ADDENDUM TO THE AGENDA
Meeting No. 70 -17
C -1 Your staff asked that this item be tabled at the last
Council meeting. It deals mainly with miscellaneous
improvements to highways 61 and 36. We found that the
new plans would result in an ongrade crossing point for
Atlantic Street at 36. These ongrade crossings have
proved to be dangerous. We have been led to believe
that if these plans are not acted upon now a one year
delay in construction will result.
C -2 The early arrival of the snorkel fire truck will result
in the need for an additional mobile radio (see enclosed
memorandum). We request authorization to purchase a
mobile unit with payment in January 1971. It is
recommended that the Motorola unit purchased (due to
delivery date).

A. CALL TO ORDER
A special meeting of the Village Council of Maplewood, Minnesota was
held in the Council Chambers, Municipal Building and was called to
order at 7:33 P.M. by Mayor Axdahl.

1. Highway Plans (61 & 36)
a. Manager Miller presented two resolutions from the State
Highway Department dealing mainly with miscellaneous improvements
to Highways 61 and 36. Staff found that the new plans would
result in an ongrade crossing point for Atlantic Street at 36.
These ongrade crossings have proved to be dangerous. The Staff
has been led to believe that if these plans are not acted upon
now a one year delay in construction will result.
b. Councilman Wiegert introduced the following resolution and
moved its adoption:

WHEREAS, the Commissioner of Highways has prepared plans,
special provisions and specifications for the improvement of a
part of Trunk Highway Number 118 & 1 renumbered as Trunk Highway
Number 36 & 61 within the corporate limits of the Village of Maplewood
from Keller Creek to English Street and 0.1 Mi. S. of Co. Rd. B to
0.3 mi. N. of Co. Rd. C; and
WHEREAS, said plans are on file in the office of the Department
of Highways, Saint Paul, Minnesota, being marked, labeled, and
identified as S.P. 6211 -25 (T.H. -6 -118) and S.P. 6222 -43 (T.H. 61 -1);
and
WHEREAS, said special provisions are on file in the office of
the Department of Highways, Saint Paul, Minnesota,being marked, labeled,
and identified as S.P. 6211 -25 (T.H. 36 -118) and S.P. 6222 -43 (T.H. 61)5

which, together with the Minnesota Department of Highways Spec t-
fications for Highway Construction, dated January 1, 1968, as
amended by Supplemental Specifications, dated July 1, 1969, on
file in the office of the Commissioner of Highways, constitute
the specifications for said improvement of Trunk Highway Number..
118 & 1 renumbered as Trunk Highway Number 36 & 61; and
WHEREAS, copies of said plans and special provisions as
so marked, labeled and identified are also on file in the office
of the Village Clerk; and
WHEREAS, the term " said plans and special provisions" as
herein after used in the body of this resolution shall be deemed
and intended to mean, refer to, and incorporate the plans and
special provisions in the foregoing recitals particularly identi-
fied and described.
NOW, THEN -, BE IT RESOLVED, that said plans and special
provisions for the improvement of Trunk Highway Number 118 & 1
renumbered as Trunk Highway Number 36 & 61 within the limits of
the Village of Maplewood be and hereby are approved.
BE IT FURTHER RESOLVED, that the elevations and grades as
shown in said plans and special provisions be and they are hereby
approved and consent is hereby given to any and all changes in
grade occasioned by the construction of said Trunk Highway Number
118 & 1 renumbered as Trunk Highway Number 36 & 61 in accordance
with said plans and special provisions. r
Seconded by Councilman Haugan. Ayes - all.
c. Councilman Greavu introduced the following resolution and moved
its adoption:

WHEREAS, the Village of Maplewood has approved the plans and
specifications for the improvement of that part of Trunk Highway
Number 1 renumbered as Trunk Highway Number 61 within the corporate
limits of the Village of Maplewood from the 0.1 mi. S. of Co. Rd. B.
to 0.3 mi. N. of Co. Rd. C; and
WHEREAS, in order to obtain Federal Aid in the Construction of
said Trunk Highway Number 1 renumbered as Trunk Highway Number 61
the Bureau of Public Roads requires the assurance that the Village
of Maplewood will not suffer any encroachment of any nature or kind
whatsoever on the right of way of said Trunk Highway Number 1 re-
numbered as Trunk Highway Number 61 within the corporate limits of
the said Village of Maplewood; and

WHEREAS, the Commissioner of Highways desires in the
interest of public safety that all parking of vehicles on Si1d
trunk highway be parallel with the curb and at least 20 feet
from any crosswalk.
NOW, THEN, BE IT RESOLVED that said Village of Maplewood
does hereby agree and covenant that it will never permit or
suffer, within its corporate limits, any encroachment of any
kind whatsoever, including curb gas pumps and gas stations,
billboards or other structures of any kind whatsoever, upon
the right of way of Trunk Highway 1 renumbered as Trunk Highway
Number 61 and to the above end said Village of Maplewood hereby
agrees that it will never issue any license, permit, or grant,
or give any leave or liberty or any other consent of whatever
form for the construction or maintenance of any encroachment
whatsoever, including curb gas pumps and gas stations, bill-
boards or other structures of any kind whatsoever, upon said
right of way; and that said Village of Maplewood will cooperate
insofar as possible to eliminate existing encroachments con-
stituting traffic hazards and will further take any necessary
action to eliminate any encroachment that may hereafter exist
on said trunk highway right of way; and
BE IT FURTHER RESOLVED that said Village of Maplewood
does hereby agree to require the parking of all vehicles on said
trunk highway to be parallel with the curb and at least twenty (20)
feet from any crosswalks on all public streets intersecting said
trunk highway within the corporate limits of said Village of
Maplewood.
Seconded by Councilman Wiegert. Ayes - all.
2. Purchase of Radio - Snorkel Fire TiUt k
a. Manager Miller explained that the early arrival of the snorkel
fire truck will result in the need for an additional mobile
radio. Staff requests authorization to purchase a mobile unit with
payment in January 1971. Staff recommends the Motorola unit be
purchased although the quotation is $10.00 higher than the
Air Comm Company, but Motorola can deliver within 60 days while
Air Comm would be a great deal longer. The Village Fire Departments
are all using Motorola equipment at the present time.
b. Councilman Haugan moved authorization to purchase the mobile
unit from the Motorola Company with payment in January .
Seconded by Councilman Greavu. Ayes - all.
