Call to Order The meeting was called to order at 8:00 am. B. Roll Call Commissioners: Jim Meehan, Chair, present Lisa Liddell, Secretary, present Debra Birkholz, Commissioner, absent Others: Terrie Rameaux, Staff Liaison, present Mike Funk, Assistant City Manager/HR Director, present Dave Kvam, Police Sergeant C. Approval of Agenda Commissioner Liddell motioned to approve the agenda. Commissioner Meehan seconded. Ayes: All The motion passed. D. Approval of Minutes: Commissioner Liddell motioned to approve the Meeting Minutes for April 26, 2017. Commissioner Meehan seconded. Ayes: All The motion passed. E. New Business 1. Consider Approval of Background Investigations for Suburban Law Enforcement Police Trainee Candidates and Certify Names for Vacancy Ms. Rameaux addressed the Commission and answered questions regarding the background investigations for police trainee candidates. Commissioner Liddell motioned to approve the backgrounds of candidates A through D. Commissioner Meehan seconded. Ayes: All The motion passed. Commissioner Liddell motioned to certify the names of candidates A through D for the vacancy. Commissioner Meehan seconded. Ayes: All The motion passed. F. Unfinished Business G. Commission Presentations H. Staff Presentations Ms. Rameaux addressed the Commission regarding the Director of Public Safety recruitment process and the timeline. I. E1 AMENDED MEMORANDUM TO: Police Civil Service Commission FROM: Terrie Rameaux, Human Resource Coordinator/Staff Liaison Mike Funk, Assistant City Manager/Human Resource Director DATE: May 30, 2017 SUBJECT: Consider approval to temporarily amend the Police Civil Service Rules and Regulations, Section 12(b) to allow the Commission to certify the top four eligible persons to the City Manager in the Public Safety Director/Police Chief Recruitment Process Introduction The Commission approved a recruitment process for the Public Safety Director/Police Chief position at their March 22, 2017 Commission meeting. That process authorized a comprehensive background investigation on the top three finalists from the certified eligibility list for the Public Safety Director/Police Chief position. Human Resources is requesting a temporary amendment to Section 12(b) of the Rules and Regulations to authorize the top four finalists to continue on to the background investigation process. Background In accordance with the Police Commission Rules and Regulations, Section 12(b), the Commission shall certify to the City Manager the names of the top three eligible persons from the Eligibility List with respect to the position being filled. Staff is asking the Commission to consider temporarily amend Section 12(b) allowing the Commission to certify the top four eligible person from the list to be certified and backgrounded for the Public Safety Director/Police Chief recruitment process as a result of the closeness of the final exam scores of the top candidates for this crucial recruitment. Section 28(a) allows for the rules to be amended at any time by a two-thirds vote of all Commissioners at any meeting. Recommendation Staff is recommending the Commission approve a temporary amendment to Section 12(b) of the Rules and Regulations to certify the top four candidates to the City Manager for this process only. E2   MEMORANDUM         TO: Police Civil Service Commission   FROM: Terrie Rameaux, Human Resource Coordinator/Staff Liaison Mike Funk, Assistant City Manager/Human Resource Director   DATE: May 30, 2017   SUBJECT: Consider Approval and Acceptance of Exam Results from Public Safety Director/Police Chief Process, Establish and Certify Eligibility List       Introduction   In accordance with the Police Civil Service Rules and Regulations, Section 10(b), it is the Commission’s responsibility to establish/create an eligibility list of all sworn positions in the City, including the Public Safety Director/Police Chief position, based on the final scoring of the exam results.   Background   Attached are the detailed exam results from Phase One and Phase Two of the Public Safety Director/Police Chief recruitment process. Phase One scores consist of the candidates’ scored application based on minimum qualifications and preferred qualifications, supplemental questions, and the Personnel Evaluation Profile.   Phase Two consists of the final weighted score from Phase One, the average scores from three structured panel interviews, and an online leadership and skills assessment (Executive Achiever).   In accordance with the approved recruitment process for this position, the top four candidates shall be certified for vacancy, pending background investigations. After the background investigations have been completed, background summary reports will be brought to the Commission for their review and approval.   Recommendation   Staff is recommending the Commission 1) approve and accept the exam results for the Public Safety Director/Police Chief, 2) establish and certify the eligibility list, and 3) certify the top four candidates pending background investigations.   Attachments   1.
