Background. 1.01 Seven Brews Coffee has requested approval of a design review to construct a drive-thru coffee stand on the property at 2982 White Bear Avenue North. 1.02 The property located at 2982 White Bear Avenue North is legally described as: That part of the Southeast Quarter of the Northwest Quarter of Section 2, Township 29, Range 22, lying Easterly of the center line of White Bear Avenue and lying Northerly of the following described line and its Easterly and Westerly extensions: Commencing at said Northeast corner of the Southeast Quarter of the Northwest Quarter; thence South 00 degrees 56 minutes 16 seconds East, along said East line of the Southeast Quarter of the Northwest Quarter, a distance of 174.51 feet to the point of beginning of said line; thence South 89 degrees 03 minutes 44 seconds West, a distance of711.79 feet to the center line of White Bear Avenue as described in Document No. 1813704 and there terminating. That the design and location of the proposed development would provide a desirable environment for its occupants, as well as for its neighbors, and that it is aesthetically of good composition, materials, textures, and colors. 2.02 The community design review board reviewed this request on October 21, 2025, and voted to approve it. 2.03 The proposal meets the specific findings for design review approval. Section 3. City Council Action. 3.01 On November 10, 2025, the City Council discussed this resolution. They considered reports and recommendations from the community design review board and City staff. Subject to staff approval, the site must be developed and maintained in substantial conformance with the design plans. Approval is subject to the applicant doing the following: 1. If the city has not issued a building permit for this project, repeat this review in two years. 2. The applicant must provide additional details and updated plans as outlined in the building review comments. The project must meet all requirements of the building official and fire marshal. 3. The applicant must submit a plan review application to the environmental health official and obtain an annual food license. 4. The applicant must satisfy the requirements in the engineering review memo by Jon Jarosch, dated October 10, 2025. 5. Per city ordinance standards, all mechanical equipment and trash receptacles shall be screened from the view of all residential properties and adjacent public streets. 6. Before the issuance of a building permit, the applicant shall submit for staff approval the following items: a. The applicant shall provide the city with a cash escrow or an irrevocable letter of credit for all required exterior improvements. The amount shall be 150 percent of the cost of the work. b. The applicant must provide a tree preservation plan and an updated landscape plan as outlined in the environmental review comments. c. The applicant must submit for review a lot division application addressing the encroachment over the south property line. The canopy structure cannot extend over the property line. The applicant can prepare an easement for the encroachment, which must be provided to the city for review, or apply to adjust the lot line. d. The property must have a cross-access and shared parking agreement in place with the adjacent properties. A copy of all shared agreements for the property and the neighboring properties must be provided to the city. e. The lighting plan must identify the type and location of all lighting. The elevations must show the location of any wall-mounted lighting. An updated lighting plan, which includes site and architectural plans, a detailed description of each luminaire, and a plan showing the light spread and footcandle levels, must be submitted to the city for review before a building permit can be issued. 7. The applicant shall complete the following before occupying the building: a. Replace any property irons that were removed because of this construction. b. The above-required letter of credit or cash escrow is held by the City of Maplewood for all required exterior improvements. The owner or contractor shall complete any unfinished exterior improvements by June 1 of the following year if occupancy of the building is in the fall or winter or within six weeks of occupancy of the building if occupancy is in the spring or summer. c. This item will go to the city council on November 10, 2025. 2. Design Review Resolution, Church of Pentecost, 1701 Gervais Avenue East Elizabeth Hammond, Planner, gave the presentation. Joseph Oppong, Church of Pentecost, and Brian Tempas, LSE Architects, addressed the board and answered questions. Chairperson Kempe moved to approve a design review resolution for a building addition and parking lot expansion at 1701 Gervais Avenue East, subject to certain conditions of approval, and with the friendly amendment that the applicant have a discussion with staff, planning commission, and city council on phasing in parking to reduce immediate encroachment on the wetland in the northern portion of the parking lot. The applicant shall install and maintain a landscaped and screened area not less than 20 feet in width along the north property line. Screening may be satisfied with landscaping or a combination of landscaping and a screening fence per ordinance requirements. 9. The applicant shall install and maintain a landscaped area on the east side of the property between the edge of the parking lot and within the city right-of-way along Flandrau Street. The applicant must work with the city engineering staff to obtain a ROW permit. The applicant shall ensure that the trees are at least six feet in height at the time of planting. The planting screen shall consist of evergreen plantings. Trees shall be a minimum of 2½ inches in trunk diameter, two feet above grade. Shrubs may be used in combination with a berm and shall be a minimum of two feet in height. Spacing of trees and shrubs shall be designed to create an 80-percent opaque screening at least six feet in height. 