CALL TO ORDER Chairperson Guell called a meeting of the Environmental and Natural Resources Commission to order at 7:03 p.m. 2. ROLL CALL Rebecca Bryan, Commissioner Present Joanne Cryer, Commissioner Present Nancy Edwards, Commissioner Present Benjamin Guell, Chairperson Present David Lates, Vice-Chairperson Present Ted Redmond, Commissioner Absent Wes Saunders-Pearce, Commissioner Present Staff Present Shann Finwall, Environmental Planner 3. APPROVAL OF AGENDA Commissioner Edwards moved to approve the November 18, 2024, Environmental and Natural Resources Commission meeting agenda. Seconded by Commissioner Bryan. Ayes – All The motion passed. 4. APPROVAL OF MINUTES a. September 16, 2024 Commissioner Lates moved to approve the September 16, 2024, Environmental and Natural Resources Commission meeting minutes as written. Seconded by Chair Guell. Ayes – All The motion passed. 5. NEW BUSINESS a. New Member Orientation 2 Environmental Planner Finwall outlined the New Member Orientation materials and welcomed Joanne Cryer and Wes Saunders-Pearce to the Commission. b. Resolution of Appreciation for Emma Broadnax, Environmental and Natural Resources Commission. Commissioner Bryan moved to approve the Resolution of Appreciation for Emma Broadnax. Seconded by Chair Guell. Ayes – All The motion passed. 6. UNFINISHED BUSINESS a. Green Building Code Environmental Planner presented the Green Building Code amendments. The Commission had the following feedback: • Add text from the previous code that outlines what projects must be constructed under the new code. • The EV capable definition and requirements should be added to the green standards. • Supply an example of how the social cost of carbon is calculated. • It would be beneficial to see where the existing EV charging stations are located in the City. • There should be an exemption to the 75 percent recycling requirement for construction waste that is found to be hazardous. The Commission will continue their discussion of the Green Building Code amendments during the next Environmental and Natural Resources Commission meeting. 7. VISITOR PRESENTATIONS None 8. COMMISSIONER PRESENTATIONS None 9. STAFF PRESENTATIONS Environmental Planner Finwall updated the Environmental and Natural Resources Commission on the following: a. Recap of October 22, 2024, Ramsey/Washington Recycling and Energy Center Tour. 3 Environmental Planner Finwall and Commissioner Edwards highlighted the tour including how the food scrap bags are sorted out of the trash at the facility, and brought to the SET site in Rosemount to be processed into compost. b. Climate Mitigation Planning Update Chair Guell and Vice-Chair Lates updated the Commission on the Climate Mitigation Team’s work including ranking the action items in each of the goal areas including building and energy, transportation, and waste. The final workshop is scheduled for December 10 to identify resources to implement the actions. c. Environmental Education and Outreach Opportunity: 1) Rice-Larpenteur Winter Warm Up – Saturday, December 21 d. Reschedule January and February 2025 ENR Meetings Due to Holidays – Suggested Dates: 1) January - Wednesday, January 22 or Tuesday, January 28, 2025 2) February - Tuesday, February 25 or Wednesday, February 26, 2025 Environmental Planner Finwall will send a Doodle Poll to Commissioners with the suggested dates. 10. ADJOURNMENT Commissioner Guell made a motion to adjourn the meeting. Seconded by Commissioner Bryan. Ayes – All The motion passed. Chairperson Guell adjourned the meeting at 8:15 p.m.
