The Council/Manager meeting of the Maplewoou City council was held in the Maplewood Room, Ciry Hall. The meeting was called to order by Mayor Bastian at 5:44 p.m. B. ROLL CALL Mayor Gary Bastian Present Councilperson Dale Carlson Present Councilperson Fran Juker Presenf Councilperson George Rossbach Present. Councilperson Joseph Zappa Present Others Present: City Manager Michael McGuire " Assistant Ciry Manager Gretchen Maglich Director of Public Works Kenneth Haider Human Resource Director Gail Blackstone City Attorney Patrick Kelly C. APPROVAL OF AGENDA The following items were added to the agenda:. L. Format For Future Meetings 1. Staff Recommendation for Single Family Home Setback 2. Meeting with AKR Mayor Bastian moved that the agenda be approved as amended. The motion was seconded by Councilperson Zappa and approved. Ayes: All 1 D. SIDEWALK AND BUS STOP PLOWING _ Director of Public Works Haider presented a report oh possible alternatives for the plowing of sidewalks and bus stops within the City including liability, financing, and on- going maintenance issues that accompany each alternative. City Attorney Kelly provided his legal opinion about the City's responsibilities for sidewalk maintenance. Following considerable discussion about the two different means of providing pedestrian trails, sidewalks verses expanded roadways with marked shoulders, Councilperson Zappa moved that the City Engineer be directed to investigate different alternatives for the clearing of existing sidewalks and bus stops and different policies for the construction of future pedestrian trails ~ ~d bring this item back to the Citv Council for'action. The' motion was seconded by Mayor Basfian and approved.. Ayes: All City Engineer Haider and City Attorney Kelly left the meeting at 6:20 p.m. E. REVIEW OF NON-UNION SALARY RANGES City Manager McGuire distributed information on the current`salary ranges for non- union employees. There was considerable discussion about the dollar value of total compensation packages, benefits, merit pay, longevity, wage freezes, and the proper time of the year to consider benefit changes. Staff stated that the appropriate time to discuss benefit changes was during the City Council's labor contract negotiating strategy sessions with City Manager McGuire and Human Resource Director Blackstone, which occur prior to the expiration of current contracts. F. UPDATE OF COMPARABLE WORTH PLAN AND COMPLIANCE City Manager McGuire and Director of Human Resources Blackstone reviewed the City's non-compliance determination from the Department of Employee Relations (DOER). They presented two adjustments to the plan which would bring the City's _ plan into compliance at this time. It was the consensus of the Council to adopt the" revised plan with the two adjustments. G. EMPLOYEE COMPUTER PURCHASE PLAN City Manager McGuire presented information about a proposed employee computer purchase plan that was tabled from a previous meeting in 1992. After some discussion, it was the consensus of the City Council to take no action on the proposal. Director of Human Resources Blackstone left the meeting at 7:16 p.m. 2 H. LS.D. 623 COOPERATIVE AGREEMENT City Manager McGuire presented information about a proposed agreement that representatives from I.S.D. 623 and the cities of Maplewood, Shoreview, and Roseville have negotiated. In return fora $250,000 investment, the School District wi?I include the following items in the renovation of Edgerton Elementary School: an enlarged a e and exclusive Ci use of gym, enhanced locker rooms space, office and stor g ty these areas after school until midnight, weel~ends, and summer time. Commercial PAC funds would be used for this project ,2rl~ich will provide a satellite mini-community center to residents on the west side of the: City. Councilperson Zappa moved that the City Council provide conceptual approval and directed staff to place this item on the March 8. 1993 meeting agenda. The motion was seconded by Councilperson Carlson and approved. Ayes: All I. HAZMAT UPDATE. City Manager McGuire distributed information from Director of Emergency Management Larry Cude about hazardous materials spills in 1992 and a proposal for a Maplewood Hazmat Response Team. with limited Fire Department participation. Following some discussion, it was the consensus of the City Council that a time extension: be granted to staff for continued negotiations of an agreement that has the Fire Departments providing Level 1 and 2 responses and that the City contract with an outside agency to provide Level 3 and clean-up operations, There was also some discussion about the Public Safety Future Meeting, and staff was directed to include the Director of Public Safety, a police officer, Fire Marshal, the three Fire Chiefs, three volunteer fire fighters, Director of Emergency Management, the City Council and possibly a facilitator. J. DIVERSITY TRAINING Mayor Bastian stated that he would like to have the City Council participate in a cultural diversity training program possibly with the Human Relations Commission. Staff was directed to research existing programs for their participation. K. 1993 COUNCIUSTAFF WORKSHOP City Manager McGuire asked the Council for their interest in a 1993 Council/Staff Workshop. It was the consensus of the Council that the City Manager and the City Councilmembers make a list of the topics that should be covered in a one day workshop and schedule it for the summer, 1993. 3 L. FORMAT FOR FUTURE MEETINGS -LENGTH AND NUMBER PER MONTH Due to the late hour, discussion of meeting formats was postponed. 1. Staff Recommendation for Single Family Home Setback. This item was not discussed. 2. Meeting with AKR City Manager McGuire requested that the City Council schedule a meeting with representatives from AKR to review final design development plans for the community center. Mayor Bastian moved that the Citv Council meet with AKR on Thursday. March 4, 1993 from 4:00 to 5:00 p.m. followed by the pre-aaenda from 5:00 to 5:30 p.m. and the special public hearin4 for Maple Wood Estates at 6:00 o.m. The motion was seconded by Councilperson Rossbach and approved. Ayes: All City Manager McGuire asked the City Council for their thoughts about the City. sending a police sergeant to the FBI Academy for training. It was the consensus of the Council that this was an acceptable form of City-sponsored training and that the City Manager should investigate the possibility of requiring the employee to stay in the employ of the City for a minimum of three years after the training is completed.
