ADJOURNMENT RULES OF CIVILITY FOR THE CITY COUNCIL, BOARDS, COMMISSIONS AND OUR COMMUNITY Following are rules of civility the City of Maplewood expects of everyone appearing at Commission Meetings - elected officials, staff and citizens. It is hoped that by following these simple rules, everyone's opinions can be heard and understood in a reasonable manner. We appreciate the fact that when appearing at Commission meetings, it is understood that everyone will follow these principles: • Speak only for yourself, not for other Commission members or citizens - unless specifically tasked by your colleagues to speak for the group or for citizens in the form of a petition. • Show respect during comments and/or discussions, listen actively and do not interrupt or talk amongst each other. • Be respectful of the process, keeping order and decorum. Do not be critical of Commission members, staff or others in public. • Be respectful of each other's time keeping remarks brief, to the point and non -repetitive. 2023 Proposed goals and tactics: 1. Use Context Study and SHPO data to identify and inventory potentially historic locations in Maplewood: Outcomes Tactics Timeline Create • Find ways to connect properties with 60 Stories, interactive historical context study, other city material. • Ensure partners and schools are aware of the map for web resource. • Use data as a base to identify a 2023 historic preservation property. 2. Oral history of recent community members: Outcomes Tactics Timeline At least three • Work with MAHS on grant to fund oral history project oral histories • Work with expert to craft questions/script recorded • Conduct interviews Items to be aware of: • Hmong are refugees (not immigrants) • Need to build connections with individuals and family • Interview intergenerational (first generation though today) • Honor the stories (need a depth of interview) 3. Work with Purple Line Station Planners for LS&M Rail Road Team members: Outcomes Tactics Timeline Signage along • Coordinate with Metro Transit, Public Works, and BRT Community Development during station planning process. • Identify aspects of city heritage to commemorate (e.g. LS& M Line, County Rd. D bridge) � g IP-47.a. r7� Nic � O O bA N � a o • ,J N C O S.� Moving the Heritage Preservation Commission to quarterly meetings The Heritage Preservation Commission (HPC) is an advisory body to council. Its members serve to ensure Maplewood is tracking and working to preserve potentially historic structures, parcels, items and culture. In March of 2012, Maplewood was designated as a Certified Local Government through the U.S. Department of the Interior, as recommended by the State Office of Historic Preservation. This designation grants the city broader authority to make local designations. All HPC work is advisory, City Council takes all formal action regarding preservation efforts. While the HPC serves a noble purpose, Maplewood's overall building stock tends to lack architectural and historic significance, relative to many of the communities that have Certified Local Government status. The HPC and its staff liaison have been working from the Maplewood Historic Context Study, which was conducted in 2014 to identify potentially historic structures and parcels. In looking through the list trying to identify potential sites for more formal historic designation, it's become apparent that few such structures are left in the city. Most of the stock in the city that could be deemed historic has fallen into disrepair or has been significantly altered to render it no longer historically significant. STATED AT SEPTEMBER 2023 MEETING BUT NOT IN ORIGINAL DOCUMENT: In the spring of 2023, at a council planning retreat, it was stated, that Maplewood staff focus on core city services that sustainably provide for: • Health • Safety • Overall quality of life For these reasons, staff is recommending to the City Manager resetting HPC meetings from monthly to quarterly. This would ensure all meeting have a purposeful agenda. It would also give staff and commissioners time to fulfill the State Historic Preservation Office's requirements to maintain Maplewood's Certified Local Government Status. If and when a pressing HPC matter arises, a special meeting can be called. The move would also save the city nearly $1,800 in meeting fees and allow the staff liaison to spend time on other core communications functions. ADDENDUM FOR 7/11/24 MEETING: After discussing these issues with new City Manager Sable, it was decided to continue with quarterly meetings.
