MAPLEWOOD POLICE CIVIL SERVICE COMMISSION
MINUTES
May 1, 2009
1. Call meeting to order
The May 1, 2009 meeting was called to order at 8:30 a.m.
2. Roll Call
Members Present: Marlene Palkovich
Steve Gunn, Secretary (Acting Chair)
Lisa Liddell, Chair
Others Present: City Manager, James Antonen
Council Member, Kathleen Juenemann
Commission Liaison Terrie Rameaux
Police Chief, David Thomalla
3. Approval of the Agenda
Commissioner Palkovich moved to approve the agenda for May 1, 2009.
Commissioner Liddell seconded the motion.
Ayes – All
4. Approval of February 2, 2009 Meeting Minutes
Commissioner Palkovich asked if they should discuss whether or not Commission Members should be
able to sit in on interviews of police candidates. Chair Gunn suggested stated the discussion of that issue
should be added to new business as item G.
Commissioner Liddell moved to approve the February 2, 2009 Meeting Minutes.
Commissioner Palkovich seconded the motion. Ayes – All
5. New Business
a. Introduction of New City Manager, Jim Antonen, by Staff Liaison
Mr. Antonen introduced himself to the Commission.
b. Review and approve backgrounds for police officer candidates and certify names for vacancy
The candidate’s background reports were provided to the commission members, candidates 9, 13
and 14.
Commissioner Palkovich moved to approve the background check for candidate number 9.
Commissioner Liddell seconded the motion. Ayes - All
Commissioner Liddell moved to certify candidate number 9’s name for vacancy.
Commissioner Palkovich seconded the motion. Ayes - All
Commissioner Palkovich expressed concern over the numerous jobs held by candidate #13.
Chief Thomalla explained that the high number of jobs found in the background check could be
concerning but the focus should be put on the performance and the reasons for leaving each job.
Commissioner Liddell moved to approve the background check for candidate #13.
Commissioner Palkovich seconded the motion. Ayes - All

Commissioner Palkovich moved to certify candidate #13’s name for vacancy.
Commissioner Liddell seconded the motion. Ayes – All
Commissioner Palkovich voiced concern over candidate #14’s little things that are in the personal
history of the background report. Chief Thomalla pointed out that the candidate is still receiving
recommendations from current and past employers and that he does not see these issues as major
issues.
Commissioner Liddell moved to approve the background check for candidate #14.
Commissioner Palkovich seconded the motion. Ayes - All
Commissioner Liddell moved to certify candidate #14’s name for vacancy.
Commissioner Palkovich seconded the motion. Ayes – All
c. Accept exam results for Deputy Chief process and establish eligibility list
Chief Thomalla went over the exam process for the Commission. The Commission went over the
exam process and discussed the results.
Commissioner Liddell moved to accept the exam results for Deputy Chief Candidates.
Commissioner Palkovich seconded the motion. Ayes - All
d. Certify candidates for Deputy Chief position
Commissioner Liddell moved to certify the eligibility list in the order in which the exam results
placed them.
Commissioner Palkovich seconded the motion. Ayes – All
e. Accept exam results for Sergeant process and establish eligibility list
Commissioner Palkovich moved to accept the exam results for Sergeant Candidates.
Commissioner Liddell seconded the motion. Ayes - All
f. Certify candidates for Sergeant position
Commissioner Liddell moved to certify the seven candidates that qualify.
Commissioner Palkovich seconded the motion. Ayes – All
Councilmember Juenemann addressed the Commission, acknowledging how important it is to the
city that City of Maplewood has a Civil Service Commission. The quality of the Maplewood Police
Department is because of the Civil Service Commission. Commissioner Juenemann thanks the
Commission, Chief Thomalla and all of the officers of the department.
The Commission agreed with Council Member Juenemann that the City of Maplewood’s high
standards for the police hiring process and promotability from within the department has attributed
to high quality of the Maplewood police force.
g. Commission Members Sitting in on Interviews
Commissioner Palkovich expressed that the commissions would not have any input during the
interviews but would like to be able to put faces to the names they see on paper. Commissioner
Palkovich also suggested that once the names have been certified, she would like the candidates to
come in to a meeting and introduce themselves, so the Commission can put a face to the name.
Chief Thomalla said that is not a problem to sit in on any part of the testing process. He will also
invite the candidates that are promoted to come and introduce themselves to the Commission during
the next meeting.

7. Staff Presentations
Chief Thomalla thanked Commissioner Palkovich for her upcoming article in the Maplewood Monthly,
recognizing Maplewood Police Officers and police officers in general during the week beginning May
11th, Law Enforcement Week.

The meeting adjourned at 9:21 a.m.
