Show respect during comments and/or discussions, listen actively and do not interrupt or talk amongst each other. Be respectful of the process, keeping order and decorum. Do not be critical of council members, staff or others in public. Be respectful of each other’s time keeping remarks brief, to the point and non-repetitive. Staff will provide City Council with an unsheltered outreach update that includes an overview of current statistics and the city’s approach to unsheltered outreach. No Yes, the true or estimated cost is $ 0.00 Financing source(s): Adopted Budget Budget Modification New Revenue Source Use of Reserves Other: n/a Strategic Plan Relevance: Community InclusivenessFinancial & Asset MgmtEnvironmental Stewardship Integrated Communication Operational EffectivenessTargeted Redevelopment The city’s unsheltered outreach approach aligns with community inclusiveness as staff aim to create a city where everyone is valued and respected while balancing the human needs of unsheltered individuals while maintaining a safe and livable community. Unsheltered outreach requires coordination of several different city departments and external stakeholders to maintain operational effectiveness. Background: During the height of the COVID-19 pandemic, city staff from several departments worked with public and private partners to address concerns related to homeless encampments within the city. During this effort it became clear that the complexities associated with unsheltered outreach, support and alternate housing required collaboration between several departments to establish uniform unsheltered outreach strategies. Workshop Packet Page Number 1 of 19 The fire department assumed the lead of unsheltered outreach in 2020. In coordination with the police department, our embedded social worker, public works and parks and recreation, staff have conducted proactive outreach and response to concerns relating to unsheltered activity. The unsheltered outreach program’s objectives are: To support the health, safety and housing needs of unsheltered individuals while maintaining a high quality of life for all residents, businesses and visitors in the City of Maplewood. To ensure prioritized attention and coordination regarding outreach services to unsheltered encampments. To assist unsheltered individuals who may be struggling with physical or mental illness or other needs who do not have the support or services they need. Upon notification of a homeless encampment, city staff utilize an Unsheltered Response Matrix to ensure a uniform approach is utilized in response to encampment concerns. This matrix details the following: Staff will conduct a site visit within 24 hours or one business day upon notification of the presence of a homeless encampment. As part of the initial site visit, staff will evaluate the site for health, safety and code concerns and attempt to begin remediation efforts (if necessary) within one business day. Staff will attempt to connect unsheltered individuals with housing referral resources within 48 hours. Staff will notify affected property owners of the presence of a homeless encampment on their property within two business days. In the event that health, safety or code concerns can be remedied, the site will be monitored/visited at least every 14 days. In the event that health, safety or code concerns are present and cannot be remedied, staff will begin the recommendation for disbandment process. The disbandment recommendation will come via a memorandum from staff, providing details of the situation, background, assessment and recommendations. This memorandum will be reviewed by the City Manager and the City Attorney prior to final determination. If a disbandment determination is made, staff will notify the unsheltered residents, property owners and non-profits within 24 hours or one business day. The site will then be posted for disbandment -Public Property: 14 days’ notice (recommended) -Private Property: 7 days’ notice (recommended) City staff will identify who is responsible for site clean-up and work with affected property owners to ensure that the site is appropriately cleared and cleaned. Following site clearance and clean-up, staff will work with property owners to recommend that the site is posted as no trespassing (as allowed by law) in an effort to remedy reoccurrence. Unsheltered outreach requires a considerable amount of staff time, current trends suggest that this activity will continue. Staff will provide an overview of these activities to City Council.
