Ms. Rameaux and Chief Schnell addressed the Commission and
answered questions.

Officer.

Recruitment Process and Posting for Police Officer
Ms. Rameaux and Chief Schnell addressed the Commission and
answered questions.

SUBJECT: Review and Accept Exam Results for Police Officer, Establish
and Certify Police Officer Eligibility List
Introduction/Background
In accordance with the Police Civil Service Rules and Regulations, Section 10(b),
Police Chief Paul Schnell is requesting that the Commission review the attached
exam results from the recent recruiting process for police officer and accept the
results, then establish and certify the attached eligibility list.
Discussion
In August 2016, the City initiated an external recruitment process as was approved
at the April 22, 2016 meeting. The process entailed four Phases:
Phase One – Eligibility Determination and Supplemental Questions
Phase Two – Three structured panel interviews
Phase Three – Cooper Institute Fitness Test
Phase Four – Chief’s interview and Timed Writing Assessment; candidates
must also complete the online Personnel Evaluation Profile (PEP).
The City currently utilizes NeoGov, a public sector online HR recruitment software
system. For this police officer recruitment process, there were 1,344 hits/views on
this job posting; 135 online applications received; 65 of the 135 candidates
returned their supplemental questions as part of Phase One.
The top 25 based on the combined scoring of Phase One proceeded on to Phase
Two; 4 candidates withdrew from the process, 1 was not POST eligible by
September 30, 2016, as stipulated in the posting; 4 candidates were no-shows for
their interviews; 1 candidate did not pass Phase Three—fitness test.
Fifteen candidates proceeded on to Phase Four—the Chief’s interview and timed
writing assessment. These 15 candidates are in the process of completing the last
component of Phase Four—the Personnel Evaluation Profile (PEP). The PEP is
being utilized as an additional tool in the backgrounding process.

Recommendation
Staff is recommending the Commission: 1) review and accept the exam results for
police officer; 2) establish and certify the eligibility list for police officer.
