Approval of Agenda Commissioner Meehan motioned to approve the agenda. Commissioner Liddell seconded. Ayes: All The motion passed. 4. Rotation of Chair and Secretary Commissioner Liddell motioned to elect Jim Meehan as the chair of the commission. Commissioner Meehan seconded. Ayes: All The motion passed. Commissioner Meehan motioned to elect Lisa Liddell as the secretary of the commission. Commissioner Liddell seconded. Ayes: All The motion passed. 5. Approval of Minutes: a. December 5, 2013 Commissioner Meehan motioned to approve the Meeting Minutes for December 5, 2013. Commissioner Liddell seconded. Ayes: All The motion passed. 6. New Business a. Administrative Reorganization of Police Department 1.) Review and Approve Proposed Reorganization Chief Schnell addressed the commission and went over the report and answered questions. Commissioner Liddell motioned to approve the proposed reorganization. Commissioner Meehan seconded. Ayes: All The motion passed. 2.) Review and Approve Job Description and Posting for Commander Ms. Rameaux addressed the commission and went over the report and answered questions. Commissioner Liddell motioned to approve the job description for the commander position. Commissioner Meehan seconded. Ayes: All The motion passed. Commissioner Liddell motioned to approve the posting for the commander position. Commissioner Meehan seconded. Ayes: All The motion passed. 3.) Approve Reclassification of Deputy Chief Ms. Rameaux and Chief Schnell addressed the commission and went over the report and answered questions. Commissioner Liddell motioned to approve the reclassification of the Deputy Chief to Divisional Commander pending the city planned market study. Commissioner Meehan seconded. Ayes: All The motion passed. 5a AGENDA REPORT TO: Police Civil Service Commission FROM: Terrie Rameaux, Human Resource Coordinator/Staff Liaison DATE: March 3, 2014 SUBJECT: Review and Accept Exam Results for Police Commander, Establish Police Commander Eligibility List; Certify Eligibility List Introduction/Background In accordance with the Police Civil Service Rules and Regulations, Section 10(b), Police Chief Paul Schnell is requesting that the Commission review the attached exam results from the process and accept the results, establish the attached eligibility list, and certify the list. This will then allow Chief Schnell to appoint the candidate into the second Police Commander position within the department’s new reorganization. Recommendation Staff is recommending the Commission 1) review and accept the exam results for police commander; 2) establish the eligibility list for police commander; and lastly, 3) certify the list. Attachments— #1 – Police Commander Exam Results—Commissioners Only #2 – Police Commander Eligibility List—Commissioners Only 5b AGENDA REPORT TO: Police Civil Service Commission FROM: Terrie Rameaux, Human Resource Coordinator/Staff Liaison DATE: March 3, 2014 SUBJECT: Review and Approve Updated Job Descriptions for Police Sergeant and Police Lieutenant Introduction/Background Staff is requesting that the Commission discuss, review and approve the attached revised job descriptions for police sergeant and lieutenant to reflect the new reorganization in the Police Department. This is also being requested in conjunction with a compensation study to be conducted later this year for the City by an outside entity. Chief Schnell will explain in more detail the changes to these two job descriptions and the reasons for the changes. Recommendation After discussion, recommend the Commission approve the revised job descriptions for police sergeant and police lieutenant. Attachments— #1 – Draft Job Description—Police Sergeant #2 – Draft Job Description—Police Lieutenant 5b—Attachment #1 POSITION PROFILE Effective Date: March 20114 Position Title: Police Sergeant Status: Exempt Department: Police Department Approved: Accountable to: Police Lieutenant Primary Objectives Performs supervisory and responsible police work involving the protection and safety of the community through prevention and control of crime, preserving peace, regulating traffic, and providing emergency services; and performs related duties as required. Supervision Received Works under the administrative supervision of the a Police Commander hief and Deputy Police Chief and general and technical supervision from Police Lieutenants. Supervision Exercised Provides general and technical supervision to Police Officers, CSOs, civilian staff or interns. MAJOR AREAS OF ACCOUNTABILITY The listed examples may not include all duties performed by all positions in this class. Duties may vary somewhat from position to position within a class. * 