Commissioner Lates accepted. b. 2026 Work Plan and Environmental Priorities Shann Finwall, Sustainability Coordinator, introduced the subject. The Environmental and Natural Resources Commission was supportive of the work plan and environmental priorities presented by staff. Following are comments and feedback: • Outside tours should be limited to one this year. • Consider inviting the Center for Energy and Environment to speak at an upcoming Commission meeting. • The Commission should continue the stormwater management policy review. • Review options for sustainability interns. • The Commission should focus closely on implementation of the Climate Mitigation Plan action items once approved by the City Council. • The Commission should review the City’s calendar of events for educational outreach opportunities. Ayes – All The motion passed. 4.APPROVAL OF MINUTES a.January 14, 2026 The January 14, 2026, minutes were tabled until the February 11, 2026, Environmental and Natural Resources (ENR) Commission meeting. 5.NEW BUSINESS a.Maplewood Stormwater Management Shann Finwall, Sustainability Coordinator, introduced the subject. Jon Jarosch, Maplewood Assistant City Engineer, and Nicole Maras, Ramsey- Washington Metro Watershed District (RWMWD) Regulatory Program Manager reviewed and presented Maplewood’s stormwater management policies, the 2026 street project, and how the two organizations coordinate stormwater best management strategies to ensure our surface waters are protected. Agenda Item 4.b. 2 The Environmental and Natural Resources Commission had the following questions and comments: •The City and watershed district should consider requiring or encouraging stormwater best management practices including Chloride reduction for the trails located in the wetland buffer at the new Century Ponds development. Ms. Maras stated Chloride reduction is a high priority for the watershed district board. The City and the watershed district will work with the developer on Chloride reduction strategies. •Has Maplewood applied for the watershed district’s street sweeping grant? Assistant City Engineer Jarosch stated the City will be pursuing that grant this year. •The ENR Commission should focus their environmental education and outreach on smart salting techniques. Ms. Maras stated the watershed district started a campaign called “get gritty” that the Commission could help promote. Assistant City Engineer Jarosch added that the City is required to education on the impacts of pet waste on our waters. •The ENR Commission asked for ideas on stormwater management tours. It was determined that a tour of Aldrich Arena, Frost Avenue Street reconstruction, and Wakefield Park areas would spotlight stormwater management best practices implemented by the watershed district and the City. 6.UNFINISHED BUSINESS a.2026 Work Plan and Environmental Priorities Implementation Strategies Shann Finwall, Sustainability Coordinator, introduced the subject. The Environmental and Natural Resources Commission made the following comment: •In addition to the Work Plan items, the ENR Commission should focus on stormwater management education and outreach at events. Agenda Item 4.c. 2 Ted Redmond, paleBLUEdot, LLC, reviewed and presented the draft Climate Mitigation Plan. The Commissioners thanked the consultants, Climate Mitigation Plan Team, and City staff that worked on the draft plan. The Commission reminded residents watching the presentation that the draft plan is open for public comment until April 1. Recommended Action: 1.Motion to approve the 2025 residential recycling annual report and 2026 residential recycling work plan. 2.Motion to approve the 2025 residential trash collection and yard waste annual report and 2026 residential trash collection and yard waste work plan. It is also an important component of the City’s environmental stewardship and green assets by using best management practices to reduce waste and protect air quality, water quality, and natural resources. Agenda Item 5.a. Background: Residential Recycling and Trash Collection Contracts The residential recycling and trash collection contracts with Tennis Sanitation and Republic Services have terms from January 1, 2025, to June 30, 2027. Annual Review The contracts require that the City schedule an annual meeting with Tennis Sanitation and Republic Services to review the contractors’ annual reports, performance based on feedback from residents and staff, service improvements proposed by the Environmental and Natural Resources Commission, and discuss other opportunities for improvement within the remaining years under the contracts. Year-End Reports The contracts require that Tennis Sanitation and Republic Services submit year-end reports which outline items such as quantities of recyclables by material type and trash collected, cart sizes in use, safety reports, log of customer complaints, customer service improvements, etc. Work Plans Tennis Sanitation and Republic Services work with the Environmental and Natural Resources Commission on an annual work plan to outline key priorities for system improvements that can be made throughout the year. The City Council shall review and approve the work plan which is then incorporated by reference as an amendment to the contracts. Tennis Sanitation Annual Review 2025 Recycling Collection Year-End Report The Recycling Collection Year-End Report (Attachment 1) summarizes the City’s recycling program and outlines implementation strategies taken by Tennis Sanitation and the City to improve service. These strategies included: 1) attending events such as the State of the City and Touch a Truck events; 2) park solid waste improvement pilot project; 3) updates to education tags; 4) multi-family property recycling improvements; and 5) assisting the City with recycling improvements outlined in the 2025 SCORE Agreement Work Plan. The report also summarizes the materials collected. Republic Services Annual Review 2025 Trash Collection Year-End Report The Trash Collection Year-End Report (Attachment 2) summarizes implementation strategies taken by Republic Services and the City to improve service. These strategies included: 1) attending events including the State of the City, Spring Clean Up, Friday Night Fireworks/Touch a Truck, and Fall Clean Up Campaign; 