Adjourn MINUTES CITY OF MAPLEWOOD POLICE CIVIL SERVICE COMMISSION Thursday, June 1, 2017 4:30 p.m. Council Chambers—Maplewood City Hall 1830 County Road B East A. Call to Order The meeting was called to order at 4:30 p.m. B. Roll Call Commissioners: Jim Meehan, Chair, present Lisa Liddell, Secretary, present Debra Birkholz, Commissioner, present Others: Terrie Rameaux, Staff Liaison, present Mike Funk, Assistant City Manager/HR Director, present C. Approval of Agenda Commissioner Liddell motioned to approve the agenda. Commissioner Birkholz seconded. Ayes: All The motion passed. D. Approval of Minutes: Commissioner Liddell motioned to approve the Meeting Minutes as amended for May 8, 2017. Commissioner Meehan seconded. Ayes: All The motion passed. E. New Business 1. Consider approval to temporarily amend the Police Civil Service Rules and Regulations--Section 12(b), that will allow the Commission to certify the top four eligible persons to the City Manager in the Public Safety Director/Police Chief Recruitment Process Mr. Funk and Ms. Rameaux addressed the Commission and answered questions regarding the request to certify the top four candidates on the eligibility list. Commissioner Liddell motioned to approve the temporary amend the Police Civil Service Rules and Regulations—Section 12(b) to allow the certification of the top four candidates on the eligibility list for this process only, pending legal opinion from the City Attorney. Commissioner Meehan seconded. Ayes: Commissioners Meehan and Liddell The motion passed. Nays: Commissioner Birkholz 2. Consider approval and acceptance of Public Safety Director/Police Chief exam results, establish and certify eligibility list, certify top four candidates pending backgrounds Ms. Rameaux addressed the Commission regarding the exam results from Phases One and Two of the recruitment process. Commissioner Liddell motioned to approve and accept the exam results from the Public Safety Director/Police Chief recruitment process. Commissioner Birkholz seconded. Ayes: All The motion passed. Commissioner Liddell motioned to establish and certify the eligibility list, and certify the top four candidates—pending legal opinion from the City Attorney and pending backgrounds. Commissioner Meehan seconded Ayes: All The motion passed. F. Unfinished Business Ms. Rameaux addressed the Commission regarding the recent hire of two new Police Trainees as a result of the Suburban Law Enforcement Trainee recruitment process. G. Adjourn Meeting was adjourned at 4:55 p.m. E1 MEMORANDUM TO: Police Civil Service Commission FROM: Terrie Rameaux, Human Resource Coordinator/Staff Liaison Mike Funk, Assistant City Manager/Human Resource Director DATE: June 23, 2017 SUBJECT: Consider Approval of Background Investigations for the Public Safety Director/Police Chief Finalists Introduction/Background On June 1, 2017 the Commission approved a motion to certify the top three candidates for vacancy, pending background investigations. Background packets were provided to the three finalists for their execution. The background staff have completed their thorough investigative research into each of the candidates and they are attached for your review. For anonymity purposes the backgrounds are randomly labeled #1, #2, and #3. Human Resources is requesting that the Commission approve these backgrounds as the final step in this recruitment process. City Manager Coleman recently completed her interviews with the three finalists. Ms. Coleman is reviewing input from the City Council Workshop interviews as well as comments from residents during the formal Meet & Greet/Open Forum. Both of these interview processes were held last week. Upon approval of these backgrounds, Ms. Coleman will review the backgrounds along with all the information gathered from Phase One, Phase Two, and Phase Three components. Based on all the data points, Ms. Coleman will make a final decision on the top candidate. The last step in the process is a conditional offer made to the top candidate. This would be contingent on the successful completion/passing of the pre-employment physical and psychological exams. Recommendation It is recommended that the Police Civil Service Commission approve backgrounds for the top three finalists, #1 through #3. Attachments 1.
