Comprehensive Water Study (E) ADJOURNMENT e ADDENDUM TO THE AGENDA Meeting 72 - 25 I T E M C -1 This is a Council initiated project at the request of Ramsey County. The total estimated cost of the improve- ment is $18,000.00. D -1 This item is included for further discussion of the report, and for-some decisions and /or guidance relative to the future of our water system. K The strike and lockout which has effected our construction projects is now over. The R. A. Luxenberg Company, which is installing the Van Dyke - Gervais sewer line has ex- perienced financial difficulties, and is presently finish- ing the contract under the supervision of their bonding company. The street department has been stockpiling materials in preparation for the start of the yearly seal - coating activities. The holding pond in the vicinity of Beam Avenue and Kennard .Street appears to have recreational value to the Village already. Canoeing and swimming has been observed in the pond. Four Season's Park is now being seeded. Our 1000th permit for practice softball - baseball has been issued. This represents over 15,000 participants. Letters have been sent to the newly- appointed commissioners, and they have been invited to a question and answer session on August 3. The Commission will hold a special meeting on August 7 to discuss the budget proposal. We would be interested in knowing if you have received any comments relative to the temporary closing of Ripley Avenue on July 9 from Wakefield Park west to East Shore Drive to allow for a bike route for that day. We are sending a questionaire relative to citizen thoughts on snowmobiles with sewer bills beginning next month. We hope to issue the first volume of the Village Newsletter in September. We are planning on including in the newsletter six area inserts giving information of particular interest to these individual areas. I feel that this innovation will stimulate interest in the newsletter. The six areas will coincide with the areas utilized by the Planning Commission in holding its area informational meetings. Budget request forms have now been returned by the operating departments and are being reviewed by the Finance Department. MINUTES OF MAPLEWOOD VILLAGE COUNCIL 7:30 P.M., Thursday, July 27, 1972 Council Chambers, Municipal Building Meeting No. 72 -25 A. CALL TO ORDER A special meeting of the Village Council of Maplewood, Minnesota was held in the Council Chambers, Municipal Building and was called to order at 7:34 P.M. by Mayor Axdahl. B. ROLL CALL Lester G. Axdahl, Mayor Present John C. Greavu, Councilman Present Harald L. Haugan, Councilman Present Patricia L. Olson, Councilwoman Present Donald J. Wiegert, Councilman Present C. PUBLIC HEARINGS 1. Water Improvement - County Road B, Day Road to T.H. 61. a. Mayor Axdahl convened the meeting for a public hearing on the request of Ramsey County to construct a water main and appurtenances on County Road B from Day Road to T.H. 61. The Clerk read the notice of hearing along with the dates of publication. b. Village Engineer Collier presented the Staff report. The estimated cost is $18,000.00. Mr. Robert Odegaard, Ramsey County Recreation Department, answered questions regarding the service of water to the Keller Golf Course. c. Mayor Axdahl asked if there were any persons who wished to speak for or against the proposed improvement. None were heard. d. Mayor Axdahl called for formal objections. None were heard. e. Councilman Greavu introduced the following resolution and moved its adopt- ion: (accept public hearing - call for final plans) 72 -7 -163 WHEREAS, after due notice of public hearing on the construction of water mains on County Road B from Day Road Westerly a hearing on said improvement in accordance with the notice duly given was duly held on July 27, 1972, and the Council has heard all persons desiring to be heard on the matter and has fully considered the same; NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF MAPLEWOOD, MINNESOTA, as follows: 1. That it is advisable, expedient, and necessary that the Village of Maplewood construct water mains on County Road B from Day Road Westerly - 1 - 7/27 as described in the notice of hearing thereon, and orders the same to be made. 2. The Village Engineer is designated engineer for this improvement and is hereby directed to prepare final plans and specifications for the making of said improvement. 