3. Approval of Agenda
Commissioner Meehan motioned to approve the agenda.
Chair Birkholz seconded. Ayes: All
The motion passed.
4. Approval of Minutes:
a. June 24, 2013
Commissioner Meehan motioned to approve the Meeting Minutes for June 24, 2013.
Chair Birkholz seconded. Ayes: All
The motion passed.
5. New Business
a. Attorney/Client Privilege to Discuss Matters of Litigation--*Declaration
of Intent to Close Meeting
Commissioner Meehan motioned to close the meeting.
Chair Birkholz seconded. Ayes: All
The motion passed
Chair Birkholz reopened the meeting.
b. Discuss and Approve Revised Police Officer Job Description, Proposed
Recruitment Process and Posting
Ms. Rameaux addressed the commission and went over the agenda report and
attachments.
Chief Schnell went over the new proposed recruiting process and the changes to the job
description and answered questions.
Commissioner Meehan motioned to approve the revised Police Officer job description,
proposed recruitment process and posting.
Chair Birkholz seconded. Ayes: All
The motion passed.
c. Discussion on Adding Provision to the Process for
Approving/Rejecting Police Officer Candidate Backgrounds
Ms. Rameaux addressed the commission and went over the report.
Chief Schnell and Deputy Chief Kvam addressed the commission and answered
questions.
No action is required on this item.

7. Visitor Presentations
Council Member Juenemann addressed the commission. She stated the Dispatching
Policy Committee announced that the new CAD for the Consolidated Dispatch is in
process and should be coming online by the end of 2014.
8. Commission Presentations
Chair Birkholz addressed the commission and expressed appreciation for being invited
to the swearing in ceremony and requested to be invited to future swearing in
ceremonies.
9. Staff Presentations
a. Future Hirings—Implications of Upcoming PERA Changes
Chief Schnell addressed the commission and went over the upcoming PERA changes.
b. Alternative Recruitment Opportunities
Chief Schnell addressed the commission and went over alternative recruitment
opportunities. The commission expressed interest in exploring these ideas in the future.
c. Four-Year Degree as a Minimum Qualification for Police Officer Hiring
Chief Schnell and Deputy Chief Kvam addressed the commission and discussed having
the minimum qualification of a four-year degree for police officers. The commission
expressed concern about limiting the candidate pool but would like more information to
explore this idea further.

Commissioner Meehan motioned to adjourn the meeting.
