Commissioner Liddell motioned to approve the agenda.

The motion passed.
D. Rotation of Chair and Secretary
Commissioner Birkholz motioned to approve the rotation of the chair positon to
Lisa Liddell and the secretary position to Debra Birkholz. Commissioner
Meehan seconded. Ayes: All
The motion passed.
E. Approval of Minutes:
Commissioner Meehan motioned to approve the Meeting Minutes for June 27,
2017.

Commissioner Birkholz welcomed Chief Scott Nadeau to the City, as this was
his first meeting with the Police Civil Service Commission.

Chief Nadeau addressed the Commission and answered questions regarding
the Police Department’s 2018 Strategic Plan Snapshot.
2. Police Trainee/Officer Update
Chief Nadeau addressed the Commission and answered questions regarding
the PoliceTrainee/Officer Update.

SUBJECT: Approval to De-certify Current Suburban Police Trainee Eligibility List
Introduction/Background
Public Safety Director/Police Chief Nadeau is requesting that the Commission de-certify
the existing suburban police trainee eligibility list. Under Section 10 (d), as amended in
December 2013, “an eligibility list will be maintained from the date approved by the
Commission until a recommendation from staff to de-certify the list is brought before the
Commission for their consideration.” The list was certified on April 26, 2017.
This non-traditional eligibility list was established as a result of an initiative organized by
six agencies, of which Maplewood was a participating partner. Several of the
candidates on the list have taken a position with one of the six agencies involved. De-
certifying this list would pave the way for a new eligibility list to be created.
Recommendation
It is recommended that the Police Civil Service Commission de-certify the current police
trainee eligibility list dated April 26, 2017.

SUBJECT: Approval of Proposed Open Recruitment Process for Establishing a Police
Officer Eligibility List
Introduction/Background
Public Safety Director/Police Chief Nadeau is requesting that the Commission review
and approve the proposed open recruitment process for police officer for purposes of
establishing a new eligibility list. Our current list has just one candidate on it to whom a
job offer will be made, thus exhausting the list.
Attached is the draft job posting as well as an outline of the proposed testing and
selection process for this recruitment. There are three phases, with each phase
consisting of various components. This proposed recruitment process is very similar
the past two recruitment processes for police officer.
Recommendation
It is recommended the Commission approve the proposed open recruitment process for
establishing a police officer eligibility list.

2018 Proposed Police Officer Open Recruitment Process
Recruitment Type:
Open ‐ applications to be accepted from all minimally qualified applicants
Minimum Eligibility Candidates/Requirements:
Applicants must be eligible for Peace Officer licensure by the Minnesota Peace Officer Standards
and Training Board or will be eligible by June 30, 2018.
Applicants must possess an Associate of Arts/Science degree from an accredited academic
institution.
Valid Minnesota Driver’s License or equivalent out‐of‐state
PHASE ONE COMPONENTS:
Determination of minimum eligibility Qualified
Preferred Qualifications:
Bachelor or Master’s Degree 10/15 points
Current Maplewood Employee/Reserve 10 points
Language skills ‐ Fluency in a language other than English, including Sign Language 14 points
Previous sworn law enforcement experience 20 points
Previous non‐sworn work experience relevant to law enforcement 14 points
Previous non‐paid work experience relevant to law enforcement 12 points
Military: 10/15 points*
*Veterans Preference added on top of base training and experience score
Panel Scored Supplemental Questionnaire: 25 points
Applicants will submit a written response to five supplemental questions (5 points each), which will be
independently scored.
The highest scoring candidates, based on a good cutoff point, will advance to Phase Two.
PHASE TWO COMPONENTS:
Components: 2a – Personnel Evaluation Profile (PEP) – Weighted 25%
2b – Three structured panel interviews (combined and averaged scores of all panelists
and panels comprise final score with maximum possible 100 points) – Weighted
75%

PHASE TWO (continued):
Two structured panel interviews comprised of the following:
One police sergeant
One police officer
Two community members (one panel may include a youth representative)
One structured panel interview comprised of the following:
Two police commanders
One police Lieutenant
Interview panels operate simultaneously. Each interview panel is 20 minutes in length after which the
candidate is rotated. Each candidate is interviewed by all three panels. Final Phase Two scoring is based
on the combined average score for the 3 panels weighted at 75%, and the PEP score weighted at 25%.
PHASE THREE COMPONENTS: Phase three will occur following compilation of scoring
Components: 4a – Timed writing assessment– 25 points
4b – Chief’s Interview – 75 points
FINAL RANKING: The final ranking will be based upon the weighted scoring scheme as follows:
1.Phase 1 – Weighted at 30%
2.Phase 2 – Weighted at 35%
3.Phase 3 – Weighted at 35%
