Call to Order The meeting was called to order at 4:30 p.m. B. Roll Call Commissioners: Lisa Liddell, Chair, present Debra Birkholz, Secretary, present Jim Meehan, Commissioner, present Others: Terrie Rameaux, Staff Liaison, present Scott Nadeau, Public Safety Director/Police Chief, present C. Approval of Agenda Commissioner Liddell motioned to approve the agenda. Commissioner Birkholz seconded. Ayes: All The motion passed. D. Approval of Minutes: Commissioner Liddell motioned to approve the meeting minutes for March 28, 2018. Commissioner Meehan seconded. Ayes: All The motion passed. E. New Business 1. Police Officer Recruitment Exam Results Ms. Rameaux and Chief Nadeau addressed the Commission and answered questions regarding the Police Officer Recruitment Exam Results. a. Commissioner Birkholz motioned to approve and accept the police officer exam results. Commissioner Meehan seconded. Ayes: All The motion passed. b. Commissioner Liddell motioned to establish and certify the police officer eligibility list. Commissioner Meehan seconded. Ayes: All 2. Participation in the Pathways to Policing Recruitment Process Ms. Rameaux and Chief Nadeau addressed the Commission and answered questions regarding the Pathways to Policing Recruitment Process. Commissioner Meehan motioned to approve the participation in the Pathways to Policing recruitment process and scoring component. Commissioner Liddell seconded. Ayes: All The motion passed. F. F1      POLICE CIVIL SERVICE COMMISSION STAFF REPORT Meeting Date July 18, 2018       REPORT TO: Police Civil Service Commission   REPORT FROM: Terrie Rameaux, Human Resource Coordinator/Staff Liaison PRESENTER: Terrie Rameaux, Human Resource Coordinator/Staff Liaison AGENDA ITEM: Police Officer Background Investigations and Certification of Names for Vacancy     Action Requested:    Motion   □ Discussion □ Public Hearing   Form of Action: □ Resolution □ Ordinance □ Contract/Agreement □ Proclamation   Policy Issue:   Staff is requesting Commission approval of four completed favorable police officer candidate background investigation summaries and certification of the four candidate names for current vacancies. One background is not favorable. The background summaries have been labeled randomly, A through E, for anonymity.   Recommended Action:   A. Motion to approve background summaries for Candidates A, B, C and D. B. Motion to reject background summary for Candidate E. C. Motion to certify the names of approved Candidates A, B C and D for vacancy.   Fiscal Impact: Is There a Fiscal Impact? No ☐ Yes, the true or estimated cost is $0 Financing source(s): ☐ Adopted Budget ☐ Budget Modification ☐ New Revenue Source □ Use of Reserves Other: N/A   Strategic Plan Relevance:   □ Financial Sustainability  Operational Effectiveness □ Integrated Communication □ Community Inclusiveness □ Targeted Redevelopment □ Infrastructure & Asset Mgmt.   Approval and certification of the four background investigations will allow the Police Department to move forward in making job offers to two candidates to fill the two existing vacancies within the Police Department. These job offers are contingent upon the two candidates passing the psychological exam as well as the pre-employment physical/physical agility exams.   Background   With the certification of the eligibility list from this recruitment process in June, the City moved forward in backgrounding the top five candidates in order to hire two candidates for the existing vacancies. Normally, the City would just background the top four candidates. However, with the unfavorable background of Candidate E, in accordance with the Civil Service Rules and Regulations, the City was required to reach down and background one more candidate, for a total of five, in order to be able to certify four favorable background summaries from which two candidates would be hired.            Attachments   1.
