appearing at Council meetings, it is understood that everyone will follow these principles:
Speak only for yourself, not for other council members or citizens - unless specifically tasked by
your colleagues to speak for the group or for citizens in the form of a petition.
Show respect during comments and/or discussions, listen actively and do not interrupt or talk
amongst each other.
Be respectful of the process, keeping order and decorum. Do not be critical of council members,
staff or others in public.
Be respectful of each other’s time keeping remarks brief, to the point and non-repetitive.

RESOLUTION PROCLAIMING FILIPINO AMERICAN HISTORY MONTH
WHEREAS, on November 2, 2009, the United States Congress passed House
Resolution 780, officially recognizing October as Filipino American History Month; and
WHEREAS, the celebration of Filipino American History Month in October
commemorates the first recorded presence of Filipinos in the continental United States,
which occurred on October 18, 1587, at Morro Bay, California; and
WHEREAS, this month provides an opportunity to acknowledge the diverse
cultural heritage and achievements of Filipino Americans, who have enriched our nation
in various fields, including arts, education, business, and public service; and
WHEREAS, Filipino Americans have made the City of Maplewood home to the
Philippine Center of Minnesota and greatly contributes to the local and broader culture

and economy which enriches the landscape and the state; and
WHEREAS, the Philippine Center of Minnesota plays a vital role in promoting

American community, fostering understanding and unity within our diverse society;

BE IT RESOLVED by the City Council of the City of Maplewood, Minnesota, as follows:

1.01Matt Frisbie, with Frisbie Companies, has requested approval of design
review and a parking waiver to construct a three-story multi-family building.
1.02The property is located at 2615 Maplewood Drive and is legally described as:
PIN: 09-29-22-12 -0014. Real property in the City of Maplewood, County of
Ramsey, State of Minnesota, described as follows:
Parcel 1:
That part of Lot 8, W.H. Howard's Garden Lots, Ramsey County, Minnesota
lying westerly of a line drawn parallel with and distant 50 feet westerly of Line
A described below. Except the east 455 feet of the west 715 feet of the north
203 feet of said Lot 8. Also except the west 260 feet of said Lot 8.
Parcel 2:
That part of Lot 7, W.H. Howard's Garden Lots, Ramsey County, Minnesota
lying westerly of a line drawn parallel with and distant 50 feet westerly of Line
A described below. Except that part thereof lying westerly of a line drawn
from a point on the north line of said Lot 7 distant 200.00 feet east of the
northwest comer of said Lot 7 to the southwest comer of said Lot 7.
Parcel 3:
That part of Lot 6, W.H. Howard's Garden Lots lying westerly of a line drawn
parallel with and distant 50 feet westerly of Line A described below and that
lies northerly of a line described as follows: Commencing at a point on the

section line for 540.9 feet; thence deflect to the left on a 20 degree 00 minute
curve (delta angle 30 degrees 52 minutes 15 seconds) for 154.35 feet;
thence on tangent to said curve for 125.26 feet; thence deflect to the right on
a 20 degree 00 minute curve (delta angle 31 degrees 36 minutes 04
seconds) for 158.01 feet: thence on tangent to said curve for 93.03 feet;

degrees 29 minutes 30 seconds) for 659.67 feet and there terminating.

Section 2. Site and Building Plan Standards and Findings.
2.01City ordinance Section 2-290(b) requires that the community design review
board make the following findings to approve plans:

1.That the design and location of the proposed development and its
relationship to neighboring, existing or proposed developments and
traffic is such that it will not impair the desirability of investment or
occupation in the neighborhood; that it will not unreasonably interfere
with the use and enjoyment of neighboring, existing or proposed
developments; and that it will not create traffic hazards or congestion.
2.That the design and location of the proposed development are in
keeping with the character of the surrounding neighborhood and are not
detrimental to the harmonious, orderly and attractive development
contemplated by this article and the city's comprehensive municipal plan.
3.That the design and location of the proposed development would provide
a desirable environment for its occupants, as well as for its neighbors,
and that it is aesthetically of good composition, materials, textures and
colors.
Section 3.City Action
3.01The above-described site and design plans are hereby approved based on
the findings outlined in Section 3 of this resolution. Subject to staff approval,
the site must be developed and maintained in substantial conformance with
the design plans date-stamped August 18, 2020. Approval is subject to the
applicant doing the following:
1.If the city has not issued a building permit for this project, repeat this
review in two years.
2.All fire marshal and building official requirements must be met.
3.Satisfy the requirements set forth in the engineering review authored by
Jon Jarosch, September 2, 2020.
4.Satisfy the requirements set forth in the environmental review authored
by Shann Finwall, dated September 10, 2024.
5.The applicant shall obtain all required permits from the Ramsey-
Washington Metro Watershed District.
6.Rooftop vents and equipment shall be located out of view from all sides
of the property.
7.Any identification or monument signs for the project must meet the city's
sign ordinance requirements and be designed to be consistent with the
project's building materials and colors.
8.Prior to the issuance of a building permit, the applicant shall submit for
staff approval the following items:

