CALL TO ORDER The Council/Manager meeting of the Maplewood City Council was held in the Maplewood Room, City Hall. The meeting was called to order by Acting Mayor Carlson at 4:32 p.m. B. ROLL CALL Mayor Gary Bastian Present (Amved at 6:25 p.m.) Councilperson Dale Carlson Present Councilperson Fran Juker Present (Amved at 5:30 p.m.) Councilperson George Rossbach Present Councilperson Joseph Zappa Present Others Present: City Manager Michael McGuire Assistant City Manager Gretchen Maglich Community Development Director Geoff Olson C. APPROVAL OF AGENDA The following items were added to the agenda: D. DISCUSSION OF COMPREHENSIVE PLAN UPDATE D.1. Maple Woods, Second Addition F. OTHER BUSINESS 4. Community Center Meeting Schedule 5. Council/Manager Meetings' Actions Councilmember Zappa moved that the agenda be approved as amended. The motion was seconded by Councilmember Rossbach and was approved. Ayes: Carlson, Rossbach, and Zappa Absent: Bastian and Juker 1 D. DISCUSSION OF COMPREHENSIVE PLAN UPDATE- Community Development Director Olson provided an overview of the updated comprehensive plan stating that the significant changes in the document were the revised land use maps, revised density tables, easier-to-read text, and the inclusion of the new 1990 census data. It was the consensus of the Council that the updated comprehensive plan update would be placed on the next regular meeting agenda as a discussion item to determine the next step in its adoption. D.1. Maple Woods, Second Addition There was some discussion about the request from the developer of the Maple Woods, Second Addition project to proceed with the public hearing process during the time period in which the Environmental Assessment Worksheet (EAW) is being prepared. No action was taken. Community Development Director Olson left the meeting at 5:30 p.m. Councilperson Juker amved at 5:30 p.m. E. UPDATE ON NEGOTIATIONS W[TH FIRE DEPARTMENTS City Manager McGuire reported on the status of the City's negotiations with the Firefighters' Relief Association; the letter received from the Fire Chiefs Council stating that the Fire Departments do not wish to continue their participation in the Cit}~s HazMat Program; and a request to extend the deadline for the burn of the house at 1810 E. County Road B from May 1st to May 23rd with final demolition to occur in the following week. It was the consensus of the Council to extend the deadline for demolition to allow Gladstone Fire Department to schedule additional exercises in the building. F. OTHER BUSINESS 1. State Aid Cuts Update City Manager McGuire reported that the Governor's proposal to cut Local Govemment Aid would eliminate $627,000 of the City~s current $655,000 LGA. He explained different methods of dealing with this revenue loss. City Manager McGuire also reported that the State Senate and House have proposed finance bills which contain no LGA cuts and handle the deficit by imposing State sales tax on all City purchases which are currently tax exempt. This scenario would have a much smaller impact on the City's budget than the Governor's proposal. It was the consensus of the City Council to schedule a budget workshop within the next several months to review service delivery priorities and ways to handle future budget cuts. 2 Mayor Bastian amved at 6:25 p.m. 2. O.S.H.A. City Manager McGuire reviewed the components of the O.S.H.A. report from the recent inspection of City Hall, the Public Works building, and the Nature Center. 3. Battery Collection City Manager McGuire distributed a memo from staff stating that since the City no longer has a source who can accept household alkaline batteries for recycling, the City should stop collecting them and instruct people to place them in the regular household garbage. Staff was directed to cover the battery recycling container at the public counter in City Hall with a notice that encourages residents to purchase and use rechargeable batteries. 4. Community Center Meeting Schedule City Manager Mcguire notified the City Council that a schedule of all of the meetings required for the preliminary design of the proposed community center was being compiled for presentation to the City Council. It was the consensus of the Council that the architectural firm of Ankeny, Kell, and Richter would make a presentation at the end of the April 9th pre-agenda meeting regarding the upcoming meetings. 5. Council/Manager Meetings' Actions City Manager McGuire distributed a memo from the City Attorney regarding the definition of the different types of Council meetings and the actions that can legally be taken at each type of meeting.