2) park solid waste improvement pilot project; 3) updates to education tags; 4) review of yard waste and late fee billing issues; 5) Food Scraps Pick Up program education and metrics; and 6) coordinating a tour of the new Ramsey County Environmental Service Center. This report contains summaries of recycling data for both single-family and multi-family dwellings including, but not limited to, inquiries, composite study information, environmental impact and recycling market report. Also included is over ten years of comparison data to help measure the success of the recycling program. The data in this report has been utilized over the years to assist us in understanding past, present and future progress of the recycling program, as well as helping us develop future strategies to enhance the recycling programs already in place. This data includes: • Combined net tonnage of all residential and multi-family dwellings • Break-out of single-family tonnage and participation rates (orange) • Break-out of multi-family tonnage ((bblluuee)) • Separate measurement of weights for cardboard and linens (bottom of APPENDIX A) • Break-out of single-family (orange) and multi-family ((bblluuee)) recycling materials by type and weight • Break-out of combined tonnages ((ggrreeeenn)) • Inquiries tracked per month (bottom of APPENDIX A) • Business, parks and cardboard volumes The data is compiled from recyclable materials collected from our drivers on designated Maple wood routes. Each load is weighed, and weights are compiled over a month’s period. Weights are broken out based on a composite ratio of the entire load. pg. 5 RECYCLING DATA (SINGLE-FAMILY) The single-family data in APPENDIX A (orange) was compiled from single-family homes after subtracting the multi-family weights. From this data, we can illustrate the weight per home (in lbs.), per month. We have also tracked the number of residents that do not place their recycling out on a weekly basis. Cart size exchanges are tracked and updated on drivers’ routes. From this data, we can illustrate the weight per unit (in lbs.), per month. To assist us in providing accurate data, we compile weights on a quarterly basis. This weight is used to provide us with a fair average of weight generated by each multi-family unit. Our drivers also documented the number of carts dumped at each location on a weekly basis (see APPENDIX D). These weights are then added at the end of each month to provide us with a net total. On a quarterly basis, we use one truck to collect all multi-family dwellings. The total weight is divided by the number of carts emptied to get an average weight per cart. This data is then entered into a multi-family spreadsheet. Originally, we conducted our study by sorting loads collected from the city of Maplewood over a full week and sorted them all at once. As of 2018, we have looked at all the past data that we have collected and have tested a single load of material from the city of Maplewood. The single load of material has consistent ratios comparable to the weeks’ worth of material previously studied. Once the material is unloaded from the trucks in our MRF (Material Recovery Facility), it is sorted into each category as listed below. Each of the categories is then weighed and documented. The results of the composite study are entered into the monthly reports provided. Why do a composite study? Having a good understanding of the recycling composition provides us with data that may assist us in adjusting the recycling program to fit the needs of the residents. With ongoing changes in the economy, culture and in the home, we can develop more available markets, increase processing technologies to handle more items and enhance educational materials to instruct residents on proper recycling procedures. pg. 11 ENVIRONMENTAL IMPACT ANALYSIS Using the detailed recycling data from this report, we can provide the City of Maplewood with some unique ways that the residents’ recycling efforts have made a difference. Over the years, recycling markets have been able to recycle more items out of the waste stream. They have also been able to determine what resources are saved by recycling various materials. In this report, we were able to convert the types of recycling materials into resources saved. pg. 12 2025 WORK PLAN REVIEW Each year, the city of Maplewood provides Tennis with an annual work plan. This is used to assist the city and Tennis in making improvements to the recycling program. Below is the 2025 work plan with details on how Tennis has addressed each concern over the last year. 1. Events: State of the City & Touch-a-Truck - Tennis attended the 2025 Maplewood State of the City event on March 19th, 2025. - Tennis participated in the 2025 Maplewood Touch-a-Truck event on September 19th, 2025. 2. Park Solid Waste Improvement Pilot Project: As part of the city’s 2025 SCORE Agreement Recycling Work Plan, Wakefield Park will service as a pilot park for recycling and solid waste improvements. Tennis Sanitation will work with the city and the city’s residential trash contractor, Republic Services, to make solid waste improvements in Wakefield Park. Improvements could include right-sizing dumpsters and education signage and outreach. - Tennis logged weekly recycling weights for Wakefield and all other city parks serviced for recycling. Monthly totals for each park were included in the monthly recycling report provided to the city. 3. Education Tags: Work with the city to update the education tags which are left on carts to ensure proper handling of recyclables. - The changes requested by the city have been made and a final drafts have been submitted to the city for approval. 