A. CALL TO ORDER
A special meeting of the Village Council of Maplewood, Minnesota was held at
the Gladstone School, Frost Avenue and Manton Street and was called to order
at 7:35 P.M. by Mayor Axdahl.

C. PUBLIC HEARING
1. Gladstone Area Improvements
a. Mayor Axdahl convened the meeting for a public hearing on the con-
struction of storm sewers, water mains, service connections and appur-
tenances, street construction and surfacing, curb and gutters and side-
walks along Frost Avenue in the area bounded by the Soo Line Railroad
Tracks on the North, Adele Street and Lake Phalen on the West, Larpenteur
Avenue on the South and Prosperity Road on the East, and along Frost Ave-
nue from White Bear Avenue to 500 feet West of Adele Street. Mayor Axdahl
outlined the procedures for the public hearing. The Clerk read the notice
of hearing.
b. Village Engineer Collier presented specifics of the proposed improve-
ments. The total estimated cost of the entire project is $3,190,780.00.
Cost per foot for street construction is estimated at $16.00; storm sewer,
$.02z per square foot residential and $.05 per square foot for commercial;
water is $8.00 per foot. Mr. Collier showed diagrams of the areas of the
proposed improvements.
c. Commissioner William Howard presented the following Planning Commission
report:
"The Maplewood Planning Commission has reviewed the proposed Community
Improvement Project for the "Gladstone" area which is to include storm
sewer utility installation and general street redevelopment and improve-
ment. In that review, the Commission has made the following conclusions:
1. The area has experienced growth and development to nearly its
planned development capacity;
2. The area has generally been provided with public water, sanitary
sewer, and streets to meet the needs of the area as it developed;

3. In the development of the area, drainage facilities: to service
the surface water run -off were not installed to adequately service
the area;
4. The absence of storm drainage facilities to adequately accom-
mode surface water run -off has resulted in the innundation of private
properties as well as public streets;
5. This absence of adequate storm drainage facilities has resulted
in causing considerable damage to the existing public streets in the
area, as well as to private properties;
6. The resultant damage to the public streets from this inadequate
drainage is resulting in serious financial burden upon the total com-
munity to unduly expend maintenance monies on a "stop -gap" solution
rather than treating the cause of the maintenance problem;
7. The proposed project proposes a feasible way of accommodating the
storm drainage run -off of the area without it flooding or innundating
existing developed or vacant areas privately owned;
8. The responsibility of providing adquate storm drainage facilities
and safe public streets is a Community responsibility that transcends
individual responsibility within the Village;
9. The proposed improvement project will act to:
a. Eliminate the public nuisance of standing storm drainage water
b. Improve the condition of the streets in the area.
c. Increase the public safety on the streets within the area for
both the motorist and pedestrian.
d. Improve the over -all amenities of the area.
e. Promote the natural and scenic resources of the area.
10. Will provide for pedestrian traffic by use of sidewalks on Frost
Avenue.
As a result of these conclusions, it is the recommendation of the Maple-
wood Planning Commission that the proposed municipal improvement project
for the "Gladstone Area" described be ordered as being necessary to secure
the public health, safety, and general welfare for the Village of Maple-
wood, as well as, to furnish the needed level of service and facilities
to the people it will serve.
Passed and adopted by the Maplewood Planning Commission on this 10th day
of April, 1972 by the following vote:
Singer moved.
Mogren seconded. Ayes - all."
d. The Council asked questions of the staff and of Mr. Floyd Snyker,
Ramsey County Assistant Engineer.

e. Mayor Axdahl called for audience presentations. The following were
heard °in opposition to the proposed project:
1. Mr. Norman Anderson, 1603 Frost Avenue, spoke on behalf of the
549 residents who signed a petition opposing the proposed Gladstone
Area Improvements.

At this point in the meeting, several residents asked the Council to
state how they were going to vote on the issue.
Before this could be done, the Public Hearing would have to be closed.
Councilman Greavu moved to close the public hearing.
Seconded by Councilman Haugan.
Several residents who wished to be heard asked to have the public hear -
ing remain open. Councilman Greavu withdrew his motion. The following

Seconded by Councilman Wiegert. Ayes - all.

to make a decision regarding the public hearing on the proposed improve-
ments.

k. Councilman Greavu moved that the Gladstone Area Improvement Project
be denied.
Seconded by Councilman Wiegert. Ayes - all.
