Appearances will be made in the order of the list- ing. MINUTES OF MAPLEWOOD VILLAGE COUNCIL 7:30 P.M., Thursday, August 24, 1972 Carver Elementary School Meeting No. 72 - 28 A. CALL TO ORDER A special meeting of the Village Council of Maplewood, Minnesota was held at the Carver Elementary School, 2680 Upper Afton Road, and was called to order at 7:22 P.M. by Mayor Axdahl. B. ROLL CALL Lester G. Axdahl, Mayor Present John C. Greavu, Councilman Present Harald L. Haugan, Councilman Present Patricia L. Olson, Councilwoman Absent Donald J. Wiegert, Councilman Present AWARDING OF BIDS 1. Sanitary Sewer Improvement - East of Arcade Street a. Village Engineer Collier stated bids for the construction of Arcade Street Sanitary Sewer and Lift Station were received August 23, 1972. The apparent low bidder is Axel Newman Plumbing and Heating. Staff re- commends awarding the bid. b. Councilman Haugan introduced the following resolution and moved its adoption: 72 -8 -191 BE IT RESOLVED BY THE VILLAGE COUNCIL OF MAPLEWOOD, MINNESOTA, that the bid of Axel Newman Plumbing and Heating Company in the amount of $42,850.00 is the lowest responsible bid for the Arcade Street sanitary sewer and lift station, Project No. 72 -13, and the Mayor and Clerk are hereby authorized and directed to enter into a contract with said bidder for and on behalf of the Village. Seconded by Councilman Wiegert. Ayes - all. D. PUBLIC HEARINGS 1. Ramsey County Open Space Program a. Mayor Axdahl convened the meeting for a public hearing on the expansion and acquisition of additional lands for the Ramsey County Open Space Program purposes in an area of Maplewood bounded on the North by Upper Afton Road; West by McKnight Road and East by Century Avenue. Mayor Axdahl introduced Mr. Bernard Edmunds, Director of Ramsey County Parks and Recreation. b. Mr. Bernard Edmunds presented the proposed plan for Open Space in this area. He further explained the procedures and the authority by which lands may be obtained for the open space program. - 1 - 8/24 c. Mr. Ken Simons, Ramsey County Open Space Program, presented and explain - ed the proposed plan in detail. d. Mr. Bob Hemmings, Planner of the development, also spoke and gave a slide presentation. e. The Open Space representatives answered questions. One question was: Can Ramsey County acquire the land and then in a few years sell it for de- velopment purposes. The answer was given that the land has to remain for park purposes. f. Burnel Stolzman, Maplewood Planning Commission, presented the Commission's report. He also presented a report on the County Workhouse property. g. Mayor Axdahl called for persons who wished to speak regarding the ac- quisition of land for Open Space Program. The following were heard: Mr. John Daubney, attorney representing Mr. Jake Jordon. Mr. Gary N. Sherburne, 137 N. Crestview Mr. Joseph Boland, 131 N. Crestview Mr. E. Vitek, 2587 Upper Afton Road Mr. Muraski, 55 McClelland Street Mr. Joseph Grill, 27 Mayhill Road Mr. Joseph Kasper, 2508 James Drive h. The Clerk read the notice of the public hearing along with the dates of publication. Councilman Greavu excused himself from the meeting at 8:45 P.M. i. Following a question and answer period, Councilman Wiegert moved that the hearing be continued until August 31, 1972, at 7:30 P.M. at the Village Municipal Building. Seconded by Councilman Haugan.
