The meeting should be closed as it is Attorney/Client privileged information being discussed. Agenda Item 5.b AGENDA REPORT TO: Police Civil Service Commission FROM: Terrie Rameaux, Human Resource Coordinator/Staff Liaison Chuck Bethel, HR/Labor Relations Attorney SUBJECT: Confidential Personnel Matters involving Private Data--*Declaration of Intent to Close Meeting DATE: March 27, 2013 BACKGROUND The deadline for Police Chief applications was March 22, 2013. We received 20 applications, two of which clearly do not meet the qualifications established by the Commission. It is requested that the Civil Service Commissioners review each of the remaining candidate application packets and be prepared to discuss them as a group. Because of the private data, this portion of the meeting should be closed to allow for a more free flow of discussion of the applicants, their education, qualifications and experience in an effort to help the Commission narrow down the candidate pool to approximately 5-8 top candidates. RECOMMENDATION Recommend that this portion of the meeting be closed so that the Commission can review and discuss each of the applicants for police chief, and then provide Ms. Rameaux with a list of the top candidates who will continue on in the process—the panel interviews and management assessment testing. This portion of the meeting should be closed to allow a free flow of discussion in developing interview questions and to prevent the compromise of objectivity, fairness, and integrity of the police chief examination process. RECOMMENDATION Recommend closing this portion of the meeting to develop oral interview questions for the structured panel interview process for police chief.
