A. CALL TO ORDER
A special meeting of the Village Council of Maplewood, Minnesota was held
in the Council Chambers, Municipal Building and was called to order by
Mayor Axdahl at 9:20 P.M.
B. ROLL CALL
Lester G. Axdahl, Mayor Present
John C. Greavu, Councilman Present
Harald L. Haugan, Councilman Present
Patricia L. Olson, Councilwoman Present
Donald J. Wiegert, Councilman Present
C. RESOLUTIONS
a. Manager Miller presented two resolutions for Council approval.
b. Councilman Wiegert introduced the following resolutions and
- moved its adoption:
71 - 1 - 10
WHEREAS, the Minnesota Highway Department is turning back
parts of T.H. 120 (Century Avenue) in October 1971 along Ramsey -
Washington County Line.
and, WHEREAS, there are public and private studies and
reports which confirm rapidly increasing transportation problems
involving T.H. 120 and all its ancillary transportation routes.
and, WHEREAS, we believe there is insufficient factual data
upon which to plan and design the necessary roads.
and, WHEREAS local governments do not have the resources to
do the necessary coordinated study, let alone the finances
to construct the minimum current road requirements.
BE IT RESOLVED, that the Legislature be and is hereby
requested to take whatever action necessary to restrain the
Commissioner of Highway from turning back T.H. 120 until a
comprehensive subregional study is completed as suggested by the
Metropolitan Council of the Twin Cities area in its Metropolitan
Development Guide: Transportation'Policies, System Plan, Program
which was presented at the public hearing of January 13, 1971.

BEFIT FURTHER RESOLVED that any future action concerning
development, construction or turning back of T.H. 120 be based
upon the results of such a study.

Seconded by Councilman Greavu. Ayes - all.
c. Councilwoman Olson introduced the following resolution and moved
its adoption:
71 - 1 - 11
WHEREAS, the Minnesota Highway Department is turning back

and, WHEREAS there are public and private studies and
reports which confirm rapidly increasing transportation problems
involving T.H. 120 and all its ancillary transportation routes
and, WHEREAS we believe there is insufficient factual data
upon which to plan and design the necessary roads.
and, WHEREAS local governments do not have the resources
to do the necessary coordinated study, let alone the finances
to construct the minimum current road requirements.
BE IT RESOLVED, that the Metropolitan Council is hereby
requested to take whatever action necessary to assign a high
priority to establishing and conducting a comprehensive sub -
regional study for the northeast corridor #4 (from the St. Paul
CBD) as suggested by the Metropolitan Council of the Twin Cities
area in its Metropolitan Development Guide: Transportation
Policies, System Plan, Program which was presented at the public
hearing of January 13, 1971.
BE IT FURTHER RESOLVED that any future action conerning
development, construction or turning back of T.H. 120 be
based upon the results of such a study.
