The City recently hired two new police officers from this list. At the June 6, 2018 Police Civil Service Commission meeting, the Commission approved the participation in the 2018 Pathways to Policing recruitment program. In order to establish an eligibility list for the Pathways to Policing police trainee, the Commission must decertify the existing police officer eligibility list. This action is provided under Section 10 (d), as amended in December 2013, “an eligibility list will be maintained from the date approved by the Commission until a recommendation from staff to decertify the list is brought before the Commission for their consideration.” Attachments   1. Background   The interview process for the Pathways to Policing Police Trainee program has been completed. This unique, non-traditional recruitment process was a joint effort with the cities of Bloomington, St. Louis Park, Columbia Heights, Eagan, Plymouth, Shakopee, Inver Grove Heights, the Metropolitan Airports Commission and the University of Minnesota Police. Maplewood’s participation started with two days of second-round interviews followed up with final interviews by the Police Chief. Maplewood’s interview panel conducted second round interviews on the top 16 candidates, based on their scores from the first-round interviews and their agencies of interest. Based on the average score from Maplewood’s panel, the top six candidates moved on to the final Police Chief’s interview.   Attached are the exam results of the second-round interviews and the Police Chief’s interviews along with the proposed eligibility list for the Pathways to Policing Police Trainee. Background  Due to the timing of the completion of the interview process for this recruitment and when official job offer letters are required per the Pathways to Policing timeline, which is August 17th, the City moved forward in backgrounding the top four candidates shortly after the Chief’s interviews. Normally that backgrounding process would start after the formal establishing of an eligibility list by the Commission. Once the backgrounds have been approved and names certified for vacancy, conditional job officers will be made to two of the candidates recommended by the Police Chief, contingent upon passing the psychological exam as well as the pre-employment physical/work performance agility exams.   Attachments  1. Attached is a draft job posting as well as an outline of the proposed testing and selection process for this recruitment. This is the same process that was used for the spring 2018 police officer recruitment, which worked very well. Staff is in the process of determining if this recruitment should be an internal only or open competitive recruitment.
