CALL TO ORDER A special meeting of the City Council of Maplewood, Minnesota, was held in the Cafetorium, John Glenn, Jr. High School and was called to order at 7:33 P.M. by Mayor Bruton. B. ROLL CALL Robert T. Bruton, Mayor Present John C. Greavu, Councilman Present Donald J. Wiegert, Councilman Present Norman G. Anderson, Councilman Present Burton A. Murdock, Councilman Present C. PUBLIC HEARINGS 1. Northeast Maplewood Feasibility Study a. Mayor Burton convened the meeting for a public hearing regarding the North- east Maplewood Feasibility Study. The Manager read the notice of hearing along with the dates of publication. b. Director of Public Works Bob Collier presented the staff report and explain- ed the specifics of the proposed improvements. c. Mr. Denis Kelley presented the report from the Citizens Advisory Group. d. The Council thanked the members of the Citizens Advisory Group for the time and effort they have expended. e. Commissioner Charles Kent presented the following Planning Commission report: "After considerable discussion Commissioner Batie moved that the Planning Com- mission recommend to the City Council approval of Alternate #E, Staging Procedure as outlined on pages 72A and B of the Northeast Area Feasibility Study, Phase I. Commissioner Fischer seconded. Motion carries - Ayes 6, Nay 2." f. Mr. James St. Onge, 2126 Beam Avenue, Chairman of C R E (Citizens Against Residential Exploitation) gave a slide presentation showing what effects the proposed improvements would have on the residential area. g. Mayor Bruton called for public comments. The following persons gave their views on the proposed improvements: 1. Mrs. Jane St. Onge, 2126 Beam Avenue 2. Mr. Ed Doberstein, 2329 Beam Avenue 3. Mr. Len Kedrowski, 2987 Winthrop Drive 4. Mr. Dan Nordgren, 2233 Lydia Avenue 5. Mr. Mack Nettleton, 2464 E. Indian Way - 1 - 4/25 6. Mr. William Howlett, representing Mrs. Mathilda Howlett, 2171 E. County Road D _. 7. Mr. John Savard, 2106 Radatz Avenue 8. Mr. Clarence Kiesling, 2866 White Bear Avenue 9. Mrs. Edie Ales, 2183 E. Lydia Avenue 10. Mr. Howard Dahlgren, 1786 Irving Avenue So., Minneapolis, Midwest Plan- ning and research, representing Mr. Robert Hajicek, 1700 E. County Road D. 11. Mr. Jerry Bucher, 2951 Furness Street, presented a petition signed by 191 families in the Maplewood Heights Area, requesting an amendment to the proposed improvement plans. 12. Mrs. Judy Larkins, 2958 Furness Street 13. Mr. Michael Welsch, 2036 E. County Road D 14. Mr. Gerald Lindahl, 2245 E. Lydia Avenue 15. Mr. Don Bender, 2930 Winthrop Drive 16. Mr. James Topham, 2968 Furness Street 17. Mr. Rad Larkins, 2958 Furness Street 18. Mr. Ed Pasch, 2354 Beam Avenue h. Mayor Bruton closed the public hearing. i. Councilman Greavu moved to table the matter for three weeks to enable Council to receive further information on the Lydia Avenue cul -de -sac. Seconded by Councilman Anderson Motion defeated. Ayes - Councilman Greavu. Nays - Mayor Bruton, Councilmen Anderson, Murdock and Wiegert. j. Councilman Wiegert moved to approve the improvements on Woodlyn Avenue, Ariel Street and Radatz Avenue and to table the Lydia Avenue improvement for three weeks. Seconded by Mayor Bruton. Ayes - Mayor Burton, Councilman Wiegert. Nays - Councilmen Anderson, Greavu and Murdock. Motion defeated. k. Mayor Bruton introduced the following resolution and moved its adoption: (requesting the County to reduce the speed limit on County Road D to 30 m.p.h.) 74 -4- 86 WHEREAS, the speed limit currently set on County Road D, between McKnight Road and White Bear Avenue in Maplewood, is 40 m.p.h.; and WHEREAS, the Council of the City of Maplewood believes this is too fast for existing conditions; BE IT HEREBY RESOLVED that the Mayor and Council of Maplewood hereby re- quest and strongly urge that the speed limit on County Road D, between McKnight Road and White Bear Avenue, be set at 30 m.p.h.; BE IT FURTHER RESOLVED that the Clerk is hereby authorized and directed to send certified copies of this resolution to the appropriate parties. Seconded by Councilman Greavu. Ayes - all. - 2 - 4/25 1. Councilman Murdock introduced the following resolution and moved its adoption: 74 -4 -87 WHEREAS, after due notice of public hearing on the construction of streets, sidewalks, utilities and necessary appurtenances on Beam Avenue from White Bear Avenue to Frederick Street a hearing on said improvement in accordance with the notice duly given was duly held on April 25th, 1974, and the Council has heard all persons desiring to be heard on the matter and has fully considered the same; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF MAPLEWOOD, MINNESOTA, as follows: 1. That it is advisable, expedient, and necessary that the City of Maplewood construct streets, sidewalks, utilities and necessary ap- purtenances on Beam Avenue from White Bear Avenue to Frederick Street as described in the notice of hearing thereon, and orders the same to be made. 2. The City Engineer is designated engineer for this improvement and is hereby directed to prepare final plans and specifications for the making of said improvement. 3. This improvement is hereby designated Improvement Number 73 -3. Seconded by Councilman Wiegert. Ayes - all. m. Councilman Murdock introduced the following resolution and moved its adoption: 74 -4- 88 WHEREAS, after due notice of public hearing on the construction of streets, sidewalks, utilities, and all necessary appurtenances on Ariel Street from County Road D to Lydia Avenue the hearing on said improvement in accordance with the notice duly given was held on April 25, 1974, and the Council has heard all persons desiring to be heard on the matter and has fully considered the same: NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF MAPLEWOOD, MINNESOTA, as follows: 1. It is adivisable, expedient and necessary that the City of Maplewood construct streets, sidewalks, utilities and necessary appurtenances on Ariel Street from County Road D to Lydia Avenue as described in the notice of hearing thereon, and orders the same to be made. 2. The City Engineer is designated engineer for this improvement and is hereby directed to prepare final plans and specifications for the making of said improvement. 3. This improvement is hereby designated Improvement Number 73 -12. Seconded by Councilman Wiegert. Ayes - all. n. Councilman Murdock introduced the following resolution and moved its adoption: - 3 - 4/25 74 4 - 89 WHEREAS, after due notice of public hearing on the construction of streets, sidewalks, utilities, and all necessary appurtenances on Woodlyn Avenue from White Bear Avenue to MdKnight Road a hearing on said improvement in accordance with the notice duly given was held on April 25, 1974, and the Council has heard (. all the persons desiring to be heard on the matter and has fully -considered the same: NOW, THE-REFORE, BE IT RESOLVED BY THE CITY COUNCIL OF MAPLEWOOD, MINNESOTA, as follows: 01 1. That at is advisable, expedient, and necessary that the City of Maplewood construct streets, sidewalks, utilities and all necessary appurtenances on Woodlyn Avenue from White Bear Avenue to McKnight Road as described in the notice of hearing thereon, and orders the same to he made. 2. The City Engineer is designated engineer for this improvement and is hereby directed to prepare final plans and specifications for the making of said improvement. 3. This Improvement is hereby designated Improvement Number 73-13. Seconded by CGuncilman Wiegert. Ayes all. o. Councilman Wiegert moved to request a consultant's report on the alternate plan, submitted by the Maplewood Heights residents, for Lydia Avenue and the effects it will have.
