CALL TO ORDER A special meeting of the Village Council of Maplewood, Minnesota was held in the Council Chambers, Municipal Building and was called to order at 7:33 P.M. by Mayor Axdahl. ROLL CALL Lester G. Axdahl, Mayor Present John C. Greavu, Councilman Present Harald L. Haugan, Councilman Present Donald E. Olmstead, Councilman Present Donald J. Wiegert, Councilman Present C. PUBLIC HEARINGS 1. Street Improvement - Beam Avenue, Hazelwood Street to T.H. 61. a. Mayor Axdahl convened the meeting for a public hearing regarding the con - struction of Beam Avenue from Hazelwood Street to T.H. 61. The Clerk read the notice of hearing along with the dates of publication. b. Manager Miller presented the staff report. He further stated that this project had originally been heard on April 6, 1972. The original hearing was for permanent street work estimated at a cost of $3,575,000.00. The project was ordered on April 20, 1972 by the Council; due to the publication of only one advertising of the hearing in the legal paper, instead of the required two, we are required to hold another hearing on this. Since that time, the proposal to reduce the scope of the project has been proposed. c. Mr. Jim Murphy, of Howard, Needles, Tammen and Bergendoff, made the presen- tation of what exactly was being proposed on the project. d. Mayor Axdahl asked if anyone wished to speak in favor of the proposed pro- ject. None wished to be heard. e. Mayor Axdahl asked if anyone wished to speak in opposition of the proposed project. The following were heard: Mrs. Morgan, owner of property on the south side of Beam, objected to cost. Richard Schrier, property on corner of Hazelwood and Beam Avenue, question- ed the cost of the bridge construction. Donald Nelson, 1861 Radatz, abuts Beam Avenue, objects to cost and denial of access to property. Earl Steinbring, 1795 Radatz, also questioned the access. f. Mayor Axdahl called for formal objectors. The following were heard: - 1 - 3/8 Donald Nelson, 1861 Radatz Lorraine Morgan, 1825 Radatz Earl Steinbring, 1795 Radatz Fred Plessel, 1809 Radatz Gerry Mogren, 1864 E. Kenwo6d Drive LeRoy Peters, 1845 Radatz g. Mayor Axdahl closed the public hearing portion of the meeting. h. Councilman Wiegert moved to table the hearing until March 15, 1973 meeting to allow time for additional written testimony. Seconded by Councilman Haugan. Ayes - all. D. PRESENTATIONS 1. Manager Miller requested authorization to place load limits on Village streets. Manager Miller stated the Village would like to place load limits on the Village streets. Councilman Wiegert moved authorization for load limits to be placed on Village streets immediately. Seconded by Councilman Olmstead. Ayes - all. E. ADJOURNMENT ''' 8:22 P.M. KiyClerk i - 2 - 3/8
