ENVIRONMENTAL AND NATURAL RESOURCES COMMISSION

1. CALL TO ORDER
Chairperson Lates called a meeting of the Environmental and Natural Resources
Commission to order at 7:01 p.m.

3. APPROVAL OF AGENDA
Vice-Chairperson Edwards moved to approve the February 25, 2025, Environmental and
Natural Resources Commission meeting agenda.
Seconded by Commissioner Guell. Ayes – All
The motion passed.
4. APPROVAL OF MINUTES
a. January 22, 2025
Commissioner Saunders-Pearce moved to approve the January 22, 2025,
Environmental and Natural Resources Commission meeting minutes as written.
Seconded by Commissioner Cryer. Ayes – Commissioners Cryer,
Edwards, Guell, Redmond,
Saunders-Pearce
Abstain – Commissioners Bryan and

The motion passed.

5. NEW BUSINESS
a. Ramsey County Climate Equity Action Plan
Environmental Planner Finwall introduced Gregory Goodwine, Health Educator
with Ramsey County, who is present to discuss the Ramsey County Climate
Equity Action Plan.
Gregory Goodwine, Health Educator presented the Ramsey County Climate
Equity Action Plan which includes six focus areas including clean transportation,
thriving communities, healthy lives, clean energy and efficient buildings, climate
smart natural land, and clean economy.
The Environmental and Natural Resources Commission discussed the City of
Maplewood’s Climate Mitigation Plan and partnership opportunities with Ramsey
County. The Commission also discussed the City’s Climate Mitigation planning
process and how it will continue once the City Council holds their annual
strategic planning in the spring.
Chairperson Lates made a motion to support and encourage the City County to
include sustainability and climate actions as strategic priorities when updating the
City’s strategic goals.

The motion passed.
b. Review of Draft 2025 Trash and Recycling Work Plans
Environmental Planner Finwall introduced the draft 2025 Trash and Recycling
Work Plans. The Commission had the following feedback:
• The education tags should include a QR code which brings residents to
translated versions of the education tag, and graphics to increase
outreach and education.
• The trash work plan should include outreach efforts and metrics for the
new food scraps pick up program.
• The trash work plan should include a review of the late fees to ensure the
fees are being charged according to the new contract.
• The trash work plan should include a review of the yard waste billing to
determine if Republic Services can bill this service monthly instead of
seasonally.

6. UNFINISHED BUSINESS
a. 2025 Work Plan and Environmental Priorities
Environmental Planner Finwall introduced the 2025 Work Plan and
Environmental Priorities. The Commission recommended the following
environmental priorities in addition to the work plan items that were reviewed last
month:
• Tours: Ramsey County Environmental Center, Capital Region Watershed
District.
• Presentations: Ramsey County Climate Action Plan, Friends of
Maplewood Nature, Maplewood Municipal Stormwater Plan,
BizRecycling.
• Environmental Education and Outreach: Spring Clean Up and Waterfest

9. STAFF PRESENTATIONS
Environmental Planner Finwall updated the Environmental and Natural Resources
Commission on the following:
a. Consider Rescheduling Monthly ENR Commission Meetings: Survey results
reflect all Commissioners are available for rescheduling the meetings to the
second Wednesday of the month at 6 p.m. City staff will review the process for
rescheduling the meetings and update the Commission in March.
b. Arbor Day Tree Sale
1) Online Order March 3-May 2
2) Tree Pick Up May 17 and 19
c. Arbor Day Tree Planting Demonstration – May 3, 10 a.m., Edgerton Park
