POLICE CIVIL SERVICE COMMISSION

1. Call to Order

Commissioners: Debra Birkholz, Chair, present

Dave Kvam, Acting Police Chief, present
3. Approval of Agenda
Commissioner Meehan motioned,to approve the agenda.
Chair Birkholz seconded. Ayes: All
The motion passed.
4. Approval of Minutes:
a. May 13, 2013
Commissioner Meehan motioned to approve the Meeting Minutes for May 13, 2013.
Chair Birkholz seconded. Ayes: All
The motion passed.
5. New Business
a. Review and approve backgrounds for the Police Chief Finalists '
Ms. Rameaux addressed the commission and went over the report with the
Commission.
Commissioner Meehan motioned to approve the backgrounds for candidates 1, 2
and 3.
Chair Birkholz seconded- Ayes: All
The motion passed.
Mr. Ahl addressed the commission and answered questions about the process.
b. Accept exam results for Sergeant process and establish eligibility
list
Ms. Rameaux addressed the commission and went over the report.
Commissioner Meehan motioned to accept the exam results for the Sergeant
process.
Chair Birkholz seconded.
The motion passed.
Ayes: All
Commissioner Meehan motioned to accept the eligibility list for the Sergeant.
Chair Birkholz seconded. Ayes: All
The motion passed.
c. Certify candidates for Sergeant position
Commissioner Meehan motioned to certify the eligibility list for the Sergeant.
Chair Birkholz seconded. Ayes: All

Acting Chief Kvam addressed the commission regarding possibly allowing the Chief
to offer more of an opinion on approving or rejecting a candidate based on the
interaction with that candidate during the background process, which might include
other factors that would deem the candidate not necessarily a good hire for
Maplewood.
Acting Chief Kvam also mentioned that there are several openings due to recent
retirements and terminations. He mentioned the possibility of exploring an internal
recruitment which would be extended to include Maplewood's Police Reserves.
Reserves are not considered city employees. City Attorney Kantrud stated that this
is a good idea but that the criteria would need to be articulated clearly to the
candidates. Further research is needed. There was also discussion regarding
vacating the current list to start a new process.
