A special meeting of the Village Council of Maplewood, Minnesota
was held in the Council Chambers, Municipal Building and was called
to order at 7:33 P.M. by Mayor Axdahl.

C. ELEVENTH AVENUE DISCUSSION
1. Mayor Axdahl explained the meeting was for the purpose of discussing
the Gervais Avenue Corridor, Storm Sewer in the area bounded by Highway
36, County Road C, White Bear Avenue, Highway 61 and the intersection
of Eleventh Avenue and White Bear Avenue.
2. Administrator Seida gave the staff presentation and reviewed the
reports previously presented to Council regarding the Gervais Avenue
Corridor and the storm sewer system as it relates to the Eleventh Ave-
nue extension and that area.
3. Manager Miller presented five different alternatives as to what
can be done regarding the Eleventh Avenue intersection:
1. Target or North Saint Paul could pay for construction of type
of intersection recommended.
2. Approve plans with restrictive intersection with the median
being constructed sometime after 1972.
3. Give denial to plans and specifications.
4. Maplewood construct intersection financed by either M.S.A. funds
or assessments.
5. Use combination of Target financing and Village financing.
6. Stop construction of Eleventh Avenue and start legal proceedings
against North Saint Paul.
Following discussion,
4. Councilman Wiegert moved that the Village of North Saint Paul be
informed that Maplewood Council would ayvrove the plans for the ElPvar
Avenue street improvement project subject to the following conditions:
- 1 - 1/12
I . The renegotiation of the storm sewer cost reimbursement based
on the actual cost of the construction in the area.
2. The signing of a hold harmless agreement releasing the Village
of Maplewood from its obligation to reimburse North Saint Paul in
in accordance with the Street Improvement Agreement dated May 7,
1970, if the Village of Maplewood cannot collect the assessments
for the improvements due to action of the Village of North Saint
Paul.
3. The provision of an intersection design for White Bear and 11th
Avenue as proposed by the Maplewood Village Engineer.
Seconded by Councilman Haugan. Ayes - all.
5. Councilwoman Olson moved that a corridor study be made relating
to Gervais Avenue.
Seconded by Councilman Wiegert. Ayes - all.
6. Councilman Greavu moved that a study be made regarding County Ditch

Seconded by Councilwoman Olson. Ayes - all.
D. PRESENTATIONS
1. Manager Miller announced there will be a meeting of Ramsey County
Legislators and suburban mayors and councilmen on January 16, 1971 at
Paul's Place.
2. Manager Miller introduced Don Ashworth, Administrative Assistant -
Finance Director, to the Council.