a.The applicant shall provide the city with a cash escrow or an
irrevocable letter of credit for all required exterior improvements.
The amount shall be 150 percent of the cost of the work.
b.Submit to staff a screening plan detailing that all ordinance
requirements regarding screening on the north parking lot's north
side are met.
c. All civil plans must be updated to meet all requirements of the city
engineer.
d.Revised building elevations showing that all exposed walls of the
basement of this building, on all sides, are faced with material and
color that matches the material and color shown on the third floor of
the building façade.
e.A revised site plan showing at least one speed bump in the north
and southeast parking lots, approximately halfway in the middle of
each parking lot.
f.Submit a revised tree plan that preserves the two maple trees near
the north property line.
g.Submit a survey of the property signed by a licensed surveyor. The
survey shall also include the proof-of-parking spaces.
9.The applicant shall complete the following before occupying the building:
a.Replace any property irons that were removed because of this
construction.
b.Provide continuous concrete curb and gutter around the parking lot
and driveways.
c. Install all required landscaping and an in-ground lawn irrigation
system for all landscaped areas.
d.Install all required outdoor lighting.
e.Install all required sidewalks and trails.
10.If any required work is not done, the city may allow temporary occupancy
if:
a.The city determines that the work is not essential to public health,
safety or welfare.
b.The City of Maplewood holds the above-required letter of credit or
cash escrow for all required exterior improvements. If the building
is occupied in the fall or winter, the owner or contractor shall
complete any unfinished exterior improvements by June 1 of the

following year or within six weeks of occupancy if it is occupied in
the spring or summer.
11.All work shall follow the approved plans. The director of community
development may approve minor changes.
12.A parking waiver of 31 spaces is approved. The applicant shall maintain
at least 56 surface and 57 underground parking spaces. If a parking
shortage develops, the city council may require an additional 16 parking
spaces as identified by the applicant’s proof-of-parking plan.

The CityÓs Commissions and Boards provide an opportunity for citizens to become involved in City
government and be a part of the decision-making process.
Background
Currently there are two openings on the Environmental & Natural Resources Commission, one
opening on the Planning Commission and one opening on the Heritage Preservation Commission.

The City has advertised and accepted applications from interested individuals. On October 28 the
City Council interviewed candidates for the commissions. Upon the completion of the interviews
Council members ranked the candidates for each opening and submitted their score sheets to staff.
The rankings were tallied and staff is recommending the appointments as indicated in the
resolution.
Per City ordinance, commissions have uniform terms of 3 years with staggered term dates of April
30th, September 30th and December 31st. Newly appointed commissioners take over the term
vacated by the prior commissioner. Therefore, the position they are appointed to may not be for a
full three-year term.

Pay rates are being adjusted in order to remain competitive in the current labor market.
Background:
Beginning in 2025, we have adjusted wages for Temporary, Seasonal and Casual employees to
begin at $15.00 per hour (with the only exception being Background Investigations). The proposed
rate of $15.00 per hour would align with other starting hourly rates for seasonal and temporary jobs
within the marketplace. At this time, we are not proposing any adjustments to the maximum, as we
will be doing a comprehensive review of positions as part of our 2025 salary review (in preparation
for negotiations with all unions).

Project Summary: The Maplewood Police Department is requesting $13,417 in federal grant
funding for the purchase of two rifle-rated ballistic shields to equip patrol officers and
detectives responding to violent crime scenes and high-risk search warrants. This purchase will

law enforcement personnel and the public.
Statement of Need:The Maplewood Police Department serves a community where violent
crime, including gun-related incidents, has been increasing. Patrol officers and detectives are
frequently the first responders to active crime scenes and high-risk operations, such as executing
search warrants where the presence of firearms is suspected. Given the unpredictability of such
scenarios, it is critical to ensure officers are adequately protected.
Currently, the department lacks sufficient rifle-rated ballistic shields, which are necessary for
officers to effectively and safely confront armed suspects, protect civilians, and mitigate the risk
of injury or death. The shields will be particularly valuable in incidents involving violent
offenders, active shooter situations, and barricaded individuals with firearms.
Goals and Objectives: The goal of this project is to enhance the safety and operational
effectiveness of Maplewood Police Department officers by equipping them with modern, rifle-
rated ballistic shields. The objectives include:
1.Improving the department's capacity to respond to high-risk incidents involving
firearms.
2.Reducing the risk of injury or death to officers and civilians during violent crime
responses and search warrant executions.
3.Providing patrol officers and detectives with access to advanced protective equipment
during critical operations.