1. Oversees the work of uniformed officers; assigns and reviews work; trains and coaches officers; recommends or administers discipline as authorized; conducts performance appraisals; investigates and recommends resolution of first step grievances. * 2. Advises and directs officers in the proper enforcement of laws and ordinances; inspects officers' uniforms for proper condition. * 3. Acts as a liaison to the public; responds to questions and concerns, takes reports of crimes committed and responds or refers as appropriate. * 4. Reviews reports of officers and/or CSOs for completeness and accuracy, recommends further action or directs corrections to be made. 5. Maintains time records including hours worked, shift exchanges, vacation or compensatory time taken, sick leave used, and overtime hours worked; approves time off and overtime. 6. Handles initial complaints on officers; conducts preliminary investigations and directs to Police Lieutenant, Deputy Police Commander Chief or Police Chief for further action or responds as warranted. Assumes control of crime or accident scene as ranking officer; determines when to terminate a search or chase; notifies superior officers of major incidents; oversees evidence handling and transport and crime scene processing. 10. Issues complaints and citations, and drafts and executes warrants in accordance with state law or department policy. * 11. Assists and coordinates response with other agencies such as the county, area communities, BCA, FBI, ATF, Secret Service, and the State Patrol as needed; acts as backup to mutual aid participants. 12. Acts as a liaison with local, county, state and federal agencies including human service agencies; coordinates assistance as appropriate. * 13. MINIMUM QUALIFICATIONS  Bachelors Associate degree in criminal justice, police administration, law enforcement, or a related field plus 45 quarter college credits and three years of experience as a police officer (completion of paramedic training will be considered equivalent to the third year of college). Supervision Received Works under the general supervision of the Police Commander of Patrol Operations Deputy Police Chief and administrative supervision of the Police Chief. Supervision Exercised Provides general supervision to Police Sergeants and other department staff. MAJOR AREAS OF ACCOUNTABILITY The listed examples may not include all duties performed by all positions in this class. Duties may vary somewhat from position to position within a class. 1. Supervises Police Sergeants and other department staff; assigns and reviews work; enforces policies and labor agreements; approves time worked, time off and overtime; trains and coaches; administers or recommends rewards; administers discipline up to and including short suspensions; and conducts performance appraisals. 2. Advises and directs sergeants in the proper enforcement of laws, ordinances, policies and practices. 3. Advises sergeants on resolution of grievances; recommends resolution to the Police Chief as requested. 4. Assists in planning joint-agency crime prevention and investigative efforts and coordinates response with other agencies such as the county, area communities, BCA, FBI, ATF, Secret Service, and the State Patrol as needed. 9. Analyzes crime trends and researches and assists in developing operational programs in response. 10. Reviews draft policy and procedural revisions and recommends changes as needed; recommends new policies and procedures. 11. Prepares or oversees preparation of necessary reports and other forms and correspondence as required. 12. Assists with research on major purchases such as squad equipment and other related equipment. 13. Makes recommendations and assists in preparing the department budget and annual report. 14. Oversees the orientation program for new hires, and for promoted or reassigned staff. 15. Four years of college in criminal justice, police administration, law enforcement, public administration, management, or a related field and two years of experience as a Police Sergeant. (No substitution for education). The sergeant experience must have been in a community serving a population of 20,000 or more or in a department with 30 sworn officers or more to be considered equivalent.  Must be licensed as a peace officer in the State of Minnesota.  Must possess and maintain a valid Minnesota driver's license or an equivalent out-of-state license. **As of June 1, 2007, the educational requirement will increase to a Bachelor’s Degree in one of the above listed areas with no substitution for education. All other requirements will remain the same. * Note: Asterisked items are essential to the job.
