RULES OF CIVILITY FOR THE CITY COUNCIL, BOARDS, COMMISSIONS AND OUR COMMUNITY
Following are rules of civility the City of Maplewood expects of everyone appearing at Council Meetings - elected
officials, staff and citizens. It is hoped that by following these simple rules, everyone’s opinions can be heard
and understood in a reasonable manner. We appreciate the fact that when appearing at Council meetings, it is
understood that everyone will follow these principles:
Speak only for yourself, not for other council members or citizens - unless specifically tasked by your colleagues
to speak for the group or for citizens in the form of a petition.
Show respect during comments and/or discussions, listen actively and do not interrupt or talk amongst each
other.
Be respectful of the process, keeping order and decorum. Do not be critical of council members, staff or others
in public.
Be respectful of each other’s time keeping remarks brief, to the point and non-repetitive.

Background:
Sergeant Salchow grew up in and around the City of Maplewood, attending Maplewood Schools
through High School, church in Maplewood, and participating in recreational activities within
Maplewood. He graduated from Metropolitan State University in St. Paul with a Bachelor’s Degree
in Criminal Justice-Law Enforcement and a Minor in Psychology.
Sergeant Salchow has worked for the City of Maplewood since high school, first as a seasonal
employee with the Parks Department, then as a volunteer reserve officer with the police
department, a community service officer with the police department, and a sworn police officer
starting in July 2019. He has enjoyed working in and serving a community he grew up in and feels
invested in personally.

Sergeant Salchow has served mainly on the night shift in patrol, on the Mental Health Outreach
Team (MHOT), on the recruiting committee, in the drone pilot program, as a Field Training Officer,
and on the training unit. In February of 2024, he began working as a Maplewood PD Detective in
Investigations and was assigned to the MN Bureau of Criminal Apprehension (BCA) newly
established Violent Crime Reduction Unit – a unit comprised of special agents and investigators
from federal agencies, the MN BCA/State of Minnesota, and several metro-area law enforcement
entities aimed at investigating serious violent crimes and disrupting and decreasing violent crime in
the metro-area and State of Minnesota. While serving on MN BCA’s Violent Crime Reduction Unit,
Sergeant Salchow had the privilege of participating in high-profile and serious violent crime
investigations across the metro area and the State of Minnesota and made numerous connections
with law enforcement officers across the metro area and the State of Minnesota.
Sergeant Salchow felt that some of the most impactful people on his own development, motivation,
and well-being were direct supervisors who invested in him and helped him learn, grow, and
develop. For that reason, he was inspired to do the same for others and is excited about the
opportunity to give back to others and invest in his peers and the future of the PD.
Sergeant Lenertz grew up in Cottage Grove and graduated from Augsburg College with a degree in
Criminal Justice and Criminology. He has served with the Maplewood Police Department for the
past eight years and has taken on responsibilities beyond his patrol duties.
Sergeant Lenertz currently serves on the Ramsey County SWAT team and has spent the past year
and a half as an Acting Sergeant. He has worked as a New Hire Academy Instructor, is a current
Use of Force Instructor, has served as a Field Training Officer, and is also a certified Drone
Operator
Having served in several informal leadership roles within the department and embraced
opportunities to teach and mentor, he is dedicated to making a lasting impact on our officers and
contributing to the continued growth and success of our department.
