Decertification of this current list will provide for the Police Civil Service Commission to then certify
the exam results and eligibility list for the most recent recruitment for the Pathways to Policing—
Police Trainee recruitment process.
Background
The existing police officer eligibility list was established on June 6, 2018. The City recently hired two
new police officers from this list. At the June 6, 2018 Police Civil Service Commission meeting, the
Commission approved the participation in the 2018 Pathways to Policing recruitment program. In order
to establish an eligibility list for the Pathways to Policing police trainee, the Commission must decertify
the existing police officer eligibility list. This action is provided under Section 10 (d), as amended in
December 2013, “an eligibility list will be maintained from the date approved by the Commission until a
recommendation from staff to decertify the list is brought before the Commission for their consideration.”

Participation in this program will help the City in its efforts to achieve its racial equity initiatives as
well as help staff the Police Department with employees more reflective of the City’s demographics.
Background
The interview process for the Pathways to Policing Police Trainee program has been completed. This
unique, non-traditional recruitment process was a joint effort with the cities of Bloomington, St. Louis
Park, Columbia Heights, Eagan, Plymouth, Shakopee, Inver Grove Heights, the Metropolitan Airports
Commission and the University of Minnesota Police.
Maplewood’s participation started with two days of second-round interviews followed up with final
interviews by the Police Chief. Maplewood’s interview panel conducted second round interviews on the
top 16 candidates, based on their scores from the first-round interviews and their agencies of interest.
Based on the average score from Maplewood’s panel, the top six candidates moved on to the final
Police Chief’s interview.
Attached are the exam results of the second-round interviews and the Police Chief’s interviews along
with the proposed eligibility list for the Pathways to Policing Police Trainee.

Policy Issue:
Staff is requesting Commission approval of four completed favorable police trainee candidate
background investigation summaries and certification of the four candidate names for current
vacancies. The background summaries have been labeled randomly, A through D, for anonymity.
Recommended Action:
A. Motion to approve background summaries for Candidates A, B, C and D.
B. Motion to certify the names of approved Candidates A, B C and D for vacancy.

Approval and certification of the four background investigations will allow the Police Department to move
forward in making job offers to two candidates to fill the two new police trainee positions.
Background
Due to the timing of the completion of the interview process for this recruitment and when official job
offer letters are required per the Pathways to Policing timeline, which is August 17th, the City moved
forward in backgrounding the top four candidates shortly after the Chief’s interviews. Normally that
backgrounding process would start after the formal establishing of an eligibility list by the Commission.
Once the backgrounds have been approved and names certified for vacancy, conditional job officers will
be made to two of the candidates recommended by the Police Chief, contingent upon passing the
psychological exam as well as the pre-employment physical/work performance agility exams.

Background
Due to the upcoming retirement of a police officer and the potential for a few more vacancies, since the
June 6, 2018 police officer eligibility list has been decertified, there is now a need to initiate a new
recruitment for police officer.
Attached is a draft job posting as well as an outline of the proposed testing and selection process for
this recruitment. This is the same process that was used for the spring 2018 police officer recruitment,
which worked very well. Staff is in the process of determining if this recruitment should be an internal
only or open competitive recruitment. Staff is asking the Commission to allow the Police Chief to use
his discretion in making the final determination.

Performs responsible police work involving the protection and safety of the community
through prevention and control of crime, preserving peace, regulating traffic, and

o Conducts field sobriety tests; may administer blood alcohol concentration
tests.
• Makes legal searches, apprehends and arrests law violators, prepares reports of
incidents and arrests, and safely transports prisoners as may be required in
accordance with approved departmental policies.

