Policy Issue:
Staff is requesting Commission approval and acceptance of the exam results for the police officer
recruitment process as well as establishment and certification of a police officer eligibility list. Once the
list is certified, the Police Department will initiate background investigations on the top candidates on
the list to fill the two existing vacancies.
Recommended Action:
A. Motion to approve and accept the police officer exam results.

It is important that the City fill the existing vacancies within the Police Department to ensure that the
department is fully staffed and operating effectively.
Background
The open recruitment process for police officer was approved by the Commission on March 28, 2018.
The process was completed on May 31, 2018 and final exam results calculated. In accordance with the
Police Civil Service Rules and Regulations, the exam results shall be reviewed and approved by the
Commission. The Commission shall then formally establish and certify the police officer eligibility list.

Policy Issue:
Staff is requesting Commission approval to participate in the Pathways to Policing recruitment process.
This process is intended to help diversity the ranks of licensed police officers by attracting non-
traditional candidates.
Recommended Action:
A. Motion to approve the participation in the Pathways to Policing recruitment process and scoring
component.
Fiscal Impact:
Is There a Fiscal Impact? ☐ No Yes, the true or estimated cost is Approximately $35,000 per
trainee including benefits, wages and schooling.

existing vacancies, as well as available grant money to help offset the schooling costs—possibly
$15,000 to $20,000 per city, which will help reduce the financial impact.

Participation in this particular process will help the City achieve its racial equity initiatives and help staff
our department with employees more reflective of the City’s demographics.
Background
The City of Maplewood wishes to participate in this initiative which aims to create a non-traditional
pathway to law enforcement careers. The City participated in a similar process in spring of 2017—the
Suburban Law Enforcement Training recruitment process. This is the same initiative, just renamed.
This year’s process includes the following ten agencies: City of Bloomington, City of St. Louis Park,
City of Columbia Heights, City of Eagan, City of Plymouth, City of Shakopee, City of Inver Grove
Heights, the Metropolitan Airports Commission, University of MN Police, and the City of Maplewood.

Similar to last year’s process, the applicants must have a minimum of a 2-year degree from a regionally
accredit college, in any field of study, and must currently be a U.S. citizen with a valid driver’s license.
The City is committing to hiring two police trainees from this recruitment process.
The Pathways to Policy recruitment process started in April and was initiated and posted by the City of
Bloomington. To date, 365 applications have been received, 48% are non-white applicants.
First round initial screening interviews, conducted by the cities of Bloomington, St. Louis Park, and
Plymouth, started the week of May 7th and finished up June 1st. Second round interviews are
scheduled for the weeks of June 11th and June 18th. The number of candidates the City will be
interviewing is yet to be determined, based on the number of candidates that wish to be interviewed by
Maplewood.
Here is the timeline moving forward:
Week of June 11th—Maplewood second round interviews
Friday, June 29th—background packets distributed to candidates
Monday, July 9th—completed background checks due
Week of August 6th or 13th—Chief’s interviews
Week of August 13th—Maplewood Police Civil Service Commission meets to certify list
Friday, August 17th—deadline for issuing conditional job offer letters
Week of August 27th—pre-employment physical & psychological exams
Friday, September 7th—trainees give two-week due notice to current employer
Monday, September 24th—trainees first day of work—start of 1-week orientation
Monday, October 1st—trainees start class at Hennepin Tech (for approximately 22 weeks)
Since the Commission’s last meeting in March, this process had already been initiated by the City of
Bloomington. Maplewood needed to commit to be a participant in this process in mid April. Staff is
asking the Commission for formal approval to participate in this process, after the fact, the same non-
traditional recruitment process approved by the Commission in spring of 2017, from which we
successfully hired two candidates.
The proposed scoring for this recruitment process will be the final score from the Police Chief’s
interviews, exactly the same as the process in spring of 2017.
