A CALL TO ORDER
A special meeting of the Village Council of Maplewood, Minnesota was held in
the Council Chambers, Municipal Building and was called to order at 7:34 P.M.
by Mayor Axdahl.

1. 1973 Budget
a. Mayor Axdahl convened the meeting for the purpose of a public hearing on
the adoption of the 1973 Budget.
b. Manager Miller presented the proposed budget in detail. Manager Miller
stated the overall budget increase is about 14.5% over 1972 estimates and
11.9% over the former budget. The general fund is up by only 7% over the
estimated 1972 and actually decreases by 1% the 1972 budget. Items which
are not included in the budget are a fire station for the northerly part of
the Village, additional police patrolmen, an assistant fire marshal, a full
time health inspector, an additional building inspector and a new public works
building. The 1971 tax levy limitation limits the Village on what it can
issue on the way of taxes, with exception of increases involving additional
people in town and also a factor for a 6% increase in the tax based on the
per capita. The budget we have here is based on the tax levy limitations,
it is the highest we can go. We are in a time when our reserves are dwind-
ling and therefore more reliance is made on revenue, the major source of
which is property tax. We have come to the point now where the increases
allowed by the State are not sufficient to maintain the services at the exist-
ing levels in the general fund and the portion which is suffering the most
from this is the Park Development Budget. Last year the Village's property
tax made up $12.00 out of every 100 issued, so that out of every one dollar
paid. 12 cents goes to the Village and the rest goes to other units of govern-
ment. The assessed valuation has been adjusted up to $91,996,844.00, which
means that one mill under the new system will take in $91,996.00. Our tax
levy limitations is $919,600.00; this is what is being proposed in the bud-
get. Our reserves in this fund are going down each year. Our personal ser-
vices take up 50% of our total general fund budget so our people take up
about 57% of the budget as compared to about 53% last year. The contractual
services are about 25% as compared to about 30% last year. Capitol outlay is
about the same. It was about 9% last year, it's about 8.2% this year. There
are only two additional personnel included in the budget and one is a mechanic
- 1 - 10/3
and the other addition is a Police Lieutenant.
c. Councilman Greavu questioned what percentage of wage increase there was.
Manager Miller stated that really is going to be determined by negotiations.
This budget could take up to 5 %. If negotiations should prove any higher
that that, then there would have to be some adjustments in the budget. We
are trying to find time to do a position classification study which would
result in some possible changes, which could result in some different per-
centages. I don't feel we will get this done, so in that case it will be pretty
much of a overall increase.
Councilman Greavu stated he would like to see everyone get the same.
d. Mayor Axdahl asked if there were any persons who wished to be heard.
The following was heard:
Don Bordson, 1733 Agate requested money be placed in the budget for
developing the Western Hills playground site.
Staff was instructed to forward the request of Mr. Bordson to the Park and
Recreation Department.
e. Following further discussion, Councilman Haugan introduced the following
resolution and moved its adoption:

BE IT RESOLVED by the Village Council of the Village of Maplewood,
County of Ramsey, Minnesota, that the following sums of money be levied
for the current year, collectible in 1973, upon the taxable property in
said Village of Maplewood, for the following purposes:
General Fund ....... ....................$919,600.00
Debt Redemption ........................ 399,376.00
Seconded by Councilman Wiegert. Ayes - all.
D. PRESENTATIONS
1. Manager Miller stated that the Police Department wished to hold an auction of
unclaimed goods in October and our Village Attorney has advised us that we should
have an ordinance allowing us to hold such sales. The proposed ordinance is re-
commended for first reading.
Councilman Wiegert moved first reading of the ordinance allowing the Village
to hold an auction for unclaimed goods.
Seconded by Councilman Greavu. Ayes - all.