3. This improvement is hereby designated to be a part of Water Im- provement Number 72 -9. Seconded by Councilman Wiegert. Ayes - all. f. Councilman Greavu introduced the following resolution and moved its adoption: (accepting final plans - advertise for bids) 72 - 7 - 164 WHEREAS, pursuant to resolution passed by the Village Council on July 27, 1972, plans and specifications for Improvement Number 72 -9, have been prepared under the direction of the Village Engineer, and he has presented such plans and specifications to the Council for approval, NOW, THEREFORE, be it resolved by the Village Council of the Village of Maplewood, Minnesota: 1. Such plans and specifications, a copy of which are attached hereto and made a part hereof, are hereby approved and ordered placed on file in the office of the Village Clerk. 2. The Village Clerk shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids upon the making of such improvement under such approved plans and specifications. The advertisement shall be published twice, at least ten days before date set for bid opening, shall specify the work to be done, shall state that bids will be publicly opened and considered by the Council at 10:00 A.M., on the 15th day of August, 1972 at the Vil- lage Hall and that no bids shall be considered unless sealed and filed with the Clerk and accompanied by a certified check or bid bond, payable to the Village of Maplewood, Minnesota, for 5% of the amount of such bid. 3. The Village Clerk and Village Engineer are hereby authorized and instructed to receive, open, and read aloud bids received at the time and place herein noted, and to tabulate the bids received. The Council will consider the bids, and the award of a contract at the regular Village Council meeting of August 17, 1972. 4. The advertisement for bids shall be in substantially the following form: ADVERTISEMENT FOR BIDS The Village Council of Maplewood, Minnesota will receive sealed bids - 2 - 7/27 for the construction of approximately 650 lineal feet of water main and appurtenances on County Road "B" from Day Road westerly, Project No. 72 -9. Payment to the contractor shall be by check or cash. Bids will be received until 10:00 A.M., C.D.S.T., on the 15th day of August, 1972 at the Municipal Building, 1380 Frost Avenue, Maplewood, Minn- esota at which time and place all bids will be publicly opened, read aloud and considered. Award of contract will be based on the cost of this proj- ect. Proposals must be placed in a sealed envelope with the statement thereon indicating proposal for bid contained within and addressed to the Village of Maplewood, Minnesota. Proposals shall be submitted to the Vil- lage Clerk on or before the above stated time. Proposals for the furnish- ing of all labor, equipment and materials and performing all work in con- junction with the above stated construction must be submitted. Proposal forms, including specifications, are on file in the Village Offices, 1380 Frost Avenue, Maplewood, Minnesota 55109. Copies of the documents may be obtained by depositing Ten Dollars ($10.00) with the En- gineer. The amount of deposit for one set of documents will be refunded to each bidder who returns the plans and documents in good condition within ten (10) days after the opening of bids. All bids must be accompanied by a certified check or bid bond payable to the Village of Maplewood, Minnesota in an amount equal to five percent (5%) of the total bid conditioned that if the bidder is a successful bid- der, he will enter into a contract in accordance with said bid and will furnish such performance bonds as are specified. No bidder may withdraw his bid for at least thirty (30) days after the scheduled closing time for the receipt of bids without the consent of the owner. The owner reserves the right to reject or accept any or all bids and to waive any informalities in bidding. Manager Miller stated this item was included on the agenda for further discussion of the water study report and for some decision and /or guidance relative to the future of a Village water system. b. A representative from the firm of Kirkham, Michael and Associates, Con- sultant Engineers, explained in detail the comprehensive water study report and alternate methods of service to the municipality with water. c. Following further discussion, Councilman Wiegert moved that the consul- tants proceed with detailed studies on ways to establish an independent municipal water system. - 3 - 7/27 Seconded by Councilman Greavu. The motion was held in abeyance to hear Mr. Robert Sanders, Fiscal Agent, Juran and Moody, Inc., explained the methods available to finance a water system. Following Mr. Sander's presentation, the Council voted on the motion. Ayes - all. Councilman Wiegert stated that on page 13 of the Comprehensive Sewer Study, it talks of excessive infiltration into some of the lines. He wonders if in the next study other methods of releasing our volume could be investigated; he would like this checked. Also the possibility of re- routing some of the water should be checked and the possibility of taking out flush waters. There is a lot of water going into the sewer line that shouldn't be there. E.
