At the workshop, the Purple Line project team would like to discuss the following Two options for the north end point which will serve Maplewood’s North End Area Layouts for two roadway transit design options along White Bear Avenue (side running versus center running) Discuss Maplewood’s Public Safety considerations for the proposed White Bear Avenue alignment Public engagement feedback related to Bruce Vento versus White Bear Avenue routing options Recommended Action: No action is required. The Purple Line BRT will provide fast and reliable transit services to the east metro area. Workshop Packet Page Number 1 of 36 D1 Background: At the City Council Workshop, the Purple Line project team will be presenting on several topics, answering questions, and looking for feedback from the City Council. The attached presentation is a draft copy of the Purple Line’s presentation. At the workshop, the Purple Line project team will provide an updated presentation that will also include information from a scheduled community meeting in Maplewood and a meeting with Maplewood’s Public Safety Department. Both of these meetings are scheduled to take place after the writing of this report. The following sections provide background information on each topic the Purple Line project team will be discussing at the City Council Workshop. Endpoint Options in Maplewood’s North End District At the April 22, 2024 City Council Workshop, the Purple Line project team led a discussion on the Purple Line project with the City Council. The discussion was focused on the two end point options for serving Maplewood’s North End Area and solicited feedback from the City Council on the options (see the attached Endpoint Option 1 & 2). Between March 11th and April 12th, the Purple Line project team shared these options with the public for purposes of soliciting feedback on the options to inform a preferred option. At the upcoming August 1, 2024 Purple Line Corridor Management Committee (CMC) meeting it is anticipated the CMC will act on a Purple Line staff recommendation for a preferred White Bear Ave Corridor Northern Endpoint Option. The Purple Line project team will share evaluation results that differentiate the two end point options serving Maplewood’s North End Area and share input expressed by the public. The team will also look for receive feedback from the City Council on a preferred endpoint option. Center Versus Side Running Options At the December 11, 2023 City Council Workshop, the Purple Line project team led a discussion with the City Council focused on the conceptual engineering layouts for the two roadway and transit design options under consideration for White Bear Avenue in Maplewood. The two options for White Bear Avenue north of Larpenteur Avenue are a side-running local access and transit lanes (i.e., semi-exclusive bus lanes) option and a center-running exclusive bus lanes option are under consideration (see the Center Versus Side Running Options attachment). The Purple Line project team has completed a technical evaluation of the two design options. Between mid-March through early May, the Purple Line project team shared the evaluation results with the public for purposes of soliciting feedback on the options to inform a preferred option. Purple Line project team will be sharing and responding to questions regarding the evaluation results that differentiate the two roadway and transit design options, and the feedback and preferences express by the public. The Purple Line project team would also like to seek any feedback the City Council may want to share regarding the roadway and transit design options. Maplewood Public Safety Concerns The Purple Line project team received concerns from Maplewood Public Safety regarding the two roadway and transit design options under consideration for White Bear Avenue in Maplewood. The Purple Line project team recently met with Maplewood Public Safety representatives and will continue to work through potential design modifications to alleviate concerns as the process moves forward. Workshop Packet Page Number 2 of 36 D1 Public Engagement – Bruce Vento Versus White Bear Avenue Routes Finally, the Purple Line project team would like to discuss the current community feedback that has been received as part of engagement efforts regarding the public’s preference between collocating the Purple Line with the Bruce Vento Regional Trail or reconstructing the White Bear Avenue Corridor to accommodate the Purple Line BRT. At upcoming October 3, 2024 Purple Line CMC meeting it’s anticipated that the CMC will act on a Purple Line staff recommendation for a preferred roadway and transit design concept for the White Bear Ave Corridor. Also, at its October 3, 2024 meeting, the Purple Line CMC is anticipated to act on a Purple Line staff recommendation for a revised Locally Preferred Alternative (i.e., Bruce Vento or White Bear Avenue route alignment).
