Hearing Date (E) ADJOURN t MINUTES OF MAPLEWOOD VILLAGE COUNCIL 7:30 P.M., Thursday, October 25, 1973 Council Chambers, Municipal Building Meeting No. 73-37 A. CALL TO ORDER A special meeting of the Village Council of Maplewood, Minnesota, was held in the Council Chambers, Municipal Building and was called to order at 7:33 P.M. by Mayor Axdahl. B. ROLL CALL Lester G. Axdahl, Mayor Present John C. Greavu, Councilman Present Harald L. Haugan, Councilman Present Donald E. Olmstead, Councilman Present Donald J. Wiegert, Councilman Present C. PUBLIC HEARINGS 1. Refuse Collection Rates (7:30 P;.M.) a. Mayor Axdahl convened the meeting for a public hearing regarding a proposed increase in refuse collection rates as requested by Lake Sanitation in behalf of the licensed refuse hauling contrac- tors. The Clerk read the notice of hearing along with the dates of publication. b. Manager Miller presented proposals for rate increases submitted by Lake Sanitation and Suburban Pickup. c. There were not any of the refuse haulers in attendance at the meeting. d. Councilman Wiegert moved to table this matter for three weeks to allow time to investigate further. Seconded by Councilman Greavu. Ayes - all. D. NEW BUSINESS 1. Hearing Dates. a. Manager Miller stated the broomball court which was proposed for installation next to the Maple Wheel Lounge will require a special exception permit. A hearing date of November 15, (regular Meeting) is recommended. b. Councilman Wiegert moved to set November 15, 1973, as the hearing date for a special exception permit for a broomball court. Seconded by Councilman Greavu. Ayes - all. 10/25 E. PRESENTATIONS. 1. Manager Miller stated Mayor Axdahl was informed that five community organizations are holding a public meeting on November 1 regarding the Battle Creek Study conducted by Hickok and Associates. A representative from the Village was invited to attend and answer five specific questions; however, the meeting conflicts with the regular Council meeting and at- tendance by Maplewood officials would be impossible. The Council requested that the staff prepare written responses to the questions. Manager Miller presented a suggested letter from the Mayor regarding these questions for your consideration. Discussion was held revising the letter. 2. Councilman Olmstead questioned the progress of hiring a Planner. Manager Miller stated he was in the process of interviewing now. C. PUBLIC HEARINGS (CONTINUED). 1. Refuse Collection Rates (7:30 P.M.) (Continued) a. Several refuse haulers appeared at the meeting. Mayor Axdahl reopened the meeting for further discussion. The Haulers were in agreement to tabling the hearing for three weeks. They will submit further information. Mayor Axdahl recessed the meeting at 8:15 P.M. to convene as the Board of Adjustment and Appeals. Mayor Axdahl reconvened the meeting at 8:19 P.M. F. ADJOURNMENT. As there was no further Council business, the meeting was adjourned at 8:19 P.M. 10/25 MINUTES OF MAPLEWOOD BOARD OF APPEALS AND ADJUSTMENTS 8:00 P.M., Thursday, October 25, 1973 Council Chambers, Municipal Building Meeting No. 73 -9 A. CALL TO ORDER A meeting of the Board of Appeals and Adjustments of Maplewood, Minnesota, was held in the Council Chambers, Municipal Building and was called to order by 8:16 P.M. by Chairman Haugan. B. ROLL CALL Harald L. Haugan, Chairman Present Lester G. Axdahl Present John C. Greavu Present Donald E. Olmstead Present Donald J. Wiegert Present C. APPROVAL OF MINUTES 1. Minutes No. 73 -7 (September 13, 1973) Councilman Wiegert moved that the Minutes of Meeting No. 73 -7 ,(September 13, 1973) be approved as submitted. Seconded by Councilman Olmstead. Ayes - all. 2. Minutes No. 73 -8 (September 27, 1973) Councilman Wiegert moved that the Minutes of Meeting No. 73 -8 (September 27, 1973) be approved as submitted. Seconded by Councilman Olmstead. Ayes - all. D. PUBLIC HEARINGS 2. Board of Appeals and Adjustments (Setback Variance) - 2660 Keller Parkway (8:00 P.M.). a. Chairman Haugan convened the meeting for a public hearing on the request of Richard and Joyce White for a variance from the front yard set back of 30 feet to construct a garage at 2660 Keller Park- way. The Clerk read the notice of hearing along kith the dates of publication. b. Manager Miller presented the staff report with the recommendation that the requested variance be granted subject to the following conditions: 1. A maximum ten per cent grade be allowed on the driveway entrance to the garage; 10/25 2. The garage shall not exceed one story in height; ,3. The variance shall be applicable only in the case of the requested garage; 4. The owner shall agree to the above conditions in writing. c. Manager Miller presented the following Planning Commission recom- mendation: "Commissioner Howard moved that the Planning,Commission finds the setback request compatible with the Plan for Maplewood and they recommend to the Village Council that the setback variance be approved subject- to the conditions and reasons as stated in the Village Manager's report-. Commissioner Fischer seconded. Motion carried. Ayes - all." d. Chairman Haugan called for Proponents. Mr. White spoke on behalf of his request. , e. Chairman Haugan called for Opponents. None were heard. f. Chairman Haugan closed the public hearings. g. Councilman Olmstead moved to approve the request of the Whites to construct a garage at 2660 Keller Parkway 23 feet from Linden Lane right of way subject to the followi.na conditions 1. A maxi*um ten per cent grade be allowed on the driveway entrance to the garage; 2. The garage shall not exceed one story in height; 3. The variance shall be applicable only in the case of the requested garage;. 4. The owner shall agree to the above conditions in writing. Seconded by Councilman Wiegert. Ayes - all.
