CALL TO ORDER
A special meeting of the Village Council of Maplewood, Minnesota was held in the
Council Chambers, Municipal Building and was called to order at 7:34 P.M. by Mayor
Axdahl.

C. AWARDING OF BIDS
1. Sale of Used Police Vehicles
a. Manager Miller presented Council a tabulation of the bids received for
the used police vehicles. Recommendation is that the vehicles be sold to the
highest bidders.
b. Councilman Haugan introduced the following resolution and moved its adoption:

BE IT RESOLVED BY THE VILLAGE COUNCIL OF MAPLEWOOD, MINNESOTA, that the
bids of:

are the highest responsible bids for the purchase of the six 1972 Plymouth
Wagons and Sedans, and the Mayor and Clerk and hereby authorized and directed
to enter into a contract with said bidders for and on behalf of the Village.
Seconded by Councilman Olmstead. Ayes - all.
2. Fire Hydrant Painting
a. Manager Miller presented bid tabulations for the 1973 Fire Hydrant Paint-
ing Bids. It is recommended that Shursen Painting and Decorating of St. Paul
- 1 - 5/10
be awarded the bid. This is a budgeted item.
b. Councilman Wiegert introduced the following resolution and moved its
adoption:

BE IT RESOLVED BY THE VILLAGE COUNCIL OF MAPLEWOOD, MINNESOTA, that the
bid of Shursen Painting and Decorating in the amount of $682.50 ($5.25 per
hydrant) is the lowest responsible bid for the painting of approximately 130
hydrants, and the Mayor and Clerk are hereby authorized and directed to enter
into a contract with said bidder for and on behalf of the Village.
Seconded by Councilman Haugan. Ayes - all.
D. PUBLIC HEARINGS
1. Street Improvement - Beam Avenue, McKnight Road to Bellaire Avenue.
a. Mayor Axdahl convened the meeting for a public hearing for the improvement
of Beam Avenue from Chippewa Avenue to Bellaire Avenue by construction of grad-
ing, installation of sanitary sewer, water mains and storm sewers and necess-
ary appurtenances and service connections. The Clerk read the notice of hear-
ing along with the dates of publication.
b. Village Engineer Collier presented the specifics of the proposed improve-
ment.
c. Chairman Lyman Coombs presented the following Planning Commission recom-
mendation:
"Commissioner Singer moved that the Planning Commission recommend to the Vil-
lage Council that construction of Beam Avenue as proposed in the Engineer's
feasibility report be approved.
Commisssioner Howard seconded. Motion carried - Ayes - all."
d. Mayor Axdahl called for persons who wished to speak for or against the
proposed improvement. The following were heard:
Mr. Richard Batie, 2349 Beam Avenue, stated his reasons for opposing the
proposal and suggested Council appoint some type of a committee to be
made up of 50% of Beam Avenue residents and 50% of Village people, before
anything is done in this area.
Robert Tilsen, Tilsen Construction Company, spoke in favor of the proposal.
e. Councilman Haugan introduced the following resolution and moved its adoption:

WHEREAS, after due notice of public hearing on the construction of water
mains, sanitary sewer, service connections, storm sewers and appurtenances

and street grading on Beam Avenue between Chippewa Street and Bellaire
Avenue a hearing on said improvement in accordance with notice duly given
was duly held on May 10, 1973, and the Council has heard all persons desir-
ing to be heard on the matter and has fully considered the same;
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF MAPLEWOOD, MINN-
ESOTA, as follows:
1. That it is advisable, expedient, and necessary that the Village of
Maplewood construct water mains, sanitary sewer, service connections,
storm sewers and appurtenances and street grading on Beam Avenue between
Chippewa Street and Bellaire Avenue as described in the notice of hearing
thereon and orders the same to be made.
2. The Village Engineer is designated engineer for this improvement and
is hereby directed to prepare final plans and specifications for the mak-
ing of said improvement.
3. This improvement is hereby designated Porject No. 71 -19.
Seconded by Councilman Wiegert. Ayes - all.
f. Council will discuss the matter of establishing a committee at a future
meeting.
2. Bingo Permit - Lionells and Lions
a. Manager Miller stated staff had received the Attorney General's Opinion
relative to the prohibition of operation of Bingo licenses in liquor establish-
ments or places where liquor is served.
b. Mr. John Kirby, representing the Lions and Lionells, requested a 90 day
period in which to find a place to move.
c. Village Attorney Lais stated he had researched the matter and commented on
the extension of time.
d. Councilman Wiegert moved to continue the hearing on the matter for 90 days.
Seconded by Councilman Olmstead. Ayes - all.
E. PRESENTATIONS
1. Manager Miller read a letter from the Fire Chief's Association relative to an
amendment to the fire code.
Councilman Wiegert introduced the following resolution and moved its adoption:

WHEREAS, House File 1403 contains language under Section 16.851, and
WHEREAS, Senate File No. 2109 as introduced contained the same language

WHEREAS, the Village Council of Maplewood, Minnesota desires the language
referred to be included in the bill.
NOW, THEREFORE, BE IT RESOLVED that the Village Council of Maplewood, Minn-
esota, requests all Senators whose districts include Maplewood to support the
inclusion of the following provision in Senate File 2109:
Section 16.851 "A municipality may enact fire prevention standards for
commercial, industrial and high rise residential areas which exceed those pro-
vided in the State Building Code"
BE IT FURTHER RESOLVED, that the Village Clerk be directed to send a cer-
tified copy of this resolution to each of the legislators involved forthwith.
Seconded by Councilman Olmstead. Ayes - all.
2. Manager Miller stated that we have received a check for $1,300 from the North
Maplewood Lions Club to help support the Happy Wanderer, which is the traveling
puppet show. It is suggested that Council direct a letter to the Lionelles thank-
ing them for their contribution.
Councilman Wiegert moved to ask the Mayor to address a letter to the Lionelles,
giving our thanks for their contribution.
Seconded by Councilman Olmstead. Ayes - all.
3. Manager Miller suggested that regarding the Parkwood Knolls Plat, Council should
reopen the hearing (it had been tabled to allow further investigation by the Engineer-
ing Department) in order that notices can be sent to the residents of the area. The
date of June 7, 1973 is recommended.
Councilman Olmstead moved to set June 7, 1973 as the date to
for the Parkwood Knolls Plat.
Seconded by Councilman Haugan. Ayes - all.
4. Mayor Axdahl presented a copy of H.F. 1508, S.F. 1543 and stated Oak Park Heights
is recommending we take action on it.
Staff was directed to check to see if the amendment we are interested in has
been ruled out and if not,to state our opposition to it by sending letters to
Maplewood's legislators.
5. Mayor Axdahl questioned if any action was needed to be taken on the letter re-
ceived concerning Metro League situation on the Omnibus Metropolitan Council Bill.

Councilman Wiegert moved a rider be attached to the previous motion that this
Council will again reiterate its stand relative to the advisability of having
Metropolitan Council be appointed.
