CALL TO ORDER A special meeting of the Village Council of Maplewood, Minnesota was held in the Council Chambers, Municipal Building and called to order at 7:35 P.M. by Mayor Axdahl. ROLL CALL Lester G. Axdahl, Mayor Present John C. Greavu, Councilman Present Harald L. Haugan, Councilman Present Patricia L. Olson, Councilwoman Present Donald J. Wiegert, Councilman Present C. PUBLIC HEARINGS 1. Sanitary Sewer Improvement - VanDyke and Gervais Avenues (7:30 P.M.) a. Mayor Axdahl convened the meeting for a public hearing for the pro- posed construction of Sanitary Sewer on VanDyke Avenue from Kohlman Ave- nue to Gervais Avenue and on Gervais Avenue from White Bear Avenue to 300 feet west of Southlawn extended. The Clerk read the notice of hearing along with the publication dates. b. Consulting Engineer Kuusisto explained the specifics of the proposed improvement. The estimated cost of the project as described is $111,900.00. c. Mayor Axdahl called for formal objections. Mayor Axdahl convened the meeting for a public hearing for the con- struction of Larpenteur Avenue from Edgerton Street to Parkway Drive by construction of grading and paving, curb and gutter. The Clerk read the notice of hearing along with the publication dates. b. Village Engineer Collier explained that the proposed improvement is - 1 - 6/8 a Ramsey County initiated project. Total cost of the project is es- timated at $190,000.00. Maplewood's share is estimated at $5,408.25. The cost per foot is estimated at less that $3.00 per foot. c. Assistant Ramsey County Engineer Floyd Snyker explained the specifics of the proposed improvements and answered questions from the Council and the audience. d. Mayor Axdahl called for formal objections. The following were heard: Jerome Heimer, 1684 Edgerton Street e. Mayor Axdahl closed the public hearing. f. Councilman Greavu moved to delay decision on this project until the June 17. 1971 meeting to allow one week for written obiections. Seconded by Councilman Haugan. Ayes - all. 3. Water Main Improvement - Kingston Avenue and Edgemont Street (8:00 P.M.) a. Mayor Axdahl convened the meeting for a public hearing for the im- provement of Edgemont Street between Larpenteur Avenue and Kingston Ave- nue and Kingston Avenue between Edgemont Street and Arkwright Street by construction of water mains, service connections, appurtenances and necessary street reconstruction. The Clerk read the notice of hearing along with the publication dates. b. Village Engineer Collier explained the specifics of the proposed im- provement. Mr. Collier further explained that to provide a better water system, he suggested the water main be "looped" on Larpenteur Avenue from Edgemont Street to Arkwright Street. He stated this improvement had been petitioned by the residents in the area. Total cost is estimated at $24,700.00. c. Mayor Axdahl called for formal objections. None were heard. d. Mayor Axdahl closed the public hearing. e. Councilman Greavu moved to delay d ect- ions. Seconded by Councilman Haugan. Ayes - all. 4. Storm Sewer Improvement - Lydia Avenue extended. (8:15 P.M.) a. Mayor Axdahl convened the meeting for a public hearing for a storm sewer improvement on Lydia Avenue extended from McKnight Road east 1,000 plus feet. The Clerk read the notice of hearing along with the publication dates. - 2 - 6/8 b. Consulting Engineer Kuusisto explained the specifics of the proposed improvement. He stated at this time that no other properties except the Tilsen development would be assessed, and the developer would pay that assessment. c. Mayor Axdahl called for formal objections. None were heard. d. Councilman Wiegert moved to suspend the "Rules of Procedure" and take action on the proposed storm sewer improvement. Seconded by Councilman Greavu. Ayes - all. e. Councilman Wiegert moved to approve the storm sewer improvement on Lvdia Avenue from McKnight Road east 1000 plus feet contingent on School an adeauate outlet structure being placed at Seconded by Councilman Greavu. Ayes - all. f. Councilman Wiegert introduced the following resolution and moved its' adoption: 71 - 6 - 100 WHEREAS, after due notice of public hearing on the construction of a storm sewer on Lydia Avenue extended from McKnight Road to the east, a distance of 100 ft. +, a hearing on said improvement in accord - ance with the notice duly given was duly held on June 8, 1971, and the Council has heard all persons desiring to be heard on the matter and has fully considered the same; NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF MAPLEWOOD, MINNESOTA, as follows: 1. That it is advisable, expedient, and necessary that the Village of Maplewood construct a storm sewer on Lydia Avenue extended from McKnight Road to the east, a distance of 1000 ft. +, as described in the notice of hearing thereon, and orders the same to be made. 2. The Village Engineer is designated engineer for this improve- ment and is hereby directed to prepare final plans and specifi- cations for the making of said improvement. 