A. CALL TO ORDER
A special meeting of the Village Council of Maplewood, Minnesota
was held in the Council Chambers, Municipal Building and was called
to order at 5:33 P.M. by Mayor Axdahl.

Mayor Axdahl stated the purpose of calling this meeting was for
the Council to discuss what is transpiring on the 11th Avenue -
Ariel Avenue Area project.
Manager Miller stated the Staff had met with the Village of North
Saint Paul and that North Saint Paul had stopped the construction
being done on Maplewood property.
They stated they would cease all activities in the area until after
the Maplewood Council meeting of October 27, 1970. At this time
they will ask for plan approval. North Saint Paul did not have plan
approval from Maplewood to procede with the improvements of the
11th Avenue area.
The Staff met with North Saint Paul official again this morning to
discuss the problems and try to outline the areas of where the
problems ".:have developed and arrived at basically five questions
that have to be answered.
The first question has to do with our utilities, are they to be
installed on the boulevard or on the street and if they are in-
stalled before street is completed or later.
Drainage west of White Bear Avenue and north of German Street -
has this drainage area been planned in accordance with County
Ditch #18 plans and will the Target Store cause more drainage
in this area.
Is North Saint Paul going to contact the Maplewood residents in
the area and meet all legal requirements?

How will the alignment of 11th Avenue compare with the align-
ment of Gervais Street?
What procedures are going to be taken regarding assessments,
deferments of assessment or any other assessment problems?
Who will be assessed?
The following list of residents attended the meeting and an
open discussion period was held:

Ray Farrow, 2500 White Bear Avenue
Albert R. Olson (Mrs, present), 2599 North Ariel Street
Councilwoman Olson requested a clarification of the agreement
between North Saint Paul and Maplewood regarding 11th Avenue.
The Council held further discussions on the water drainage
problems and questioned if County Ditch 18 is going to be
able to handle any more amount of water drainage from this
area. In previous years the ditch has over flowed and caused
flooding of property.
Council questioned if this agreement or if 11th Avenue improve-
ment was planned before the Target Store development was known
about?
Mayor Axdahl questioned if Ramsey County should be contacted
regarding County Ditch 18 to see if they have any further de-
velopment planned or any future plans regarding the drainage
in the White Bear Avenue area.
After the Eleventh Street discussion; was concluded, Mayor
Axdahl asked if thererwere any other ;:i"s,tp discussed at
this time.
Councilwoman Olson questioned if what she understood was stated
at the last meeting (October 15, 1970) regarding a portion of
Ripley Street being constructed by Doro, Inc. was correct.
Administrator Seida stated that one of the conditions of the
Doro Special use permit was that if Ripley Street is needed
before the property owners on the North side would file a
petition for street improvement, Doro shall bear the full re-
sponsibility of building the street. However, the Council will
have to determine, at that time, its policy on how it will levy
the assessments for the north one -half of that street. Doro
in no way. under the conditions of the Special Use Permita are
required to pay for 100% of the construction of that street.

Council requested that the tape of the Council meeting where
this was discussed be heard at the November 5, 1970 meeting.
