County
Road B and Skillman Avenue. The Clerk read the notice of hearing along with
the dates of publication.
b. Manager Miller presented the staff report with the recommendation that the
proposed zone change is in keeping with the Plan for Maplewood and approval is
recommended.
c. Commissioner Bill Howard presented the following Planning Commission re-
commendation:
"Commissioner Howard moved that the Planning Commission recommend to the City
Council that the proposed rezoning be approved since the change is in keeping
with the Plan for Maplewood, and serves the purpose of providing a buffer zone
between the single family dwellings on the north and the multiple dwellings on
the south.
Commissioner Batie seconded.
Voting on the motion: Ayes 8; Abstained - Commissioner Barrett."
d. Mayor Bruton called for persons who wished to speak for or against the pro-
posal. None were heard.

e. Mayor Bruton closed the public hearing.
f. Councilman Wiegert moved first reading of an ordinance to approve the zone
change from R -1 to R -2 property located on the East Side of Bradley Street be-
tween County Road B and Skillman Avenue.
Seconded by Councilman Anderson. Ayes - all.
D. COUNCIL PRESENTATIONS
1. Mayor Bruton stated he would like to proclaim "Twins" Victory Month, June 21 to
July 21.
Mayor Bruton introduced the following proclamations and moved its adoption:
VICTORY: MONTH
June 21 - July 21, 1974
WHEREAS, the Minnesota Trains have well represented the State of Minnesota
in winning two Divisional Championships and one American League title; and
WHEREAS, the Twins Organization has supplied this area with entertainment
and excitement for young and old alike; and
WHEREAS, the Twins have put the State of Minnesota on the major league
map; and
WHEREAS, the Twins have proven to be a valuable economic resource for
our Metropolitan businesses, entertainment resources for our states elderly,
and an overall conversational resource for sports fans across the midwest.
THEREFORE, I, Robert T. Bruton, Mayor of the City of Maplewood, do hereby
proclaim June 21 - July 21, 1974, as
VICTORY MONTH
and while setting a goal of 67% victories for the Twins during this period
do encourage all citizens to attend the games, and actively support the Minn-
esota Twins during "Victory Month ", and on to the World Series.
Seconded by Councilman Wiegert. Ayes - all.
2. Mayor Bruton stated that by Thursday nights meeting he will have a written re-
sponse from Herb Vogel of Oakdale, regarding the Water Shed District.
3. Mayor Bruton stated there is a meeting of the East Side Study Committee on July
9, which he will try to attend. Highway 212 will be discussed.
4. Mayor Bruton stated he has received a letter from the Metropolitan Sewer Board.
5. Mayor Bruton received a copy of a letter from the Brookcrest Association thank-
ing the Anderson Construction Company for meeting with the residents.
6. Councilman Wiegert stated the Ramsey County Board minutes of May 20 has a resolution

pertaining to Lake Phalen and he felt Maplewood should answer this.
Councilman Wiegert introduced the following resolution and moved its adoption:

WHEREAS, the Board 'of County Commissioners has adopted a resolution pro -
viding for the study of pollution of Lake Phalen; and
WHEREAS, a substantial portion.of Lake Phalen lies within the City of
Maplewood and the character of the lake is of great importance to the citizens
of Maplewood;
NOW, THEREFORE, BE IT RESOLVED that the City of Maplewood volunteers its
membership on such study committee and awaits your acceptance.
Seconded by Councilman Anderson. Ayes - all.
7. Councilman Wiegert stated there has been reference many times to a First National
Bank of St. Paul apartment outlook summary. This comes out, presumably, every month.
He would like to see this, if we do get copies here.
8. Councilman Wiegert stated there is a claim against the City regarding a bicycle
getting caught in a sewer grate on Larpenteur.
9. Councilman Wiegert stated he wrote a letter to Jim Broadie regarding his column
last Thursday night.
10. Councilman Greavu stated he will be leaving the Council meeting early next Thurs-
day, as he has to be in Indiana by noon on Friday.
11. Councilman Greavu stated District 916 is having a problem with insurance. He is
wondering if Maplewood will have the same problem,because we have the Insurance Com-
mittee write up the policy, then bid on it.