4. Multi-Family Properties Recycling Improvements: a. Multi-Family Properties Without Recycling: Tennis Sanitation will continue to work with the city and Ramsey County to ensure recycling collection at all multi-family properties. This includes the three multi-family properties identified in 2024 that do not supply recycling to their residents. ▪ Tennis continued to work with the city in 2025 by communicating in partnership with the city, BizRecycling and property management and attended on-site meetings to discuss recycling improvements for targeted and new multi-family properties. b. Multi-Family Yearly Recycling Letter: Tennis Sanitation will work with the city and Ramsey County on improvements to the multi-family yearly recycling letter. ▪ Tennis made the requested updates to the annual multi-family recycling letters. The changes are reflected in the 2025 multi-family letters, mailed in February. c. Multi-Family Recycling Dumpsters and BizRecycling: The contract allows multi-family properties with 21 units or more to convert to the collection of recycling in recycling dumpsters, instead of recycling carts. Tennis Sanitation will assist the city in notifying multi-family properties of this opportunity and working with BizRecycling to make improvements to properties’ recycling program. ▪ Tennis continued to work with the city and BizRecycling throughout the year. 5. 2025 SCORE Agreement Work Plan: Assist the City in addressing items listed on the 2025 SCORE Agreement. - Tennis continued to assist and work with the city in addressing items listed on the 2025 SCORE Agreement. pg. 13 2025 MARKET REPORT We came into 2025 with a steady recycling market. However, fiber grades began to gradually decline starting in May and continued to drop throughout the year. The plastic market is, as always, a roller coaster. We experienced a large drop in both PET and HDPE in August, with low fluctuations through the end of the year. Metal continues to be the steadiest recyclable material with the least fluctuations, and the glass market remains unchanged. With 2025 having been a weak retail year, a lower recycling market is to be expected. 2026 OUTLOOK As we move into 2026, we remain hopeful that the fiber and plastic markets will begin to improve and be driven by new technology, circular economy mandates and company commitments to using recycled materials. We are thankful for the long-standing relationships we have with our partners that allow us to steadily move materials to the next phase of their recycling journey, despite fluctuation and uncertainty in market demands. We are excited to have been able to improve our glass recovery process in addition to new arrangements with our glass processor. With these improvements, we can now recover and send a higher volume of glass that includes smaller material which was previously not accepted for recycling. While there is still a quality-based charge for local glass processing, we are happy to see more material being recycled. pg. 14 RESIDUALS Residuals consisted of items such as Styrofoam, foam, shoes, diapers, and general garbage. 2025: Residuals are up to 88.92 tons from last year 2024: Residuals are down to 80.08 tons from last year 2023: Residuals are down to 76.59 tons from last year 2022: Residuals are down to 108.17 tons from last year 2021: Residuals are down to 114.83 tons from last year 2020: Residuals are up to 131.71 tons from last year 2019: Residuals are down to 60.49 tons from last year 2018: Residuals are up to 62.54 tons from last year 2017: Residuals are up to 61.69 tons from last year 2016: Residuals are up to 38.59 tons from last year 2015: Residuals are down to 29.38 tons from last year 2014: Residuals are 29.36 tons TRUCK WEIGHTS During the 2025 Calendar year, our vehicles did not exceed the maximum loaded weight of 40,000 pounds when hauling the recyclables collected from the residents of Maplewood. Weight tickets are available on request. RECYCLING SERVICE FEE The recycling service fee for 2025 was $5.25 per unit, per month, and the fee for 2026 is $5.60 per unit, per month, which is based upon the contracted price. STORAGE OF EXTRA RECYCLABLE MATERIALS During the 2025 calendar year, our recycling facility had sorted all recyclable materials within 45 days of processing to recycling markets; with the exception of milk cartons and “rare type” plastics. Milk cartons are baled and stored until there is enough volume to meet the vendor's minimum shipping requirements, and "rare type" plastics are stored until a large enough quantity is available to make a mill-sized bale. pg. 15 SUMMARY OF YEAR-END RECYCLING REPORT The 2025 Maplewood year-end recycling report provides up-to-date information from the City’s recycling activities over the past year. Each section of this report reflects the various ways data was collected, entered and calculated to contribute to meeting our combined goals. In the report, we have illustrated the composition of recyclables and itemized volumes of recyclables from both single-family and multi-family dwellings as they relate to the break-out of each separate commodity. We also provide information on how the City's recycling efforts will impact our environment. This year, Maplewood’s participation rate was 99%. Both single-family tonnages and multi-family recycling volumes have remained steady and consistent with other municipalities. In 2026, we will maintain the comprehensive recycling program we offer with additional types of plastics, metals and linens. This platform/app allows users to monitor their service status, including whether they have missed a scheduled service or still have time to place their items out. As the program is currently in its early stages, you can view only the percentage of the route that has been completed. •In March, Republic Services launched our Midwest polymer center in Indianapolis, with the third and fourth centers scheduled to be announced soon. We are transforming plastics circularity, from curbside collection to consumer packaging and back again.Currently, 80% of our plastics collected in the Twin Cities and surrounding areas are processed through our polymer center with anticipation of reaching 100% over the next 1.5 years.Our HDPE (milk & detergent bottles) are expected to be recycled 6 to 7 times, and our process returns them to store shelves in as little as 120 days! The Coca-Cola Company, one of our first customers, has committed to using at least 50% recycled material in its packaging by 2030 and more brands are coming on board. •In 2026, we are focused on advancing innovations to deliver cleaner products and recover more materials. We continue to upgrade our recycling facility. We are currently adding another optical sorter and film removal system to reduce residual waste and improve material capture and quality. We are also engineering new solutions—leveraging robotics and advanced optical sorting.
