MINUTES
A. CALL TO ORDER
The meeting was called to order by Mayor Rossbach at 5:04 p.m.

C. APPROVAL OF AGENDA
Councilmember Allenspach moved to amend the agenda to add item discussion of Office
Schedule during COS updat@, and Hl Open Hate - Hallar's Woods Mayor Rossbach m t
ran~nd the agenda to add item H2 the Bruentrun farm. Rossbach moved approval of the agenda
as amended. The motion was seconded by Councilmember Kittredge.

D. PROPOSED PEOPLES MUSEUM
City Manager McGuire briefly introduced and provided background information regarding
a People's Museum. McGuire also introduced John Lugar and explained his presence at
the workshop. John Lugar outlined his proposal for a People's Museum. Mr. Lugar
emphasized his motives, interests, a donation of $200,000 and stipulations associated with
utilizing the donation. Councilmember Carlson expressed his support. He further shared
that there had akeady been some preliminary discussions with the Library on Beam
Avenue regarding such a facility. City Manager McGuire recommended holding public
information meetings during Council meetings to evaluate the response from the
community. City Manager McGuire will also follow-up with a meeting between Mr.
Lugaz and the Library. A presentation of options will then be prepared for Council
evaluation at a regular meeting.
E. FII2E DEPARTMENT ISSUES
City Manager McGuire introduced the topic and deferred discussion to Fire Chief Hewitt
for an update of the years activities in the Fire Department. Chief Hewitt explained what
has transpired over the yeaz. He covered staffing changes, training, trends plans and
future concerns. They are committed to fully researching possible future moves prior to
making recommended changes. They anticipate making recommendations which will meet
long term goals and objectives. In order to identify further components to include in their
planning process they are committed to seeking community input.
F. RETREAT SUMMARY.
City Manager McGuire asked if the council had any questions, comments or concerns
regarding the summary that was compiled by Barbara Strandell. The Mayor and Council
agreed that the summary reflected the workshop.
G. COMMUNTI'Y ORIENTED SERVICES UPDATE
Community Services Coordinator Dirkswager provided a brief summa~~ed update on
activities. Specifically covering updates on the Mall Office, Hmong Funeral Home,
Neighborhood committees that are scheduled to re-convene in April, Human Relations
sponsored "Fair Housing in the 90's" event, youth activities progress, and the County fair
relocation for 1998.

H. 9TlHER BUSINESS
1. Open Space - Hallar's Woods Counciimember Allenspach asked for the
council to have some discussion on the Open Space - Hallar's Woods. City Manager
McGuire provided council with a memo from Parks and Recreation Director Anderson
which outlined the history, background information for funding and status of the current
proposition from the developer. The Council and City Manager then also discussed the
suggested proposal from members of the original open space committee.
2. Hruentrup Farm Mayor Rossbach announced that he had been
informed by Bruce Mogren that the farm was going to be going on the market.
Discussion about the interest /possibility of purchasing the farm ensued. City Manager
McGuire will contact Mogren to discuss the options and requests of the family and report
back to the Council.
I. ADJOURNMENT
Mayor Rossbach moved to adjourn the meeting at 7:06p.m. The motion was seconded by
Councilmember Carlson and approved.