Implementation will involve:

Budget: The total projected cost of the project is $16,800. The Maplewood Police Department

remaining balance (estimated to be $3,383) to ensure the full acquisition and deployment of the
ballistic shields.

Annually, the City certifies certain delinquent accounts and sewer service line repairs to Ramsey

assessments may also include sewer service line repairs at the request of the property owner.
Property owners are notified of the pending certification to their property taxes, at an established rate
of interest, if payment is not made within the legal timeframe.

The City makes every effort allowed under Minnesota Statutes to collect delinquent accounts.
Background:
Minnesota Statutes authorizes the certification of accounts for collection by the County with the
owners’ property taxes. Miscellaneous charges generally include lawn mowing, snow removal,
abatement of public nuisances, and other services provided by the City - typically on an involuntary
basis. Trash accounts are billed by the hauler; however, delinquent trash accounts are certified by
the City for collection on the property taxes. The collections are then forwarded to the hauler, with

The city’s Gladstone Neighborhood Redevelopment Plan states: Design the future of Gladstone as
a “village”: villages are marked by their organic building patterns, mixed and integrated land uses,
intimate human-scale spaces, and the presence of people.”
Background:
Tax Increment Financing
On July 22, 2019, the city adopted a modified enabling resolution for the Maplewood Economic
Development Authority, which grants the EDA authority to use tax increment financing (TIF). Tax
increment financing is a funding tool that takes advantage of the increase in property taxes that
result from redevelopment. The increase in tax revenue is a result of the investment in the property
and the resulting increase in property taxes. TIF captures only the increase in taxes and not the
current or base amount of taxes that are currently paid. The increment can be used by the EDA to
repay debt, obligations, or certain costs incurred by the city as a result of the development. For this
application, the City would issue a Pay-As-You-Go (PAYGO) TIF Note to the developer for costs
associated with the redevelopment project. The PAYGO TIF Note would obligate the EDA to pay a
portion of the annually generated tax increment over a specified period of time. The goal of the
proposed TIF district is to support the redevelopment of the site, which would not occur “but
for” financial assistance from the EDA.
Proposed Development
The developer JB Vang, operating as Gladstone Village II Limited Partnership for this project, has
received land use approvals for the redevelopment of 1880 English Street North. The project
includes removing the existing manufactured home park and building a 56-unit multifamily
building. The building would be four stories of above-ground wood-framed construction and a floor
of underground parking. The entire building will be approximately 98,079 gross total square feet,
with an approximately 19,243 square foot footprint. The 56-unit affordable housing building includes
the approximate unit mix: 21 percent one-bedrooms, 34 percent two-bedrooms, 29 percent three-
bedroom, and 16 percent four-bedrooms. There will be 72 parking spaces provided on-site, of
which 50 spaces will be within a secured parking garage.
The proposed building will be constructed primarily of brick and stucco with metal accents. Its
amenities include a community, co-working room, and fitness center. The courtyard, shaped by the
building facing south, is utilized as an outdoor grilling patio and playground, giving the residents a
resident-only outdoor space.
TIF District and TIF Plan
The resolution before the City Council would create a new redevelopment TIF district by adopting a
tax increment financing plan. This plan outlines the district boundaries, objectives and policies,
fiscal impacts, and the maximum budget for the district. The TIF plan itself does not grant any
specific TIF assistance or city financial obligations to support development within the district. The
specific terms of the TIF assistance are provided in the development agreement between the EDA
and the developer.

DISTRICT NO. 1 AND THE TAX INCREMENT FINANCING
PLAN FOR TAX INCREMENT FINANCING DISTRICT NO. 1-18
BE IT RESOLVED By the City Council of the City of Maplewood, Minnesota as follows:
Section 1. Recitals.
1.01. The City Council of the city of Maplewood (the “City”) established the Maplewood
Economic Development Authority (“MEDA”) to promote development and redevelopment within
the community.
1.02. On July 22, 2019, the City adopted a modified Enabling Resolution for MEDA,
giving it the authority of an economic development authority under Minnesota Statutes, sections
469.090 through 469.1081 (the “EDA Act); of a housing and redevelopment authority under
Minnesota Statutes, sections 469.001 through 469.047 (the “HRA Act”); and of a city under
Minnesota Statutes, sections 469.124 through 469.134 (the “City Development Districts Act”).
1.03. In response to a proposal to redevelop the property at 1880 English Street N.,
MEDA determined to establish another tax increment financing district.
1.04. MEDA and the City investigated the facts and caused to be prepared a modification
to the Development District Program (the “Development Program”) for Development District
No. 1 (the “Development District”) and a tax increment financing plan (the “TIF Plan”) for Tax
Increment Financing District No. 1-18 (the “TIF District”), describing the assistance which may
be provided to encourage redevelopment within the Project.
1.05. All actions required by law to be performed prior to the adoption of the modified
Development Program and the TIF Plan and establishment of the TIF District have been
performed, including approval of the TIF Plan by MEDA at its meeting on November 12, 2024.
1.06. B
y letter dated September 27, 2024, MEDA and the City notified Ramsey County
and Independent School District No. 622 of the public hearing on the modified Development
Program and TIF Plan to be held before the City Council on October 28, 2024. Notice was also
given to the Ramsey County commissioner in whose district the TIF District is located 30 days
before publication of the public hearing notice.
1.07. The modified Development Program and TIF Plan are contained in a document
entitled “Modification to the Development Program, Development District No. 1 and Tax
Increment Financing Plan for Tax Increment Financing District No. 1-18,” on file at Maplewood
city hall.

