E.NEW BUSINESS
1.Comprehensive Sign Plan, Harmony Learning Center, 1961 County Road C East
Elizabeth Hammond, Planner, gave the presentation. Linda Olson, resident at 2005 County Road
C E, commented on the project.
Vice Chairperson Oszman moved to approve the comprehensive sign plan for Harmony Learning
Center, located at 1961 County Road C East, subject to conditions of approval:
1.The applicant shall submit sign permit applications for the city’s review before installation.
2.This approval allows for a monument sign with a dynamic display on the west side of the
building adjacent to White Bear Avenue. The sign must comply with the city’s sign
regulations outlined in Section 44-739 for dynamic display signs.

3.The monument sign with a dynamic display can be up to 8 feet tall and 50 square feet.
The area around the base of the freestanding sign must be landscaped with flowers or
shrubbery. The dynamic display shall not be illuminated between 10:00 p.m. and 6:00
a.m.
4.This approval allows for two wall signs on the east side of the building. The sign adjacent
to the main entrance can be up to 24 square feet in size, and the sign adjacent to the
parking lot and County Road C East can be up to 58 square feet in size.
5.This approval allows for one wall sign on the west side of the building facing White Bear
Avenue. The sign can be up to 24 square feet in size.
6.This approval allows for one freestanding on-site directional sign located on the east side
of the building near the entrances and parking lot. The sign can be up to 6 feet tall and 6
square feet.
7.The community design review board must review any approved comprehensive sign plan
changes. Staff may approve of minor changes.

Policy Issue:
Indigo Signs (applicant), on behalf of Caretta Senior Living and Hesley Shoquist & Company, has
requested a comprehensive sign plan for a shared freestanding sign for the properties located at
1910 County Road C East and 2607 White Bear Avenue North. A comprehensive sign plan is
required for signs shared between adjacent parcels. The applicant requests approval of a
comprehensive sign plan to move forward with the proposal.
Recommended Action:
Motion to approve the comprehensive sign plan for a shared freestanding sign for Caretta Senior
Living and Hesley Shoquist & Company, to be located at 2607 White Bear Avenue, subject to
conditions of approval:
1. The shared freestanding monument sign is for the two businesses operating at 1910 County
Road C East and 2607 White Bear Avenue North. The sign will be located at 2607 White
Bear Avenue North and set back at least 10 feet from the property line along the White Bear
Avenue Right-of-Way.
2.Before construction, the applicant shall submit a freestanding sign permit application that
includes sign renderings and a site plan.
3.The base of the freestanding monument sign must be landscaped with flowers or shrubbery
and consistently maintained.
4.As part of this approval, the applicant is allowed one shared freestanding sign up to 12 feet
in height and up to 140 square feet in size.
5.All signs on both properties must meet the city’s sign ordinance and obtain sign permits as
required.
6.The community design review board must review changes to the comprehensive sign plan.
Staff may approve minor changes.

The city deemed the applicant’s application complete on July 17, 2025. The initial 60-day review
deadline for a decision is September 15, 2025. As stated in Minnesota State Statute 15.99, the city
can take an additional 60 days, if necessary, to complete the review and decide.
Background:
Indigo Signs (applicant), on behalf of Caretta Senior Living and Hesley Shoquist & Company, has
requested a comprehensive sign plan for a shared freestanding sign. A comprehensive sign plan is
required for signs shared between the parcel where they are located and an adjacent parcel.
Caretta Senior Living, located at 1910 County Road C East, has primary access from County Road
C; however, directing visitors from White Bear Avenue has been challenging due to its location. A
secondary access point to the facility is at 2607 White Bear Avenue North, crossing the Hesley
Shoquist & Company parking lot with shared access.
Hesley Shoquist & Company’s office building has a freestanding sign adjacent to White Bear
Avenue on its property. This sign will be removed as part of the proposal, and a new freestanding
shared sign will be installed for both businesses that utilize this access point. The existing sign does
not meet the required 10-foot setback; however, the proposed shared freestanding sign will be set
farther from the street and at least 10 feet from the property line, meeting the setback requirement.
The proposed sign is 11 feet tall and 72 square feet in size, which meets the height and overall size
requirements for permanent signs in this zoning district, permitted up to 12 feet in height and 140
square feet in size.

Staff sent public meeting notices to the surrounding property owners within 350 feet of the subject
property. Staff did not receive any comments on the proposal.
