Adjourn D MEMORANDUM TO: Police Civil Service Commission FROM: Terrie Rameaux, Human Resource Coordinator/Staff Liaison DATE: February 1, 2016 SUBJECT: Rotate Chair and Secretary Introduction / Background In accordance with MN State Statute 419, the Commission is to hold a mandatory meeting the first Monday in February. This is the time when the Chair’s seat rotates to the Commission member who is currently in the last year of their term. Commission Member Debra Birkholz is in the last year of her term which expires 12/31/16. This is also the meeting at which a new Secretary is elected. Past practice has been that the Commission member in the second year of their term serve as Secretary. Commissioner Jim Meehan is in the second year of his term. Recommendation It is recommended that Commissioner Debra Birkholz become the new Chair for 2016 and Commissioner Jim Meehan become the new Secretary for 2016. Roll Call Commissioners: Lisa Liddell, Chair, present Debra Birkholz, Secretary, absent Jim Meehan, Commissioner, present Others: Terrie Rameaux, Staff Liaison, present Paul Schnell, Police Chief, present Mike Funk, Assistant City Manager / HR Director, present Mike Shortreed, Police Sergeant, present 3. Approval of Agenda Commissioner Liddell motioned to approve the agenda. Commissioner Birkholz seconded. Ayes: All The motion passed. 4. Approval of Minutes: a. July 13, 2015 Commissioner Liddell motioned to approve the Meeting Minutes for April 30, 2015. Commissioner Meehan seconded. Ayes: All The motion passed. 5. New Business a. Discussion of Police Department Reorganization Ms. Rameaux, HR Director Mike Funk and Chief Schnell addressed the Commission, went over the report and answered questions. No action was required. 7. Commissioner Meehan seconded. Ayes: All The motion passed. Agenda Item F.1 AGENDA REPORT TO: Police Civil Service Commission FROM: Terrie Rameaux, Human Resource Coordinator/Staff Liaison SUBJECT: Approval to De-certify Current Police Officer Eligibility DATE: February 1, 2016 Introduction/Background Police Chief Schnell is requesting that the Commission de-certify the existing police officer eligibility list. Under Section 10 (d), as amended in December 2013, “an eligibility list will be maintained from the date approved by the Commission until a recommendation from staff to de-certify the list is brought before the Commission for their consideration.” The list was certified over 1 year ago—January 8, 2015. Recommendation After discussion, recommend the Commission de-certify the existing eligibility list dated January 8, 2015. Agenda Item F.2 AGENDA REPORT TO: Police Civil Service Commission FROM: Terrie Rameaux, Human Resource Coordinator/Staff Liaison SUBJECT: Approval of Proposed Internal Police Officer Recruitment Process and Posting DATE: February 1, 2016 BACKGROUND Police Chief Schnell is requesting that the Commission review and approve the initiation of a new internal recruiting process for police officer to establish a new eligibility list. There is currently one police officer vacancy. Attached are: 1) the draft job posting, and 2) a summary of the proposed process for an internal police officer recruitment. Chief Schnell will explain in more detail the proposed recruitment process. RECOMMENDATION After discussion, recommend the Commission approve: 1) the draft posting, and 2) the proposed internal recruitment process for police officer.
