Alan Kantrud, City Attorney SUBJECT: Rotate Chair and Secretary DATE: January 25, 2013 BACKGROUND In accordance with MN State Statute 419, the Commission is to hold a mandatory meeting the first Monday in February. This is also the time when the Chair’s seat rotates to the Commission member who is currently in the last year of their term. Commission Member Debra Birkholz is in the last year of her term which expires 12/31/13. This is also the meeting at which a new Secretary is elected. Past practice has been that the Commission member in the second year of their term serve as Secretary. Commissioner Jim Meehan is in the second year of his term. RECOMMENDATION It is recommended that Commissioner Debra Birkholz become the new Chair and Commissioner Jim Meehan become the new Secretary for 2013. Approval of Agenda Commissioner Birkholz motioned to approve the agenda. Commissioner Meehan seconded the motion. Ayes: All Motion approved. 4. Approval of Minutes: a. February 6, 2012 Chair Liddell asked for revision on item two, change her roll call status to present and change Commissioner Birkholtz’s roll call title to commissioner. Chair Liddell motioned to approve the minutes as revised. Commissioner Birkholtz seconded the motion. Ayes: All Motion approved. 5. New Business a. Request to extend current eligibility list Chair Liddell motioned to extend the current eligibility list for an additional year. Commissioner Meehan seconded the motion. Ayes: All Motioned approved. b. Review and approve background for police officer candidate and certify name for vacancy Chair Liddell motioned to approve the background for police officer candidate 13. Commissioner Meehan seconded the motion. Ayes: All Motion approved. Chair Liddell motioned to certify police officer candidate 13 for vacancy. Commissioner Meehan seconded the motion. Ayes: All Motion approved. c. Request to remove police officer candidate from eligibility list Chair Liddell motioned to remove police officer candidate 19 from the eligibility list. Chief Thomalla updated the commission on the staffing of the department and informed the commission that the sergeant eligibility list has expired and if it became necessary to fill sergeant vacancy, a new list would need to be generated. 10. Adjourn The meeting adjourned at 8:13 am Agenda Item 6.a AGENDA REPORT TO: Police Civil Service Commission FROM: Terrie Rameaux, Human Resource Coordinator/Staff Liaison Jim Antonen, City Manager SUBJECT: Review and Approve Job Description and Qualifications for Police Chief Position DATE: January 25, 2013 BACKGORUND As the Commission is aware, the City currently has a Police Chief vacancy due to the retirement of former Police Chief Thomalla. The City is requesting that the Commission review the attached job description and the minimum qualifications for Police Chief and discuss and approve any necessary revisions. Human Coordinator Terrie Rameaux has also provided a summary of other cities’ minimum qualifications, as well as preferred qualifications, for their police chief position. The job description is the basis for the job posting which is the first step in the recruitment process for this position. RECOMMENDATION After review and discussion of the job description and the minimum qualifications, it is recommended that the Commission approval the job description and any revisions, which shall be used as a basis for the official job posting. Supervision Received Works under the general or administrative supervision of the City Manager as a department head. Supervision Exercised Provides general supervision over all departmental staff either directly or through supervisory staff. MAJOR AREAS OF ACCOUNTABILITY * 1. Plans, directs, manages and evaluates police personnel and operations, coordinates law enforcement and crime prevention activities. * 2. Evaluates crime prevention and control policies and keeps abreast of the latest improvements in the field of law enforcement science. * 3. Assumes personal command, as per department policy, for major police emergencies or situations; advises and directs personnel in proper enforcement of laws and ordinances and revises or assists in revising ordinances as needed. 4. Develops long- and short-term goals for the department and oversees implementation; develops and administers programs as needed to improve service to the community and prevent and/or deter crime. * 5. Determines staffing and equipment needs for police service, approves purchase requests and oversees the preparation of an annual police budget for review by the City Manager. Administers the Police Operations budget, oversees contracts services, oversees or approves major expenditures and manages inventory, assets and special funds. 7. Alan Kantrud, City Attorney Charles Bethel, HR Labor Relations Attorney SUBJECT: Review and Approve Police Chief Recruitment and Exam Process-- *Declaration of Intent to Close Meeting DATE: January 25, 2013 BACKGORUND In accordance with the Police Civil Service Commission Rules and Regulations, the Commission has control over the examination and hiring process for all sworn officers, including Police Chief. The City Manager will present to the Commission his recommendations for an open competitive recruitment for police chief. Then, in an effort to preserve the objectivity, integrity and fairness of the recruitment process, the staff and City Attorney will recommend that the Commission close this session as allowed by state statute to discuss the development for the Police Chief Exam process, and provide for an open dialogue with the City Attorneys in seeking their guidance on how best to proceed. RECOMMENDATION Review and approve exam components/strategies for Police Chief recruitment.
