MINUTES
A. CALL TO ORDER
The Council/Manager meeting of the Maplewood City Council was held in the
Maplewood Room, City Hall. The meeting was called to order by Mayor Gary Bastian
at 3:34 p.m.

8. Valentine's Day Party
Mayor Bastian moved that the agenda be approved as amended. The motion was
seconded by Councilperson Zappa.

D. NEW BUSINESS
1. Property Acquisition Update
City Manager McGuire distributed a map of the White Bear Avenue/E.
County Road B intersection which highlighted the ownership of the parcels.
McGuire reported on the status of the City's negotiations with the property
owners.
2. HazMat
Councilperson Juker requested information about the monies (and all
future interest) which were received from 3M for the funding of the City's
HazMat Program. There was a short discussion regarding the HazMat
Program as part of-the Emergency Management Division.
3. Maplewood Room
Councilperson Juker inquired about the appropriate uses of the
Maplewood Room and Conference Room A for employees and community
organizations. It was the consensus of the Council that the rooms are not
to be used as employee eating areas and are to be provided free of charge
to community groups. A set of room-use guidelines is to be mailed or
given to each user group.
4. Hours of Em~lopment
Councilperson Juker asked City Manager McGuire for some information
about the working schedules and hours of City employees.
5. Emplovees
Following a short discussion, it was the consensus of the City Council that
the City Manager send a memorandum to each Department Head
regarding employee responsibility to the City. The memo will state that as
an employee of the City, it is their responsibility to be diligent in observing
and reporting problems such as pot holes, damaged signs, or zoning
violations. City Manager McGuire was directed to investigate a special
HELP telephone line to handle employee/resident reports.
6. Bud eg t Cuts
City Manager McGuire reported that each Department Head had
submitted proposed budget cuts to handle the upcoming reduction in State
aid. In addition to the first and second priority level cuts, City Manager
McGuire is investigating new revenue sources as a means to deal with the
State's budget shortfall.

7. Planning Commission Appointment
Following a short discussion, it was the consensus of the City Council that
the Planning Commission should submit to them the list of candidates with
each individual's point total. From that information, the Council will make
the appropriate appointment.
8. Valentine's Dav Partv
After a brief history of the Chamber's Valentine's Day party, it was the
consensus of the City Council not to donate funds this year for the
Valentine's Day party.