1.08. The City Council has fully reviewed the contents of the modified Development
Program and TIF Plan and on October 28, 2024 opened a public hearing thereon. The public

ction 2. Findings Relating to the Adoption of the Modified Development Program.

2.01. The City finds that the modified Development Program, which consists of inclusion
of an additional tax increment financing district, continues to be consistent with the City’s
comprehensive plan.
2.02. The City findsthat the adoption of the modified Development Program will
promote redevelopment of property within the Project and is in the vital interests of the community
as a whole.
Section 3. Findings Relating to the Establishment of Tax Increment Financing District No. 1-18.
3.01. The City finds and determines that it is necessary and desirable for the sound and
orderly development of the Project and of the community as a whole, and for the protection and
preservation of the public health, safety, and general welfare, that the authority of the TIF Act be
exercised by MEDA and the City to establish Tax Increment Financing District No. 1-18.
3.02. The City further finds and determines, and it is the reasoned opinion of the City,
that the redevelopment proposed in the TIF Plan for the TIF District could not reasonably be
expected to occur solely through private investment within the reasonably foreseeable future and
that the increase in estimated market value of the land within the TIF District that could reasonably
be expected to occur without the use of tax increment financing would be less than the increase in
the market value estimated to result from the proposed redevelopment, after making the
subtractions shown in Appendix B of the TIF Plan, and that therefore the use of tax increment
financing is necessary to assist the project.
3.03. The expenditures proposed to be financed through tax increment financing are
necessary to permit MEDA and the City to realize the full potential of the Development District
in terms of development intensity, diversity of usesand tax base and to facilitate the redevelopment
of land and provide additional affordable housing within the City’s Gladstone area, which is
consistent with the City’s comprehensive plan.
3.04. The TIF Plan for the TIF District will afford maximum opportunity, consistent with
the sound needs of the City as a whole, for redevelopment of the Development District by private
enterprise.
3.05. The TIF Plan for the TIF District conforms to the general plan for the development
and redevelopment of Maplewood as a whole. The developer’s plans to add affordable housing is
fully consistent with the city’s area and comprehensive plans.

3.06. The City has relied upon the written representation made by the developer, review
of the developer’s proforma, the opinions and recommendations of City staff, and the personal
knowledge of the members of the City Council in reaching its conclusions regarding the TIF Plan
and the establishment of the TIF District.
3.07. TIF District No. 1-18 is a housing tax increment financing district within the
meaning of Minnesota Statutes, section 469.174, subd. 11.
3.08. Additional reasons and supporting facts regarding the fundings required by
Minnesota Statutes, section 469.175, subd. 3 are included in Exhibit C to the TIF Plan and are
hereby incorporated into this resolution as if fully set forth herein.
Section 4. Approval of
Modified Development Program and Tax Increment Financing Plan;
Establishment of Tax Increment Financing District No. 1-18;
4.01. The modified Development Program for Development District No. 1 is hereby
approved.
4.02. The TIF Plan for TIF District No. 1-18 is hereby approved, as adopted by MEDA.
Tax Increment Financing District No. 1-18 is hereby established.
4.03. The Executive Director of MEDA is authorized and directed to transmit a certified
copy of this resolution together with a certified copy of the modified Development Program and
the TIF Plan to Ramsey County with a request that the original tax capacity of the property within
TIF District No. 1-18 be certified to MEDA pursuant to Minnesota Statutes, section 469.177, subd.
1 and to file a copy of the modified Development Program and the TIF Plan for TIF District No. 1-
18 with the Minnesota department of revenue and state auditor.

Minn. Stat. 205.185 requires the governing body of a city conducting a general election to act as the
canvassing board, canvass results and declare the results of an election between the third and
tenth day after an election.
Background
Ramsey County will provide an Abstract of Votes Cast detailing the General Election results for the
city positions. The two councilmember candidates with the highest number of votes are the
prevailing candidates in their race.
Pursuant to Minn. Stat. 205.185, the issuance of the certificate of election to each successful
candidate will occur after the contest time has expired and the required certificate of filing per Minn.
Stat. 211A.05 has been submitted.
