CALL TO ORDER A Special Meeting of the Village Council of Maplewood, Minnesota was held in the Council Chambers, Municipal Building, and was called to order at 7:45 P.M. by Mayor Axdahl. B. ROLL CALL Lester G. Axdahl, Mayor Present John C. Greavu, Councilman Present Harald L. Haugan, Councilman Present Patricia L. Olson, Councilwoman Present Donald J. Wiegert, Councilman Present C. PUBLIC HEARING 1. Maryland Avenue - Ferndale Street Area Improvements. a. Mayor Axdahl convened the meeting for the public hearing on the im- provement:=of Maryland Avenue from Lakewood Drive to Ferndale Street and Ferndale Street from Geranium Avenue to Maryland Avenue by construction of sanitary sewer, storm sewer, water mains, service connections, paving, concrete curb and gutter. The Clerk read the notice of hearing along with the dates of publication. b. Consulting Engineer Kuusisto presented the staff report and explained the specifics of the proposed improvements. Mr. Kuusisto also presented the estimated costs: Sanitary Sewer $ 48 984.00 Water 92,300.00 Storm Sewer 132,150.00 Maryland Avenue Street Imp. 43,320.00 Ferndale Street Improvement 58,560.00 Total Estimated Cost $430,000.00 c. Proponents: Mr:.Donald Peterson spoke on behalf of the proposed development and showed and explained diagrams. The developers suggest that Maryland Avenue be improved far enough to the west to allow them to gain access to the site, if it is not feasible for Maryland to be developed completely. Improvements constructed internally (within the site) would be paid for by the developers. Mr. Peterson further sug- gested that no action be taken until after their Special Use Permit hearing on May 27, 1971. d. Mayor Axdahl called for formal objections. The following objectors were heard: - I - 5/13 Dick Sagstetter, 1003 VanBuren Perry Shortridge, Beaver Lake Estates, 2425 E. Maryland Avenue. e. Mayor Axdahl closed the public hearing. f. Councilwoman Olson moved to table this matter for two weeks. Seconded by Councilman Wiegert. Ayes - all. g. Council requested they be given more information relating to the sanitary sewer system in the area. De PRESENTATIONS 1. Councilwoman Olson asked if the minutes of the last meeting of December, 1969 and the Planning Commission minutes for January 5, 1970 could be brought before the Council. Councilwoman Olson moved to matter could be discussed. Seconded by Councilman Haugan. end the Rules of Procedures so this Ayes - all. Mayor Axdahl called for a recess to allow staff to obtain the minutes in question. Mayor Axdahl reconvened the meeting at 8:53 P.M. Councilwoman Olson stated that at Monday nights meeting, she brought up the question as to whether a 701 application had been filed. At that time, she was told no, iAt the meeting of December 18, 1969, Councilman Holm introduced a resolution regarding applying for 701. The resolution passed, ayes -all. She does not recall this motion ever being rescinded or the Council being asked to rescind this motion, and she would like to know on what directson this application was not sent in. Manager Miller stated he was not aware of any application or any order to make application to the Federal Government and he doesn't know if at any time between December 18, 1969 and the present time if any order was made to rescind the motion. Councilwoman Olson said that this Council has been derelict in its' duty by failing to find out about the '701'. She assumed it had been taken care of. The State Planning Office has no indication of anything coming from the Village of Maplewood regarding this, since they were out here dur ngrthe:vdar.. No one from Administration should have taken it upon themselves to not apply unless they came back to this Council and asked for that motion to be rescinded and to her knowledge it has never come up at all. Manager Miller suggested staff be allowed to research the matter and write a written report to be submitted at the next Council meeting. Councilman Wiegert moved to request the staff to submit a report for the next meeting. Seconded by Councilman Haugan. Ayes - all. - 2 - 5/13 E. ADJOURNMENT 9:04 P.M. City Clerk - 3 - 5/13
