Water Availability Charge - Ordinance (D) ADJOURNMENT MINUTES OF MAPLEWOOD VILLAGE COUNCIL 7:30 P.M., Thursday, February 22, 1973 Council Chambers, Municipal Building Meeting No. 73 -7 A special meeting of the Village Council of Maplewood, Minnesota was held in the Council Chambers, Municipal Building and was called to order at 7:35 P.M. by Mayor Axdahl. B. ROLL CALL Lester G. Axdahl, Mayor Present John C. Greavu, Councilman Present Harald L. Haugan, Councilman Present Donald E. Olmstead, Councilman Present Donald J. Wiegert, Councilman Present C. UNFINISHED BUSINESS 1. Water Improvement - Area 1 a. Manager Miller stated the public hearing for this project was held Feb- ruary 8, 1973. No written comments have been received. b. Mr. Jim Wiley, Kirkham, Michael and Associates, answered questions regard- ing the necessity of the number and size of the water mains. c. Manager Miller stated the Planning Commission has not met since the Council's hearing on this, therefore, they are not prepared to report at this time. We recommend that the action to be taken at this time, be to order the plans and specifications prepared so that we can get under way on that aspect of it. The only danger therein is if Council should decide not to do the project, there would be engineering fees involved. d. County Road "D" from Hazelwood to White Bear Avenue; Hazelwood Street from Frost Avenue to County Road "D "; the north side of T.H. 36 from Atlantic Street to English Street; English Street from T.H. 36 to Gervais Avenue; Barclay Street from the north side of T.H. 36 to Ger- vais Avenue; Gervais Avenue from Barclay Street to 1200 ft, west of centerline of Maplewood Drive; the west side of Maplewood Drive from Gervais Avenue to County Road "C "; Germain Street from Gervais to - 1 - 2/22 County Road "C "; Flandrau Street from Demont Avenue to County Road "C" from 500 ft, west of Maplewood Drive to Kennard Street; Gem Street from County Road "C" to Vale Avenue; Vale Avenue from Gem Street to Southlawn Drive; and Southlawn Drive from Vale Avenue to Beam Avenue, all within Improvement Area No. 1. 2. Beebe Road between Larpenteur Avenue and Ripley Avenue; Ripley Avenue from Beebe Road to Furness Street; Holloway Avenue from Fruness Street to Lakewood Drive; Lakewood Drive from Holloway Avenue to Tierney Ave- nue; Larpenteur Avenue from Myrtle Street to Century Avenue; Sterling Street from Larpenteur Avenue to 400 ft, south of Idaho Avenue; Idaho Avenue from Sterling Street to a point 500 ft, easterly of Sterling Street, all within Improvement Area No. 2. 3. Desoto Street from Roselawn Avenue to Larpenteur Avenue and Larpenteur Avenue from DeSoto Street to Arkwright Street. 4. Linwood Avenue from 900 ft. east of McKnight Road to a point 2700 ft. east of McKnight Road. a hearing on said improvement in accordance with the notice duly given was duly held on February 8, 1973, and the Council has heard all persons desiring to be heard on the matter and has fully considered the same; NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF MAPLEWOOD, MINN- ESOTA, as follows: A. The Village Engineer is designated engineer for this improvement and is hereby directed to prepare final plans and specifications for the following described areas: 1. County Road "D" from Hazelwood to White Bear Avenue; Hazelwood Street from Frost Avenue to County Road "D "; the north side of T.H. 36 from Atlantic Street to'English Street; English Street from T.H. 36 to Gervais Avenue; Barclay Street from the north side of T.H. 36 to Gervais Avenue; Gervais Avenue from Barclay Street to '1200 feet west of centerline of Maplewood Drive; the west of Maplewood Drive from Gervais Avenue to County Road "C "; Germain Street from Gervais to County Road "C "; Flandrau Street from Demont Avenue to County Road "C "; Demont Avenue from Germain Street to Bittersweet Lane; County Road "C" from 500 feet west of Maplewood Drive to Kennard Street; Gem Street from County Road "C" to Vale Avenue; Vale Avenue from Gem Street to Southlawn Drive; and Southlawn Drive from Vale Avenue to Beam Avenue, all within Improvement Area No. 1. B. This improvement is hereby designated to be a part of water Improve- ment Project No. 73 -1. Seconded by Councilman Wiegert. Ayes - Mayor Axdahl, Councilmen Haugan, Olmstead and Wiegert. Motion carried. Nay - Councilman Greavu. - 2 - 2/22 2. Water Improvement - Area 2 a. Manager Miller stated we have received a letter from St. Paul Priory stating they do not wish to withdraw their petition for water. The hearing for this project was held February 8, 1973. b. Engineer Collier commented on the Holloway Area from McKnight to Lakewood and a small portion south of Lakewood; it is found this line is not essential to the operation of the system, but it would certainly enhance the project and provide a better means of even distribution of the volume and pressures, but there is a problem of people already hooked up to North Saint Paul. c. Mr. Jim Wiley, Kirkham, Michael and Associates, commented on the proposal. d. B. This improvement is hereby designated to be a part of water improve- ment Project No. 73 -1. Seconded by Councilman Olmstead. Ayes - all. e. Manager Miller requested Council to authorize the securing of the services of Kirkham, Michael and Associates to do the design for Water Improvement 73 -1, in conjunction with the Village Engineer. f. Councilman Olmstead moved to a Kirkham, Michael and Associates to in conjunction with the Village Engineer. Seconded by Councilman Haugan. Ayes - all. 3. Water Availability Charge - Ordinance of the services of a. Manager Miller stated Council requested staff to provide figures on the alternate methods of financing a Water Availability Charge. He presented Council with a report which outlines two alternates; one is where Maplewood would utilize its own water utility and the other where the Village would not own the water utility itself, but would retail sales from the City of Saint Paul and the City of North Saint Paul. Manager Miller went on to explain these alternates to Council. b. Mayor Axdahl opened the meeting for questions or comments from the floor. The following were heard: - 4 - 2/22 Mr. Louis P. Gilbert commented on the proposals and WAC Charges. Mr. Bob Hajicek also spoke. Someone who wishes to build in Maplewood spoke also. c. Councilman Haugan moved to table this matter. Seconded by Councilman Greavu. Ayes - all. d. Manager Miller stated the proposed ordinance would be on the agenda of March 1, 1973. Manager Miller stated staff has submitted to Council a memorandum on the Open Space Guide that is being submitted to the Planning Commission also, so they will have time to go over it. The hearing on the Open Space Guide is next Thursday, which is our regular normal meeting when we would consider this. It is submitted to Council for informational purposes and we assume if the Planning Commission does adopt a recom- mendation it will be sent down, but not presented at the hearing.