10. Before the issuance of a building permit, the applicant shall submit for staff approval the following items: a. As part of this proposal, the applicant proposes replacing a portion of the existing freestanding sign shared with the adjacent parcel, which Scooter’s Coffee is located on. A comprehensive sign plan is required for multi-tenant commercial sites and for signs that are shared between adjacent parcels. Recommended Action: Motion to approve the comprehensive sign plan for Festival Foods at 2720 Stillwater Road East, including a shared sign with Scooter’s Coffee at 2730 Stillwater Road East, subject to conditions of approval: 1. This comprehensive sign plan replaces previously approved sign plans for the property at 2720 Stillwater Road and includes the shared sign on the adjacent parcel at 2730 Stillwater Road. 2. The shared freestanding sign located at the intersection of Century Avenue and Stillwater Road is to be used for the businesses operating at 2720 Stillwater Road and 2730 Stillwater Road. 3.The current shared freestanding sign can be maintained, including painting and refacing the sign copy. The freestanding sign cannot be relocated, changed in type, or altered in size unless it complies with the sign code and undergoes further review by the city. The landscaping around the base of the freestanding sign must be consistently maintained. 4. Before the wall signs are installed, the property owner must obtain sign permits as required by the Community Development Department. 5.Before the city issues sign permits for installation, the property owner must submit a lighting plan that details the lighting on the property. The plan must show the location of all buildings, parking lots, and signs with illumination. All illuminated signs must comply with the E1 CDRB Packet Page 9 of 28 city's outdoor lighting requirements outlined in Section 44-20. In addition, illumination for all signs shall be constant and steady. 6. All signs on both properties must meet the city’s sign ordinance and obtain sign permits as required. The property owners can request amendments to the sign plan as applicable. 7. All window signage must be removed. If the property owner proposes window signage, it must be substituted for all or a portion of the allowable wall signage area, and it cannot cover more than one-third of the window. 8. The illuminated cabinets for graphic images cannot have the capability of a dynamic display. The images must be 9. The initial 60-day review deadline for a decision is January 6, 2026. As stated in Minnesota State Statute 15.99, the city can take an additional 60 days, if necessary, to complete the review and decide. Background: Landmark architectural Signs (applicant), on behalf of Festival Foods, formerly Knowlan’s Foods, has requested a comprehensive sign plan for new wall signs and graphic mural images for the multi-tenant commercial strip center at 2720 Stillwater Road. Earlier this year, the property owner updated the exterior façade, including improvements to the roof, siding, and brickwork on the building. To accompany the site’s recent improvements, new signage is proposed. Since this is a multi-tenant site, a comprehensive sign plan is required. The site has a sign plan that was approved in 1991 (attached). The property is in the Business Commercial zoning district, where the following standards apply to wall signage in multiple-tenant buildings. The proposed wall signs are all within the square footage allowances for wall signage on the property. However, there are currently several window signs on the property, and these were not included in the sign plan application. Staff recommends that these be removed, or the applicant can request to amend the plan to include them for the site. • Wall signs o For each occupant of a building, one wall sign is allowed for each street upon which the property has frontage. The total number of wall signs may be increased by one for each clearly differentiated department of a business or enterprise. o The total coverage area of each wall sign for multiple-tenant buildings is ten percent of the surface area of the exterior façade of the site occupied by such tenant, or 32 E1 CDRB Packet Page 10 of 28 square feet, whichever is more. o A wall sign may be attached to an overhanging awning or canopy, instead of the façade of the building, as long as the wall sign does not exceed 50 percent of the face of the awning or canopy, or the maximum size specified above, whichever is less. o A window sign may be substituted for all or a portion of the allowable wall signage area as long as the window sign, which includes all pieces that convey the commercial brand, does not cover more than 1/3 of the window or door in which the sign is placed. The applicant’s sign drawings propose: • Four individual wall cabinet signs designated for tenants of the strip center o Each cabinet is 32 square feet in size  4 feet in height by 8 feet in length  Permitted up to 164.8 for the tenant on the east elevation  Permitted up to 108.8 square feet on the northwest elevation • Two illuminated channel letter wall signs for Festival Foods o The main sign at the entrance is 71 square feet in size  6.6 feet in height by 10.8 feet in length  Permitted up to 196.8 square feet o The second sign on the southeast corner is 32 square feet in size  4.5 feet in height by 7.1 feet in length  Permitted up to 32 square feet • Three internally illuminated cabinets that would be used for digital graphic images underneath building awnings o Each graphic cabinet is 30 square feet in size  6 feet in height by 5 feet in length  Permitted a total of 149.9 square feet As part of this proposal, the applicant proposes replacing a portion of the existing freestanding sign shared with the adjacent parcel (Scooter’s Coffee) to reflect the change from Knowlan’s Foods to Festival Foods. The sign will not change its location, type, or size, but the panel will be replaced. This does not require a sign permit or further review by the CDRB. The sign has been on the property for several years, and a sign plan is required for signs that are shared between adjacent parcels. The shared freestanding sign is now included in this sign plan. All changes must comply with the city sign code; otherwise, the property owners can request an amendment to the sign plan.