3. The ordering and construction of this project is contingent upon an adequate outlet structure being placed at Bruentrup pond prior to completing of the total project and is also contingent upon obtaining necessary easements on the school property. 4. This improvement is hereby designated to be a storm sewer improvement, Number 71 -8. Seconded by Councilman Greavu. Ayes -all. - 3 - 6/8 D. PRESENTATIONS 1. Councilman Greavu requested the staff investigate the possibility of cutting the grass on the property at the southwest corner of Seventh Street and Mayhill Road to allow the children to play. Staff will investigate. 2. Council questioned Mr. Snyker as to County Plans for the Stillwater Road, Lakewood Drive, Highway 212, McKnight Road area as to alignment, and the cleaning of Ditch 17. Councilman Wiegert moved to sus Ditch 17. Seconded by Councilwoman Olson. Councilman Wiegert the Rules of Procedure to discuss fol Ayes - all. and moved its' adoption: (Ordering feasibility study for Ditch 17) 71 - 6 - 101 WHEREAS, the Village Council has determined that it is necessary and expedient that the area described as: County Ditch 17 within the boundaries limits of the Village of Maplewood be investigated to find what can be done to improve the drainage Charac- teristics; NOW, THEREFORE, BE IT RESOLVED by the Village Council of Maplewood, Minnesota that the proposal herein before described is hereby referred to the Village Engineer, and he is instructed to report to the Council with all convenient speed advising the Council in a preliminary way as to whether the proposal is feasible and should best be made as proposed, and the estimated cost of the proposal as recommended. Seconded by Councilwoman Olson. Ayes - all. Councilman Wiegert moved to amend his previous motion (to suspend the Rules) to discuss the 49ers agreement. Councilman Greavu agreed and seconded. Ayes - all. 3. Manager Miller stated he has been negotiating with the International Union of Operating Engineers, Local 49. He read the following letter from the Union, outlining the items that have been under negotiations and are tentatively agreed upon; The employees that we represent in the Water and Sewer Department and the Street Maintenance Department have asked me to convey the following: 1. In accordance with your request of Friday, June 4, to send a letter confirming their acceptance of a wage offer that: - 4 - 6/8 2. The cash wage be increased, retroactive to January 1, 1971, in an amount of $60.00 per month acress the board. 3. Wages be increased by $36.00 per month across the board on January 1, 1972, and that vacation allowances be increased at the completion of 5 years, and after; and that an additional holiday be granted in the form of a "floating holiday ", and that negotiations be opened toward the establishment of a job classification for Heavy Equipment Operator and a job class- ification of Heavy Equipment -Shop Mechanic. 4. It is understood that pay for the Leadmen will be increased by 25c per hour whenever assigned the duties of the Foreman; and that job postings will be made; and that grievances be made within 3 days in writing to the Foreman if not settled verbally. The items in No. 4 to'take effect immediately. 5. A cost of living increase be made if the index, based on the St. Paul /Minneapolis area, by the United States Department of Labor, Bureau of Statistics, from October 1, 1970 to October 1, 1971, reflects a cost of living inflation which exceeds the cash increase of $36.00. The increase would be effective on January 1, 1972. Very truly yours, I.U.O.E. Local 49 Robert D. O'Brien Area Representative Manager Miller stated, if possible, he would like approval of the contract this evening so the men could be paid the back pay which is retroactive to January 1, 1971. After considerable discussion, Councilman Haugan moved approval of the a ment with International Union of Operating Engineers, Local 49, with the exception of Item No. 3. vacations will be 3 weeks after eight vears of Seconded by Councilwoman Olson. Ayes - all. 4. Mayor Axdahl stated the next Council meetings will be June 17, 22 and 24, 1971. 5.
