Show respect during comments and/or discussions, listen actively and do not interrupt or talk amongst each other. Be respectful of the process, keeping order and decorum. Do not be critical of council members, staff or others in public. Be respectful of each other's time keeping remarks brief, to the point and non -repetitive. Recommended Action: Pursuant to Minnesota Statutes, section 13D.05, subd. 3(d), I move to close the regular meeting and go into closed session to discuss security in the City Council chambers and elsewhere, including related facilities, systems, and procedures. As part of that commitment, it is best practice to periodically review safety and security protocols to ensure they remain appropriate, effective, and responsive to evolving needs and potential threats. Before the meeting is closed, the council must state on the record the specific grounds permitting the meeting to be closed and describe the subject to be discussed, which includes the facilities, Workshop Packet Page Number 1 of 58 E1 systems and procedures to ensure the safety of persons attending meetings in the City Council chambers and elsewhere in the community. Recommended Action: No action is necessary. In addition, the city promotes quality housing and looks for creative solutions to support the expansion of housing offerings for a variety of households. Background: The Council has expressed an interest in expanding housing options to further support affordable single-family households in Maplewood. As a part of that effort, staff has been bringing potential partners to the Council to discuss programs that currently exist in our region. Habitat for Humanity offers programs across the seven -county metro area and has done 15 projects in the City of Workshop Packet Page Number 41 of 58 E3 Maplewood. The Habitat for Humanity staff will share with the Council examples of successful partnerships they've had in other communities and potential programs that could exist in Maplewood to support single-family home ownership. Thousands more have partnered to preserve homeownership or improve financial wellness. Twin Cities Habitat's mission is to bring people together to create, preserve, and promote affordable homeownership and advance racial equity in housing. Twin Cities Habitat serves low- and moderate -income households through various programs: • Affordable homeownership development and financing • Homebuyer education • Financial coaching • Post -purchase support • Home repairs • Foreclosure prevention counseling Twin Cities Habitat believes that homeownership is a building block for strong families and communities and is committed to expanding equitable access to homeownership. Twin Cities Habitat for Humanity & Roseville Acquisition Rehab Partnership Partnership Background As part of its comprehensive city planning efforts, the City of Roseville identified affordable housing — particularly the preservation of existing affordable homes —as a top priority. This focus was driven by the city's aging population and aging housing stock. Roseville identified Twin Cities Habitat was identified as a strong partner that is aligned with the City's goals and has the needed capacity, experience, and proven success as a community developer. The partnership leverages Twin Cities Habitat's success in acquiring, rehabilitating, building, and selling homes to income -qualified families. City Commitment & Funding The City of Roseville commits up to $80,000 per unit in flexible funding, which can be applied toward the development gap and/or affordability gap. The partnership was initially piloted using a combination of funding sources, including: • Community Development Block Grant (CDBG) • Affordable Housing Tax Increment Financing (TIF) • American Rescue Plan Act (ARPA) funds Additional funding was secured through joint applications to: • Ramsey County Workshop Packet Page Number 43 of 58 E3, Attachment 1 Metropolitan Council Minnesota Housing (MHFA) After a successful pilot of acquiring homes on the MLS, the partnership was formally adopted into the city's master agreement in November 2021. Program Requirements & Partnership Process Program Requirements To ensure long-term affordability and alignment with community goals, the program includes the following requirements: • Eligible homebuyer households must be at or below 80% of area median income • Homes must be land trusted to guarantee long term affordability • Property can be acquisition/rehab or new construction Partnership Process 1. Contracting: Twin Cities Habitat and the City enter into a contract outlining the desired number of projects and city funding terms. 2. Outreach and Promotion: Information on selling a home to Habitat is shared through local publications and flyers. 3. Property Review, Scope of Work, and Purchase Agreement: Once potential properties are identified, Habitat staff visit the home or lot, then create a scope of work. If the home(s)/lots(s) are a good fit for the Habitat program and rehabilitation is feasible, Habitat enters into a purchase agreement with the owner. 4. Development: Habitat rehabilitates the home or constructs a home on the property. Habitat shares the pro forma and scope of work with the City. 5. Marketing: The completed home is marketed to qualified Habitat homebuyers. 6. Homebuyer Selection: Interested homebuyers apply for the home through the Habitat program. Their eligibility is verified before entering a purchase agreement. 7. Closing and Subsidy: Upon closing the home with a qualified homebuyer, the City provides the agreed -upon subsidy to Habitat, as specified in the project contract.
