TO: Police Civil Service Commission

SUBJECT: Rotate Chair and Secretary
Introduction / Background
In accordance with MN State Statute 419, the Commission is to hold a mandatory
meeting the first Monday in February. This is also the time when the Chair’s seat
rotates to the Commission member who is currently in the last year of their term.
Commission Member Lisa Liddell is in the last year of her term which expires 12/31/15.
This is also the meeting at which a new Secretary is elected. Past practice has been
that the Commission member in the second year of their term serve as Secretary.
Commissioner Debra Birkholz is in the second year of her term.
Recommendation
It is recommended that Commissioner Lisa Liddell become the new Chair for 2015 and
Commissioner Debra Birkholz become the new Secretary for 2015.

Commissioner Birkholz motioned to approve the agenda.
Commissioner Meehan seconded. Ayes: All

4. Approval of Minutes:

Commissioner Meehan motioned to approve the Meeting Minutes for December
8, 2014.
Commissioner Birkholz seconded. Ayes: All
The motion passed.
5. New Business
a. Review and accept exam results for police officer process, establish
eligibility list and certify candidates on list
Ms. Rameaux and Chief Schnell addressed the Commission and went over the
report and answered questions.
Commissioner Birkholz motioned to accept exam results, establish eligibility list
and certify candidates on list.
Commissioner Meehan seconded. Ayes: All
The motion passed.

Ms. Rameaux reminded the commission that the statutory meeting will be held
on Monday, February 2, 2015.

SUBJECT: Review/Approve Backgrounds for Police Officer Candidates and Certify
Names for Vacancies
Introduction/Background
The Police Department has completed backgrounding the first five candidates on the
eligibility list. Police Chief Schnell is requesting that the Commission review and
approve the attached completed background investigations on candidates #1 through
#5, which have been randomly labeled A through E for anonymity. Upon review and
approval, he requests the Commission certify the names of these candidates.
Upon certification, the next step is to make conditional offers to two of them, with
approval of the City Manager. Then the two candidates must complete and pass the
pre-employment physical, physical agility and the psychological exams.
Recommendation
Recommend review, approval and certification of police officer candidates #1 through
#5 on the eligibility list.