MINIMUM & PREFERRED QUALIFICATIONS:

PREFERRED QUALIFICATIONS---
• Bachelor's degree in law enforcement, criminal justice or broadly equivalent field of

MEDICAL EXAMINATION, PSYCHIATRIC EXAMINATION, & BACKGROUND
INVESTIGATION: Applicants must pass a qualifying medical examination--which
includes a physical agility component, a psychological examination, and a background
investigation. In accordance with the State regulations, no applicant who has been
convicted of a felony or other selected crimes as defined by P.O.S.T. Board standards may

only after a contingent offer of employment is made .
EXAMINATION COMPONENTS
Phase One ComP-onents: Determination of m i nimum qualifications eligibility and
-preferred qualifications PLUS Scored Supplemental Questions (separate from the
supplemental questions asked as part of the application).
Supplemental Questions--Applicants wi ll submit a written response to five supplemental
questions which w ill be independently scored. THESE QUESTIONS WILL BE EMAILED
SEPARATELY TO YOU WITHIN A WEEK OF APPLICATION.
The highest scoring candidates, based on a good point cutoff, wi ll advance to Phase Tw o.
Phase Two ComP-onents:
• 2a--Personnel Evaluation Profile (PEP)
• 2b--Three structured panel interview s (combined and averaged scores of all
panelists and panels comprise final score with ma x imum possible 100 points)

Interv iew panels operate simultaneously . Each interview panel is 20 minutes in length
after w hich the candidate is rotated . Ea ch candidate is intervie wed by all three panels.
Final Phase Tw o scoring is based on the combined average score for the panels weighted
at 7 5% and the PEP score weighted at 25 %.
?The highest scoring candidates, based on a good point Cbltoff, w ill ad vance to Phase

• Gross misdemeanor conviction in last five (5) years
• Conviction of assaulting or eluding a police officer

The following may result in the rejection of the applicant:
• D.W.I., Implied Consent or B .A.C. over .08 on the driver record in the five (5) years
• Misdemeanor conviction (including traffic convictions, D.A.R. and D.A .S.) in last
three (3) years
• Dismissal from a po lice agency or negotiated resignation in lieu of termination
• An undesirable discharge from the military or an honorable discharge which
indicates the applicant is not eligible for reenlistment
• More than two (2) "At Fault" motor vehicle accidents in the past two (2) years
• Documented instances of misconduct by prior employers

Fall 2018 Proposed Police Officer Open Recruitment Process
Recruitment Type:

Minimum Eligibility Candidates/Requirements:
Applicants must be eligible for Peace Officer licensure by the Minnesota Peace Officer Standards
and Training Board or will be eligible by TBD .
Applicants must possess an Associate of Arts/Science degree from an accredited academic
institution.
Valid Minnesota Driver’s License or equivalent out‐of‐state
PHASE ONE COMPONENTS:
Determination of minimum eligibility Qualified
Preferred Qualifications:
Bachelor or Master’s Degree 10/15 points
Current Maplewood Employee/Reserve 10 points
Language skills ‐ Fluency in a language other than English, including Sign Language 14 points
Previous sworn law enforcement experience 20 points
Previous non‐sworn work experience relevant to law enforcement 14 points
Previous non‐paid work experience relevant to law enforcement 12 points
Military: 10/15 points*
*Veterans Preference added on top of base training and experience score
Panel Scored Supplemental Questionnaire: 25 points
Applicants will submit a written response to five supplemental questions (5 points each), which will be
independently scored.
The highest scoring candidates, based on a good cutoff point, will advance to Phase Two.
PHASE TWO COMPONENTS:
Components: 2a – Personnel Evaluation Profile (PEP) – Weighted 25%
2b – Three structured panel interviews (combined and averaged scores of all panelists
and panels comprise final score with maximum possible 100 points) – Weighted
75%

PHASE TWO (continued):
Two structured panel interviews comprised of the following:
One police sergeant
One police officer
Two community members (one panel may include a youth representative)
One structured panel interview comprised of the following:
Two police commanders
One police Lieutenant
Interview panels operate simultaneously. Each interview panel is 20 minutes in length after which the
candidate is rotated. Each candidate is interviewed by all three panels. Final Phase Two scoring is based
on the combined average score for the 3 panels weighted at 75%, and the PEP score weighted at 25%.
The highest scoring candidates, based on a good cutoff point, will advance to Phase Three.
PHASE THREE COMPONENTS: Phase three will occur following compilation of scoring
Components: 4a – Timed writing assessment– 25 points
4b – Chief’s Interview – 75 points
FINAL RANKING: The final ranking will be based upon the weighted scoring scheme as follows:
1. Phase 1 – Weighted at 30%
2. Phase 2 – Weighted at 35%
3. Phase 3 – Weighted at 35%
