D.APPROVAL OF MINUTES 1.May 19, 2026, Community Design Review Board Meeting Minutes Boardmember Shankar moved to approve the May 19, 2026, Community Design Review Board Meeting Minutes as submitted. E.NEW BUSINESS 1.Comprehensive Sign Plan, St. Jerome Catholic Church and School, 380 Roselawn Avenue East Elizabeth Hammond, Planner, gave the presentation. Michael Martin, AICP, Assistant Community and Economic Development Director, provided additional information to the commission. Yvonne Clintsman of St. Jerome Catholic Church and School addressed the board and answered questions. Board members shared comments. Boardmember Shankar moved to approve the comprehensive sign plan for St. Jerome Catholic Church and School, located at 380 Roselawn Avenue East, subject to conditions of approval: 1.The applicant shall submit a sign permit application for the new monument sign before installation. All signs must comply with the city’s sign ordinance and obtain required sign permits. 2.The base of the freestanding monument sign must be landscaped with flowers or shrubbery and consistently maintained. 3.This approval allows for a monument sign with a dynamic display on the north side of the property adjacent to Roselawn Avenue East. The sign must comply with the city’s sign regulations outlined in Section 44-739 for dynamic display signs. 4.The monument sign with a dynamic display can be up to 8 feet tall and 50 square feet in size, as the sign code permits. The digital display portion of the sign shall not exceed 50 percent of the sign area. The dynamic display shall not be illuminated between 10:00 p.m. and 6:00 a.m. 5.The community design review board must review changes to the site’s comprehensive sign plan. The applicant proposes modifications to an existing monument sign by adding a new sign box with a dynamic display. A comprehensive sign plan is required for a dynamic display sign on property with permitted institutional or public uses. Recommended Action: Motion to approve the comprehensive sign plan for Cross Lutheran Church, located at 1945 Prosperity Road North, subject to conditions of approval: 1. The applicant shall submit a sign permit application for the new monument sign before installation. The applicant must ensure the sign meets all city zoning and building code requirements. The base of the freestanding monument sign must be landscaped with flowers or shrubbery and consistently maintained. 2. This approval allows for a monument sign with a dynamic display on the southwest corner of the property adjacent to Prosperity Road and Frost Avenue. The existing cross, which is 15 feet in height, and the stone base, which is 9 feet in height, can remain as part of the overall sign structure. These sign components, which were previously approved by the city, are included in this sign plan as formal exceptions to the overall height regulation. 3. The sign must comply with the city’s sign regulations, as outlined in Section 44-739, for dynamic display signs. 4. The monument sign boxed portion, which includes a static area and an area with a dynamic display, can be up to 8 feet tall and 50 square feet in size overall, as the sign code permits. The digital display portion of the sign shall not exceed 50 percent of the sign area; the remainder of the sign shall not be capable of having a dynamic display. The dynamic display shall not be illuminated between 10:00 p.m. and 6:00 a.m. 5. The community design review board must review changes to the site’s comprehensive sign plan. Background: The existing monument sign is located on the southeast corner of the site, near the intersection of Prosperity Road and Frost Avenue. The sign area is 45.6 square feet, and it is 5.7 feet tall. The sign has a stone base that varies in height as it wraps around the sign, ranging from 1 to 9 feet. A 15- foot-tall cross is featured on one side of the stone base. To retrofit the sign, the applicant proposes removing the existing sign box, leaving the monument's stone base and cross, and installing a new sign box with a dynamic display in the lower portion of the sign. The new monument sign is 5.7 feet tall and 45.6 square feet. The sign code permits up to 8 feet in height and 50 square feet in area. The dynamic display in the lower portion of the sign would be 15.5 square feet, less than 50% of the overall sign area (22.8 sq. ft.) as required by the sign code. The design board can review and approve exceptions as part of a comprehensive sign plan. Staff is comfortable with the existing stone base and cross remaining, even though the overall height is exceeded in two areas of the sign, since these are part of the existing stone base and were previously approved by the city through permitting. Department Comments None Board/Commission and City Council Review Community Design Review Board August 18, 2026: The CDRB will review the comprehensive sign plan and decide on the request. Public Hearing Notice Staff sent public hearing notices to the 42 surrounding property owners within 350 feet of the subject property. Staff have not received any comments.
