Ms. Rameaux and Chief Schnell addressed the Commission and
answered questions regarding the background investigations for the
Police Officer Candidates.
Commissioner Meehan motioned to approve the Background
Investigations for the Police Officer Candidates on the Eligibility List.

2. Consider Approval of Non-Traditional Suburban Law Enforcement
Training Recruitment Process
Ms. Rameaux and Chief Schnell addressed the Commission and
answered questions regarding the non-traditional Suburban Law
Enforcement Training Recruitment process.
Commissioner Meehan motioned to approve the City continuing to take
part in the Non-Traditional Suburban Law Enforcement Training
Recruitment Process. Commissioner Birkholz seconded. Ayes: All

3. Consider Approval of Public Safety Director/Police Chief
Recruitment Process
Ms. Rameaux and Mr. Funk addressed the Commission and answered
questions regarding the proposed recruitment process.
Commissioner Meehan motioned to approve the job description and to
approve the hiring process.

SUBJECT: Consider Approval to De-certify Current Police Officer Eligibility List
Introduction/Background
Police Chief Schnell is requesting that the Commission de-certify the existing police
officer eligibility list. Under Section 10 (d), as amended in December 2013, “an eligibility
list will be maintained from the date approved by the Commission until a
recommendation from staff to de-certify the list is brought before the Commission for
their consideration.” The list was certified on October 28, 2016.
Recommendation
It is recommended that the Police Civil Service Commission de-certify the existing
eligibility list dated October 28, 2016.

SUBJECT: Consider Approval and Acceptance of Exam Results from Suburban
Law Enforcement Police Trainee Process, Establish and Certify
Eligibility List
Introduction
In accordance with the Police Civil Service Rules and Regulations, Section 10(b),
Police Chief Paul Schnell is requesting that the Commission review the attached
exam results from the Suburban Law Enforcement Police Trainee recruitment
process and accept the results, establish and certify the eligibility list.
Background
The interview process for the Suburban Law Enforcement Police Trainee program
has been completed. This unique, non-traditional recruitment process was a joint
effort initiated by the cities of Bloomington and St. Louis Park. Maplewood, along
with Eagan, Hastings, and the Metropolitan Airport Commission joined later in the
process.
Maplewood’s participation started by finishing up the last two days of first-round
interviews. Then, a Maplewood Police Department panel conducted second round
interviews on the top 41 candidates, based on the candidates’ scores from first-
round interviews. Based on the average score from Maplewood’s Police
Department panel, the top 11 candidates participated in a Chief’s interview with
Police Chief Schnell and Commander Shortreed.
Due to the urgency of needing to commit to participating in this joint effort, no pre-
determined components and weighting were established by the Commission.
However, the six entities involved agreed that the list from which they would hire
would be based on the last interview they conducted with their selected
candidates. For the City of Maplewood, that is the Chief’s interview.
Police Chief Schnell has sent background packets out to the top seven candidates
at this time. The Chief will provide a status update at the meeting.
Attached are the detailed exam results from Maplewood’s second round
interviews, the final scores from the Chief’s interviews, as well as the final eligibility
list for the Maplewood Suburban Law Enforcement Police Trainee.
Recommendation
Staff is recommending the Commission 1) approve and accept the exam results
for the Suburban Law Enforcement Police Trainee process, and 2) establish and
certify the eligibility list.
